The National Security Adviser, Maj. Gen. Babagana Mohammed Monguno<\/div>\n

(retd.) allegedly received Over N2billion from the Coordinator of the
\nPresidential Amnesty Programme and Special Adviser to President
\nMuhammadu Buhari on Niger Delta, Professor Charles Quaker Dokubo.<\/p>\n

A group, Amnesty Revolutionary Movement, ARM, said in an open letter to
\nPresident Mohammadu Buhari, that so far under Prof. Dokubo, over
\nN20billion has been looted out of which the NSA allegedly got N2billion
\nto shield the Amnesty Coordinator from probe.<\/p>\n

The Open letter reads:<\/p>\n

Dear Mr. President,<\/p>\n

Kindly permit our lack of pleasantries as we regretfully write to inform
\nyou that your National Security Adviser, Maj. Gen. Babagana Mohammed
\nMonguno (retd.), has done unimaginable disservice to you and to our
\ngreat country, due to his Love and Quest for money and wealth at all
\ncost at the expense of the security of our dear nation and the thousands
\nof lives lost due to his greed, incompetence, and lack of knowledge in
\nmany security issues.<\/p>\n

Your Excellency, Nigerians are baffled over the lack of action from your
\noffice despite the unhinged level of public funds looting, fraud and
\ncorruption allegations totaling over N20Billion (Amnesty Funds) trailing
\nyour National Security Adviser, Maj. Gen. Babagana Mohammed Monguno
\n(retd.), and his friend and ally, whom is the Coordinator of the
\nPresidential Amnesty Programme, Professor Charles Quaker Dokubo.<\/p>\n

Mr. President, Professor Charles Quaker Dokubo has allegedly given over
\nN2billion in Amnesty Funds to your National Security Adviser, Maj. Gen.
\nBabagana Mohammed Monguno (retd.) to cover his tracks and to recommend
\nto you to retain him in office despite his colossal failure as the
\nCoordinator of the Presidential Amnesty Programme (PAP) which is known
\nthroughout Nigeria and the Niger Delta region.<\/p>\n

In order to perfect their plans, Gen. Mongonu (retd.) working in synergy
\nwith Prof. Dokubo have hired thugs from the Niger Delta region to meet
\nwith Prof. Dokubo at the Wellington Hotel in Warri, Delta state on
\nThursday 9th May 2019 for an endorsement of Prof. Dokubo to be retained.
\nProf. Dokubo has approved the payment of N500,000.00 to each thug in
\nattendance at his staged endorsement conference.<\/p>\n

May we remind you Mr. President that 98 percent of these thugs in the
\nNiger Delta region who are working with Prof. Dokubo did publicly and
\nboldly endorsed His Excellency, Alhaji Abubakar Atiku because they
\nbelieved that you will fail in your re-election bid.<\/p>\n

Mr. President, we honestly believe that the Department of State Security
\n(DSS) is the most reliable agency that can provide you with the unhinged
\nlevel of public funds looting, fraud, corruption, and insecurity in the
\nAmnesty office. We believe in the professionalism and integrity of the
\nDSS investigations, given that your National Security Adviser has
\nallegedly been financially compromised to the detriment of our people\u2019s
\nlives.<\/p>\n

Prof. Dokubo has been perpetrating these fraudulent acts with the
\nassistance of his management staff and Front-Men known as vendors to the
\nAmnesty Office. They cooked-up non-existent fake supply contracts worth
\nover N13Billion and made payments. Jobs and Supplies were never done,
\nand they carted away with Billions of Naira, prompting them to allegedly
\norchestrating the 5 days uninterrupted looting of the N60Billion
\nMulti-Purpose Training Complex in Boro-Town, Kaiama, Bayelsa state to
\ncover-up their looted funds.<\/p>\n

The senior management staff and vendors allegedly involved in these
\nfraudulent contract scams with Prof. Dokubo stirring the ship of their
\nalleged criminal activities and giving returns to your NSA, Gen. Monguno
\n(retd.) are:
\n1- Legal Adviser Mrs. Awotu Patricia Ojakovo,
\n2- Director of Procurement \u2013 Mr. Musa Johnson Odiniya,
\n3- Director of Administration \u2013 Mrs. Ubi Umoren Franklyn,
\n4- Head of Reintegration \u2013 Chief Brown Aroloyeteim Ibisime.<\/p>\n

Mr. President, it might be of interest to you to know that Mr. Henry
\nUgbolue and Mr. Larry Pepple listed above have pending criminal cases of
\nfraud, corruption, and public funds stealing with the EFCC since 2016.
\nThese individuals served under the government of Former President
\nGoodLuck Jonathan, GCFR, and they were accused and charged to court for
\nissues relating to fraud, corruption, and public funds stealing.<\/p>\n

These individuals are publicly known opponents of your government;
\nhowever, they have been empowered by Prof. Dokubo. They were allegedly
\nawarded cooked-up non-existent fake supply contracts amounting to
\nbillions of naira. A glance or search with their names on the EFCC
\nwebsite will reveal the rest of their story.<\/p>\n

Following the demise of their trail Judge, Late Justice Kutigi of the
\nFederal High Court Abuja, these individuals allegedly paid N20 million
\nto EFCC officials handling their cases to ensure that their criminal
\ncases are never reopened in court. Mr. President, we kindly ask that you
\nuse your good office to ensure that their criminal cases be reopened for
\njustice to prevail.<\/p>\n

Mr. President, Prof. Dokubo and your NSA, Gen. Monguno (retd.) are
\nmaking a mockery of your anti-corruption war. We will be submitting
\nnumerous documents and official petitions to your office and to your
\nChief of Staff, detailing the various roles each individual listed above
\nplayed in enhancing the unhinged level of public funds looting, fraud
\nand corruption totaling over N20Billion (Amnesty Funds) trailing your
\nNational Security Adviser, Maj. Gen. Babagana Mohammed Monguno (retd.),
\nand his friend and ally, Professor Charles Quaker Dokubo.<\/p>\n

Finally, we kindly request that in the interest of fairness and justice,
\nthat you have Prof. Charles Quaker Dokubo step-aside for a thorough
\ninvestigative inquiry to commence.
