A nascent Niger Delta Group, Amnesty Revolutionary Movement, ARM, has
\nurged President Mohammadu Buhari to urgently begin the probe of
\nNational Security Adviser, General Babagana Monguno and the
\nCoordinator of the Presidential Amnesty Program, Prof. Charles Dokubo
\nover the orchestrated five-days looting of the properties at the
\nN60billion Facility Boro-town Training Complex.<\/p>\n
The group in an open letter signed by Major Benson Ese Ogofuneme, also
\nurged the President to probe the duo over the award of fake supply
\ncontracts worth over N13billion.<\/p>\n

\nOPEN LETTER TO PRESIDENT MUHAMMADU BUHARI, GCFR
\nDear Mr. President,
\nKindly permit our lack of pleasantries as we call on you to direct the
\nActing Inspector General of Police, Mohammed Abubakar Adamu to
\ncommence a Special Criminal Investigative Inquiry into the
\nuninterrupted 5 days looting of the N60billion Boro-Town training
\ncomplex in Kaiama, Bayelsa state, which was allegedly orchestrated by
\nthe Coordinator of the Presidential Amnesty Programme, Professor
\nCharles Quaker Dokubo and his cronies to cover-up their fake
\nnon-existent supply contracts worth over N13billion to enable them
\nclaim that the items were supplied but were carted away by looters.
\nMr. President, the pictures and videos of this heartbreaking and
\nmind-boggling uninterrupted 5 days looting of the training complex is
\nall over the media for the world to see, however, your National
\nSecurity Adviser, Maj. Gen. Babagana Mohammed Monguno (retd.) continue
\nto support his friend Prof. Dokubo, known by Nigerians as the alleged
\nperpetrator of this heinous event.
\nMr. President, we make bold this statement that we will continue to
\nstand with you in your fight to eradicate corruption from Nigeria and
\nto make Nigeria a better nation. We understand that you cannot achieve
\nthis alone. We commend the Acting Inspector General of Police,
\nMohammed Abubakar Adamu for working vigorously to ensure the safety
\nand security of all Nigerians. Mr. President, the Acting Inspector
\nGeneral of Police, Mohammed Abubakar Adamu is one of the Most
\nqualified Nigerian\/Police Officer to have been appointed as the Acting
\nInspector General of Police, and we call on the Senate to confirm him
\nas the substantive Inspector General of Police without delay in the
\ninterest of our dear country, given the challenges ahead.
\nWe also believe that the Department of State Security (DSS) is one of
\nthe most credible and reliable agencies that can provide you with the
\nunprecedented level of public funds looting, fraud, corruption, and
\ninsecurity in the Amnesty office, and across our dearly beloved
\ncountry. We believe in the professionalism and integrity of the DSS
\ninvestigators, given that your National Security Adviser has allegedly
\nbeen financially compromised by Prof. Charles Quaker Dokubo to the
\ndetriment of our people\u2019s lives.
\nMr. President, we join you in commending the relentless efforts of the
\nActing Chairman of the Economic and Financial Crimes Commission
\n(EFCC), Ibrahim Mustafa Magu. We call on every well-meaning Nigerian
\nto join Mr. Magu in his quest to eradicate corruption from Nigeria.<\/p>\n
Mr. President, we kindly ask that you do not pay attention to the
\npublic endorsements of Prof. Dokubo by his media team and some youths
\nand elders from the Niger Delta region. May we remind you, Mr.
\nPresident, that 98 percent of these youths and elders in the Niger
\nDelta region who are working with Prof. Dokubo endorsed His
\nExcellency, Alhaji Abubakar Atiku because they never believed in you.
\nThey believed that you will fail in your re-election bid.
\nProf. Dokubo has been perpetrating these fraudulent acts with the
\nassistance of his management staff and Front-Men known as vendors to
\nthe Amnesty Office. They cooked-up non-existent fake supply contracts
\nworth over N13Billion and made payments. Supplies were never done, and
\nthey carted away with Billions of Naira, prompting them to allegedly
\norchestrate the 5 days uninterrupted looting of the N60Billion
\nMulti-Purpose Training Complex in Boro-Town, Kaiama, Bayelsa state to
\ncover-up their looted funds.
\nThe senior management staff and vendors allegedly involved in these
\nfraudulent contract scams with Prof. Dokubo stirring the ship of their
\nalleged criminal activities while providing financial returns from
\ntheir looted funds to your NSA, Gen. Monguno (retd.) are:
\n1- Legal Adviser Mrs. Awotu Patricia Ojakovo,
\n2- Director of Procurement \u2013 Mr. Musa Johnson Odiniya,
\n3- Director of Administration \u2013 Mrs. Ubi Umoren Franklyn,
\n4- Head of Reintegration \u2013 Chief Brown Aroloyeteim Ibisime.
\nMr. President, Prof. Dokubo and your NSA, Gen. Monguno (retd.) are
\nmaking a mockery of your anti-corruption war. We kindly request that
\nin the interest of fairness and justice, that you have Prof. Charles
\nQuaker Dokubo step-aside for a thorough investigative inquiry to
\ncommence.
\nFinally, we humbly ask that you give the Amnesty Programme back to the
\nOwners of the Programme to enable them to pilot their affairs and
\nachieve your mandate without political interference. We kindly plead
\nthat you do not appoint people from the outside that do not understand
\nthe rationale behind the Amnesty programme.
\nMr. President, we believe that you will listen to our plea and appoint
\na New Coordinator of the Amnesty Programme from amongst the pioneers
\nof the Programme.
