The ongoing trial of former Chief of Air Staff, Air Vice Marshal Mohammed
\nUmar Dikko, before Justice Nnamdi Dimgba of the Federal High Court,
\nMaitama, Abuja for offences bordering on money laundering and procurement
\nfraud to the tune of N9.7billion resumed today, March 28, 2019 with the
\ncontinued examination of the prosecution\u2019s ninth witness.<\/p>\n

Hammadama Bello, an investigator with the Economic and Financial Crimes
\nCommission, EFCC, led in evidence by prosecution counsel, Sylvanus Tahir,
\ngave insight into the activities of the team that investigated the former
\nAVM.<\/p>\n

Regarding the fourth charge preferred against Dikko by the EFCC, Bello
\nnoted that a case of alleged money laundering was established against the
\ndefendant following the results of investigations into properties linked
\nto the former Chief of Air Staff.<\/p>\n

Regarding the circumstances surrounding the purchase of a property at No.
\n14, Audu Bako Way, GRA, Kano State, Bello stated that, although Dikko had
\ntold the EFCC that he purchased the property through Yushau for
\nN130million \u2013 paying in tranches of N90million and N40million from his
\npersonal savings \u2013, investigations revealed that the property was actually
\nbought for N250million from a relocating Nigerien, with payment made
\ndirectly from the NAF Camp Finance account. This revelation, Bello said,
\nwas confirmed by the then NAF Director of Finance and Accounts, Air
\nCommodore Yushau (PW1.<\/p>\n

Regarding the circumstances surrounding the purchase of yet another
\nproperty in Kaduna, Bello said, \u201cAlthough the defendant (Dikko) claimed he
\nbought the property for N35million, investigations revealed that the
\nproperty was originally a guest house for Air Force which had been sold to
\none AVM Lex. Upon questioning, AVM Lex confirmed that he had been
\napproached by Yushau, who told him that the buyer preferred to stay
\nanonymous. Eighty-five Million naira [N85 Million] was paid to AVM Lex for
\nthe property, and another N75million paid for renovation of the same.\u201d<\/p>\n

According to Bello \u201cDikko claimed that he withdrew money from his account
\nto pay (all respective) owners from his savings but he failed to provide
\nevidence of this. He, however, stated that Yushau was aware of all the
\ntransactions and Yushau confirmed this to be true.\u201d<\/p>\n

Bello further stated that investigations had revealed that the former
\nChief of Air Staff came from a humble background, rising from the
\nposition of a teacher, then a library assistant before becoming a serving
\nofficer and then the Chief of Air Staff.<\/p>\n

\u201cHe (Dikko) was not a business man while in service and, by consequence,
\nwould have had to be Chief of Air Staff at his last grade level for 250
\nyears to be able to afford the properties linked to him. Investigations
\nrevealed that during his tenure, he received N558,200,000 million on a
\nmonthly basis which he converted into dollars. Yushau was also offered
\nN120 million on a monthly basis but he refused, stating that his
\nconscience could not allow him take the money,\u201d Bello stated.<\/p>\n

Bello revealed that searches conducted on all companies linked to the
\ndefendant at the Corporate Affairs Commission, CAC, and several bank
\naccounts, revealed that none of the accounts of these companies were used
\ndirectly or indirectly for the purchase of the properties.<\/p>\n

Regarding monies transferred to the account of Capital Law Firm, the legal
\nagent engaged for the purchase of the defendant\u2019s property in Asokoro,
\nBello stated that investigations revealed a trail of about N900million
\nwhich was paid in cash, being payment for the property and N40million in
\nlegal fees. Additional monies (in dollars) were paid to the agent\u2019s
\naccount for renovation of the property.<\/p>\n

Bello disclosed that \u201cThe agent confirmed this when he was interviewed.
\nMonies were paid from NAF\u2019s Personnel Emolument Account in UBA to the
\nagent\u2019s Capital Law Firm account in Stanbic IBTC Bank.\u201d<\/p>\n

Bello also told the court that investigations had revealed that Dikko as
\nChief of Air Staff was the Chief Accounting Officer of the Air Force and
\nthat all directives regarding the disbursement of NAF\u2019s accounts came from
\nhim to the Director of Finance and Accounts, Yushau, who was assisted by
\nthe CFO, Group Captain Bukar Abubakar, who was in turn, assisted by
\nSquadron Leader Emmanuel N. Agbor, and a number of junior cashiers.<\/p>\n

After the prosecution concluded its examination of the witness, Justice
\nDimgba adjourned the matter to May 27 and 28, 2019 for continuation of
\nhearing.<\/p>\n<\/div>\n<\/div>\n
