{"id":67089,"date":"2019-06-02T16:35:36","date_gmt":"2019-06-02T15:35:36","guid":{"rendered":"http:\/\/pointblanknews.com\/pbn\/?p=67089"},"modified":"2019-06-02T16:35:36","modified_gmt":"2019-06-02T15:35:36","slug":"how-we-spent-n45m-to-train-1000-primary-school-teachers-nasarawa-state-govt-tells-serap","status":"publish","type":"post","link":"https:\/\/pointblanknews.com\/pbn\/news\/how-we-spent-n45m-to-train-1000-primary-school-teachers-nasarawa-state-govt-tells-serap\/","title":{"rendered":"&#8216;How we spent N45m to train 1,000 primary school teachers&#8217;, Nasarawa\u00a0 State Govt tells SERAP"},"content":{"rendered":"<div id=\"m4694669552582013235\" class=\"mail-message expanded\">\n<div class=\"mail-message-header spacer\">The Nasarawa State Universal Basic Education Board has responded to a<\/div>\n<div class=\"mail-message-content collapsible zoom-normal mail-show-images \">\n<div class=\"clear\">Freedom of Information request by Socio-Economic Rights and<br \/>\nAccountability Project (SERAP), disclosing how &#8220;the government spent<br \/>\nUniversal Basic Education Commission (UBEC) funds on primary school<br \/>\neducation between 2015 and 2019 including spending N45 million in one<br \/>\nweek to train one thousand primary school teachers.&#8221;<\/p>\n<p>This development was disclosed today in a statement by SERAP deputy<br \/>\ndirector Kolawole Oluwadare.<\/p>\n<p>The government&#8217;s response followed FOI requests SERAP sent last month to<br \/>\nthe Nasarawa State Universal Basic Education Board (NSUBEB), UBEC and<br \/>\nother 35 state universal basic education boards, seeking details of<br \/>\nspending on primary education across the country, given the poor state<br \/>\nof education in many states of the federation.<\/p>\n<p>In the letter with reference number NS\/UBEB\/S\/OFF-69\/VOL.I\/XX and signed<br \/>\nby the Board Secretary Yakubu Ahmed Ubangari, on behalf of the Executive<br \/>\nChairman, the Nasarawa State Education Board disclosed that, &#8220;Our<br \/>\ncounterpart fund for primary education in 2015 was N866,756,76 while the<br \/>\nmatching grant was N876,756,756,76. In 2016, our counterpart fund was<br \/>\nN607,848,100.48 while the matching grant was N607,849,100.48. The total<br \/>\nfund we accessed in 2015 was N1,753,513,513.52. For 2016, it was<br \/>\nN1,215,698,200.96.&#8221;<\/p>\n<p>According to the letter, &#8220;In 2015, we spent N45,000,000.00 in one week<br \/>\nto train 1000 primary one and two teachers on Jolly Phonics teaching in<br \/>\nour schools. The objective is to improve staff and pupil&#8217;s synthetic<br \/>\nphonics in English language and to read and write effectively. The<br \/>\ntraining took place in the 3 Senatorial district centres in the state.&#8221;<\/p>\n<p>The letter with accompanying documents dated 21 May 2019, but which<br \/>\nSERAP said it received last Friday, read in part: &#8220;We spent<br \/>\nN13,925,336.36 to construct 3 classrooms with 1 office at Kwagshir<br \/>\nPrimary School. The construction was done by Gibbs Scientific Nigeria<br \/>\nLimited. We spent N13,925,336.36 to construct 3 classrooms with 1 office<br \/>\nat Riri Primary School; the construction was done by Mu&#8217;uru Puhu<br \/>\nServices Nigeria Limited.&#8221;<\/p>\n<p>&#8220;We spent N3,030,791.00 to construct toilet with 4 compartments; the<br \/>\nconstruction was done by A. Odumu Unique. We spent N220,472,000.00 on<br \/>\nsupply of chairs and desk; the supplier was Innate Resources Services<br \/>\nLimited.&#8221;<\/p>\n<p>&#8220;We spent N13,925,336.36 to construct 3 classrooms block at Yarkadde<br \/>\nPrimary School, Keffi; the contractor&#8217;s name is Dan Dogara Oil Limited.<br \/>\nThe project is 100 percent completed. We spent N13,925,336.36 to<br \/>\nconstruct 3 classrooms block at Feferuwa South Primary School, Lafia;<br \/>\nthe contractor&#8217;s name is Alfada Global Ventures Limited. The project is<br \/>\n96 percent completed; the balance of N526,213.68 to be paid.&#8221;<\/p>\n<p>&#8220;We spent N13,925,336.36 to construct 3 classrooms block at Abebe<br \/>\nPrimary School, Keana; the contractor&#8217;s name is Calfez Nigeria Limited.<br \/>\nWe spent N13,925,336.36 to construct 3 classrooms block at Igyomuh<br \/>\nPrimary School, Keana; the contractor&#8217;s name is Suleimaniya Integrated<br \/>\nServices Limited. We spent N13,925,336.36 to construct 3 classrooms<br \/>\nblock at Yelwan Bassan Early Child Primary School, Kokona; contractor&#8217;s<br \/>\nname is Dougymarks Nigeria Limited.&#8221;<\/p>\n<p>&#8220;In 2016, we received N165,000,000.00 which was spent as follows:<br \/>\nN45,000,000.00 was spent on Training of Primary One, Two and one Jolly<br \/>\nPhonics; N78,110,080.00 was spent on Training of Basic Education<br \/>\nTeachers and Administration on Clusters; N20,000,000.00 was spent on<br \/>\nStrengthening Mathematics and Science Education (SMASE); N10,000,000.00<br \/>\nwas spent on Training of LGEA Quality Assurance Teachers; N8,250,000.00<br \/>\nwas spent on Training of 165 ECCD Staff, while N3,639,920.00 was spent<br \/>\non LGEA Cluster Support Mechanism Training.&#8221;<\/p>\n<p>&#8220;N78,110,080.00 was spent to train 1550 basic education teachers and<br \/>\nschool administrators on cluster model in 31 centres in the state. The<br \/>\ntraining was for 13 weeks. We spent N20,000,000.00 to train 300 teachers<br \/>\nto strengthen mathematics and science education (SMASE). The training<br \/>\nwas for six weeks. Also, we spent N10,000,000.00 to train 150 teachers<br \/>\non Quality Assurance in our schools; the training took 3 weeks. We spent<br \/>\nN8,250,000.00 to train 165 teachers on the use of curriculum and<br \/>\nteachers&#8217; guide, and instructional materials; the training took one<br \/>\nweek.&#8221;<\/p>\n<p>&#8220;We spent N13,925,336.36 to construct 3 classrooms block at Wayo Primary<br \/>\nSchool, Wamba; the contractor&#8217;s name is First Trinity Integrated<br \/>\nServices Limited. We spent N13,925,336.36 to construct 3 classrooms<br \/>\nblock at Apringbo Primary School, Doma; the contractor&#8217;s name is Honey<br \/>\nDarl Pharmacy. We spent N13,925,336.36 to construct 3 classrooms block<br \/>\nat Umme Primary School, N\/Eggon; the contractor&#8217;s name is Abufat Global<br \/>\nVentures.&#8221;<\/p>\n<p>&#8220;We spent N13,925,336.36 to construct 3 classrooms block at Nahuche<br \/>\nPrimary School, Nasarawa; the contractor&#8217;s name is Nlonnu Global SGL. We<br \/>\nspent N13,925,336.36 to construct 3 classrooms block at Pesin Primary<br \/>\nSchool, Toto; the contractor&#8217;s name is Sofian Al-Venture Limited. We<br \/>\nspent N13,925,336.36 to construct 3 classrooms block at Mama Pilot<br \/>\nPrimary School, Wamba; the contractor&#8217;s name is VAASR Multi Venture.\u00a0 We<br \/>\nspent N13,925,336.36 to construct 3 classrooms block at Mudu Primary<br \/>\nSchool, Doma; the contractor&#8217;s name is Baba Muha Ventures.&#8221;<\/p>\n<p>&#8220;We spent N13,925,336.36 to construct 3 classrooms block at Saura Mada<br \/>\nPrimary School, Kokona; the contractor&#8217;s name is Ayime Kweyi<br \/>\nEnterprises. We spent N13,925,336.36 to construct 3 classrooms block at<br \/>\nTungan Nupawa Primary School, Lafia; the contractor&#8217;s name is Fas Field<br \/>\nInvestment Limited. We spent N13,925,336.36 to construct 3 classrooms<br \/>\nblock at Angwan Waje Lalle Primary School, Lafia; the contractor&#8217;s name<br \/>\nis Husnil Husna Nigeria Limited.&#8221;<\/p>\n<p>SERAP said: &#8220;We are studying the large documents on spending on primary<br \/>\nschools in Nasarawa State, with several purportedly completed but also<br \/>\nsome uncompleted. Our team is analysing the total project sums,<br \/>\ncomparing the amounts spent on projects. We will publish the full<br \/>\ninformation on our website and social media platforms shortly. We have<br \/>\nalso set up a national verification group to visit the state and other<br \/>\nstates of the federation to check the status of projects against the<br \/>\ntotal amounts reportedly spent and to talk to all the contractors<br \/>\ninvolved.&#8221;<\/p>\n<p>It would be recalled that SERAP had in an FOI request to the Nasarawa<br \/>\nState Universal Basic Education Board stated that: &#8220;Since assuming<br \/>\noffice, Nasarawa State Government has reportedly received over<br \/>\nN3.4billion from Universal Basic Education Commission (UBEC).
