The Secretary to the Government of the Federation (SGF), Boss Mustapha and
\nthe National Security Adviser Maj. Gen. Mohammed Babagana Monguno (retd.)
\nhave allegedly been implicated in the fraudulent appointment letter issued
\nto Prof. Charles Quaker Dokubo as the Coordinator of the Presidential
\nAmnesty Program, Pointblanknews.com investigations revealed.<\/p>\n

Prof. Dokubo\u2019s appointment letter issued by the office of the Secretary to
\nthe Government of the Federation and dated 27th February 2017 states that
\nhis appointment took effect from 25th February 2017 which was thirteen
\nmonths prior to the sack of the former Amnesty Boss, Brig. Gen. Paul
\nTarela Boroh (retd.), according to an\u00a0 investigations by
\nPointblanknews.com.<\/p>\n

Former Amnesty Boss, Brig. Gen.\u00a0 Boroh (retd.) was appointed in August
\n2015 and his sack was announced on the March 13, 2018.<\/p>\n

Prof. Dokubo could not have been appointed to resume duties at the time as
\nstated by the office of the Secretary to the Government of the Federation.<\/p>\n

Sources told Pointblanknews.com that Prof. Dokubo\u2019s appointment by the SGF
\nand NSA thirteen months before the sack of the former Amnesty Boss, is
\nallegedly intended to defraud taxpayers.<\/p>\n

Not foreseeing President Buhari\u2019s re-election victory as at that time, the
\nSGF and NSA intended for Prof. Dokubo to have been employed for a minimum
\nof two (2) years as at February 2019. This, according to
\nPointblanknews.com findings will enable Prof. Dokubo to become eligible
\nfor his severance payment, which is 300 percent above his annual salary of
\nN1,942,865.00.<\/p>\n

Prof. Dokubo\u2019s has successfully compromised NSA Maj. Gen. Monguno (retd.)
\nfor nominating him as the Amnesty Coordinator by awarding contracts
\nrunning into billions to his cronies and family members, according to a
\ntop management source at the Amnesty office.<\/p>\n

Sources told Pointblanknews.com that Prof. Dokubo continue to tell friends
\nand cronies that he has awarded lucrative contracts to the NSA\u2019s
\nAssociates and Family Members to ensure he remain as the Amnesty
\nCoordinator.<\/p>\n

Only recently, Prof. Dokubo allegedly orchestrated the looting of the
\nN60Billion training complex in Boro-Town, Kaiama, Bayelsa state to cover
\nup their fake non-existent supply contracts in excess of N13billion.<\/p>\n

The continuous fraud and out-right stealing of public funds being
\nperpetrated by the Amnesty Program boss against Niger Deltans is
\nunprecedented, according to insiders familiar with his methods of
\noperation of the Prof. Dokubo at the agency.<\/p>\n

The Presidential Amnesty Program Office headed by Prof. Dokubo is under
\nthe direct supervision of the National Security Adviser Maj. Gen. Mohammed
\nBabagana Monguno (retd.), and it is in a chaotic state. Numerous fake
\nnon-existent supply contracts are being paid to cronies, sources said.<\/p>\n

On April 2 2019, Prof. Dokubo and his security agents held all the junior
\nstaffs at the Niger Delta Amnesty office and forced them to surrender
\ntheir phones. Security agents reviewed all the contents of staff phones.
\nJunior staffs were later instructed not to come to the office with their
\nphones. They were all suspected to be the sources of documents that have
\nbeen leaked to Pointblanknews.com.<\/p>\n

This is not the first time the NSA has been accused of financially
\ncompromising his office.<\/p>\n

The former Amnesty Boss, Gen. Boroh had boasted of his cordial
\nrelationship with the NSA whom he alleged benefits from lucrative
\ncontracts from the Amnesty office.<\/p>\n

Gen. Boroh recently forfeited N732.85million to the Federal Government.<\/p>\n

This followed the order of Justice James Tsoho of the Federal High Court
\nin Abuja, who granted the application of the Economic and Financial Crimes
\nCommission (EFCC), seeking the final forfeiture of the funds. The EFCC
\nbelieved the money was stolen from the Presidential Amnesty Program Office
\nby 17 persons joined in the suit.<\/p>\n

The forfeiture included a plot of land situated around Katsina Road by
\nOgbomosho Road, Kaduna North Local Government, worth N190million, all
\nbelieved to be proceeds of unlawful activities.<\/p>\n

The EFCC was able to secure the final forfeiture, following the usage of
\nnon-conviction-based forfeiture proceedings. The 17 Respondents apart from
\nBoroh are Hanafi Musa Moriki, Allotey Asari Edem, Joshua Ebiemeyefa.
\nOthers are D. Wokoma, Bernard Ochoche, Cecilia Adebisi, Omofuma Faith,
\nOlusegun Opeyemi Okungbure, Beggi Erepatei, Matti Abdul, Stella Nnamatti,
\nTheresa Okoro, Chika Nsirim, Omonyemen Osunbor, Musa Odiringa, and Ode
\nMartins Olajide.<\/p>\n

Justice Tsoho had granted an interim forfeiture order on November 16,
\n2018, following the ex-parte application filed by the lawyer to the EFCC,
\nBar Abbah Mohammed. The judge ordered EFCC to advertise the order in the
\nnewspapers for any interested party to show cause within 14 days on why
\nthe money should not be forfeited to the government.<\/p>\n

Following successful prosecution, the judge consequently ordered that the
\nmonies and property be permanently forfeited to the Federal Government.
\nInvestigations by the EFCC had uncovered the various sums of N124,000,000;
\nN320,000,000; N68,768,916; N1,900,000; N5,125,000; N3,000,000;
\nN28,595,755; N6,137,000; N40,000,000; N46,800,000; N16,315,000;
\nN2,547,800; N3,900,000; N8,234,650; N6,800,000; N2,651,000, and N1,970,750
\ntraced to the respondents, respectively.<\/p>\n

The ex-parte motion was brought before the court, pursuant to Section 17
\nof the Advance Fee Fraud and other Related Offences Act 2006, and Section
\n44(2)(B)(K) of the 1999 Constitution (as amended), seeking for an order of
\ninterim forfeiture of the said sum and property.<\/p>\n

Gen. Boroh was nominated by the NSA and appointed by President Muhammadu
\nBuhari as his Special Adviser on Niger Delta and Coordinator of the
\nPresidential Amnesty Program in 2015.<\/p>\n

When Pointblanknews.com contacted Murphy Ganagana, Media Aide to Prof.
\nDokubo, he declined to comment and has not responded to text message sent
\nto him on the allegations.<\/p>\n
