The parents of a former British army dog handler and war hero being held
\nin a Dubai jail, despite police admitting he is innocent, say he has had
\nhis PTSD condition and mental vulnerability exploited in an sinister and
\ncynical attempt to make him \u201cconfess\u201d to the crime.<\/p>\n

Andrew Neal has been held in a terrifying Dubai jail among hardened
\ncriminals for 5 months, with no end in sight, despite the police and
\nprosecution admitting he is innocent.\u00a0 The combat dog handler veteran
\nsuffers from severe PTSD following his stressful tours of duty in
\nAfghanistan, Iraq and Bosnia.<\/p>\n

Maurice and Sue Neal, Andrew\u2019s mother and father claim that the UAE
\nauthorities are exploiting the former soldier\u2019s vulnerable mental state in
\ncrude attempts to bully him into \u201cconfessing\u201d details of the crime,
\ndespite the police knowing Mr Neal was not involved in any wrongdoing.<\/p>\n

\u201cWe\u2019ve been lobbying the Dubai authorities to get Andrew help,\u201d explains
\nMaurice.\u00a0 \u201cOur Andrew was receiving regular counselling for his PTSD and
\nstress of any kind has a drastic effect on him.\u00a0 So being in that hideous
\njail and away from his family is devastating for him.\u00a0 He is in great
\ndanger of having a proper psychiatric breakdown in a situation like that.
\nSo we were pleased when he told us they had arranged for a psychiatrist to
\nhelp Andy with coping in the jail.\u201d<\/p>\n

\u201cOur relief didn\u2019t last long,\u201d Sue tells us.\u00a0 \u201cHe met with the
\n\u2018psychiatrist\u2019 – if that\u2019s what he really was – on Sunday.\u00a0 They kept
\nAndrew handcuffed and surrounded by aggressive guards and police for the
\nwhole time that the so called session lasted for.<\/p>\n

\u201cThe doctor wouldn\u2019t let Andrew explain anything at all,\u201d continues
\nMaurice.\u00a0 \u201cHe just kept saying to Andrew\u2019s face that he didn\u2019t really
\nsuffer from PTSD, despite him having been diagnosed by the best Army
\ndoctors in the UK.\u00a0 He told Andy that he was just experiencing \u2018general
\nanxiety\u2019, and would prescribe him what he called \u2018an internationally known
\nmedicine\u2019.\u00a0 Only he wouldn\u2019t tell Andy what the medicine was. .<\/p>\n

\u201cThe doctor guy kept asking Andy about the drugs case he is falsely
\ncharged with instead of trying to help him with his mental problems.\u201d
\nSays Sue.\u00a0 \u201cAsking him where he had got the drugs, who he had sold them
\nto, what drugs he took himself, and the like.\u00a0 It was all a sham to try
\nand trick him into saying he did something that they already admit he is
\ninnocent of.\u00a0 It makes us scared that they will sentence him anyway, to
\nsave face.\u201d<\/p>\n

\u201cAndy was really shaken by the whole event.\u00a0 Expecting help and then
\nhaving to defend against the man who was trying to exploit Andrew\u2019s
\nweakness and trick him into confessing something they know he hasn\u2019t done.
\nThen to top it all off, the guy who said he was a doctor didn\u2019t let Andy
\ntake the medicine with him.\u00a0 He said that medicine is not allowed in the
\nbuilding.\u201d<\/p>\n

\u201cWith these kind of attacks and exploitation of a vulnerable, man with
\nmental health issues,\u201d says Maurice, \u201cwe are more concerned than ever that
\nthey will frame him just to save face.\u201d<\/p>\n

Detained In Dubai also spoke with Dr Martyn Bignold, a clinical
\npsychologist from the London Trauma Specialists Clinic about the likely
\neffects of this situation on a PTSD victim.\u00a0 Dr Bignold has been working
\nwith military and emergency services PTSD victims since 2006 and explains
\nthat the negative effect of a PTSD sufferer like Andy being in a hostile
\nenvironment like a Dubai jail, and denied treatment would be significant
\non both his physical and mental health.<\/p>\n

“PTSD is s serious mental condition, requiring constant therapy and
\nmanagement in a safe secure environment,” Dr Bignold tells us.\u00a0 “The thing
\nabout PTSD victims is that they are in a constant state of threat
\nawareness.\u00a0 They are always evaluating their environment for potential
\ndanger and it is mentally and physically\u00a0exhausting.\u00a0 Without help and
\nunder constant pressure, the sufferer is likely to have mental and
\nphysical symptoms such as pressure on his digestive system, tremors and
\nelevated\u00a0heart rate; all of which can lead to severe medical conditions.”<\/p>\n

Dr Bignold also indicated that in the West, a PTSD sufferer, or any
\nmentally vulnerable individual would not be legally able to give consent
\nto being interviewed, especially in the circumstances described.\u00a0 “There
\nare guidelines for the treatment of vulnerable people, and the situation
\nas described here, with the victim\u00a0going into what he thought was a
\ntherapy session and then actually placed in a hostile environment
\nsurrounded by police and guards and interrogated, would be stressful in
\nthe extreme.\u00a0 His cognitive awareness and reasoning would be affected and
\nhe would be less able to explain himself or think properly.”<\/p>\n

Radha Stirling, CEO of Detained In Dubai, the UK based human rights group
\nrepresenting Andrew Neal and his family had the following to say about
\nAndrew Neal\u2019s abuse by the UAE authorities:\u00a0 \u201cAndrew Neal is a brave but
\nvulnerable man, and the UK government needs to spend more time defending
\nand protecting him and other British victims of the flawed Dubai legal
\nsystem than they do in forming sinister MOUs to improve the image of the
\nUAE.<\/p>\n

Andrew has a huge support base, including the British military and several
\nhigh profile MPs.\u00a0 This won\u2019t simply go away to make things convenient for
\nthe UAE authorities.<\/p>\n

It is time for the UAE to minimise the damage this case is doing to their
\nreputation in the international community, and free this innocent man to
\nrebuild his life with his wife and children.”<\/p>\n
