\nConcerned Niger Deltans for Sustainable Development, CNDSD, has alleged
\nthat the Special Adviser to the President on Niger Delta and Coordinator
\nof the Presidential Amnesty Program, Prof Charles Dokubo is accusing the
\nMilitary and Police of incompetence.<\/p>\n

The group in a statement signed by Comrade Okpokeme J. Waripamowei based
\nits allegation on a statement released by the Amnesty office claiming the
\nPolice and Military stationed at the Boro-Town Training Complex, were
\noverwhelmed when the N60billion facility was looted recently.<\/p>\n

A statement issued by Murphy Ganagana, the Special Assistant Media to the
\nSpecial Adviser to the President on Niger Delta and Coordinator of the
\nPresidential Amnesty Programme (PAP), he said
\nthat during the Uninterrupted five (5) days Looting of the N60billion
\nBoro-Town Training complex, \u201cIt is on record that the invasion and looting
\nof items at the Kaiama training facility occurred in the presence of
\nsecurity personnel, including the police and the military deployed in the
\ncentre, but they were simply overwhelmed by the numerical strength of the
\nmassive invaders,\u201d the statement said.<\/p>\n

But the statement by Waripamowei said \u201cProf. Dokubo through his media
\nassistant Mr. Ganagana without shame and decency, has accused our gallant
\nsoldiers across the Nation\u2019s armed forces, and the entire Police force of
\nthe Federal Republic of Nigeria, including the Presidency headed by
\nPresident Muhammadu Buhari GCFR, of gross incompetence and cowardice for
\nbeen unable to thwart the criminal acts of individuals who were looting
\nthe N60billion Boro-Town Training complex in Kaiama, Bayelsa state for
\nfive (5) uninterrupted days, (Day and Night. Videos and Pictures
\nAttached).<\/p>\n

\u201cProtesters in Yenagoa, Bayelsa state on the 13th March 2019 revealed that
\nExternal Auditing Committee found thirty (30) companies used in
\nperpetrating contract fraud worth billions of naira. However, in a
\nPanic-Mood, Prof. Dokubo dissolved the External Auditing Committee on 14th
\nMarch 2019 and appointed the Director of Procurement, Mr. Odiniya Moses
\nwho is the brain behind the entire fraud and supplies contracts scam in
\nthe Amnesty office to oversee and investigate his own department for fraud
\nin an effort to cover-up for Prof. Dokubo.This is the same Director of
\nProcurement, Mr. Odiniya Moses that orchestrated all the contract fraud
\nand stealing perpetrated by former Amnesty Boss, Gen. Boroh whose
\nproperties of almost N1billion was recently forfeited to the EFCC.<\/p>\n

\u201cIn-light of the above, we are asking the good people of our dear nation
\nto join us in our quest for justice.<\/p>\n

1. We Humbly Call on the Father of Our Country, and Our President
\nMuhammadu Buhari GCFR, to have Professor Charles Quaker Dokubo,
\nCoordinator of the Presidential Amnesty Programme Step-Aside for a
\nCriminal Investigations to Commence into the Uninterrupted 5 days Looting
\nof the N60billion Boro-Town Training Complexincluding the Non-Existent
\nSupply Contracts, Persistent Stealing, Fraud, Corruption, and Intimidation
\nof Whistleblowers and Other Stakeholders at the Niger Delta Amnesty
\nOffice.<\/p>\n

2. The Uninterrupted 5 days Looting of the N60billion Boro-Town Training
\nComplex is Unprecedented. No group of persons can go into the University
\nof Abuja or the University of Ibadan or the University of Lagos and steal
\neverything for 5 days without the Security Agencies stopping them and
\narresting them.<\/p>\n

3. Mr. President, Prof. Dokubo has openly mocked and laughed at your
\nanti-corruption war and Nigerians are waiting for your response.<\/p>\n

4. Prof. Dokubo, has allegedly been awarding fake supply contracts to
\nfront companies amounting to over N13billion in non-existent supply
\ncontracts and then orchestrated the 5 days looting of the N60billion
\nBoro-Town Training Complex to cover his frauds with no security personnel
\non site.<\/p>\n

5. External Auditors from the Office of the Auditor General of the
\nFederation audited supplies contract files at the Niger Delta Amnesty
\noffice and found 30 companies used by Prof. Dokubo and his front-men to
\ncarter away Billions of Amnesty funds meant to develop the youths in the
\nregion.<\/p>\n

6. Prof. Dokubo has been boosting to have compromised the National
\nSecurity Adviser Maj. Gen. Mohammed Babagana Monguno (retd.) by giving him
\nbillions of Naira as kick-backs for nominating him as the Amnesty
\nCoordinator andProf. Dokubo has given lucrative contracts to the NSA\u2019s
\nAssociates and Family Members to ensure he Dokubo remains as the Amnesty
\nCoordinator.<\/p>\n

7. Prof. Dokubo directed the Head of the Boro-Town Vocational Training
\nCenter, Mr. Jude Gbaboyor to open the warehouse where supplied items are
\nkept and they arranged with hoodlums to cart away items previously
\nsupplied to cover-up their fraud.<\/p>\n

8. The move is to enable Dokubo, his front men and the director of
\nprocurement, and other senior management staffs in the Amnesty office to
\nclaim that the N13billion worth of supplied items have been stolen by
\nhoodlums.<\/p>\n

9. The looting of the facility lasted for five days with no police or
\nMilitary Personnel present to stop the hoodlums, on February 14, 2019,
\nProf. Dokubo drove along the East-West Road and saw the looting of the
\nfacility. Sources said Stakeholders who saw him, pleaded with him to call
\nfor security, instead, Dokubo drove away and went to Benin on February 14,
\n2019.<\/p>\n

10. Prof. Dokubo later called Mrs. Esther Boro, the daughter of the Late
\nIjaw Hero and Legend, Maj. Isaac Jasper Adaka-Boro to go and commission
\nthe facility on his behalf. While the looting was going on at one end,
\nMadam Esther Boro and a few elders she gathered were commissioning the
\nfacility at another end in the same complex all on February 14, 2019.<\/p>\n

11. Mr. Gbaboyor, Head of the Training Center reported the looting to the
\nPolice in Bayelsa state February 14, 2019, three days after the looting of
\nthe N60 Billion Vocational Training in what appears to be a
\nwell-choreographed move.<\/p>\n

12. After the Head of the Boro-Town Vocational Training Center Mr.
\nGbaboyor reported the Matter to the Police in Bayelsa state, Prof. Dokubo
\nbecame very angry at Mr. Jude Gbaboyor for reporting the matter to the
\nPolice.<\/p>\n

13. Prof. Dokubo then instructed Gbaboyor to immediately withdraw his
\nstatement and the Police report that had already being filed with the
\nPolice in Bayelsa state. On February 15, 2019 Gbaboyor wrote to the Police
\nin Bayelsa state to withdraw his statement and the report that he had
\nalready filed with the Police.<\/p>\n

14. Prof. Dokubo waited for almost One Month after the looting before
\nsetting up a fraudulent committee to investigate the looting. However, the
\npeople of Kaiama and Niger Deltansknow the truth that Prof. Dokubo
\norchestrated the looting tocover-up his non-existent supply contracts of
\nN13billion as reported in the media.<\/p>\n

15. Once again, we humbly call on President Muhammadu Buhari GCFR, to have
\nProfessor Charles Quaker Dokubo, Coordinator of the Presidential Amnesty
\nProgramme Step-Aside for a Criminal Investigations to Commence into the
\nUninterrupted 5 days Looting of the N60billion Boro-Town Training Complex
\nincluding the Non-Existent Supply Contracts, Persistent Stealing, Fraud,
\nCorruption, and Intimidation of Whistleblowers and Other Stakeholders at
\nthe Niger Delta Amnesty Office.<\/p>\n
