Rivers State Governor, Nyesom Ezenwo Wike has directed all parties in<\/div>\n<\/div>\n
\n

the dispute relating to Oil Mining License (OML)\u00a0 25 to within 7 days
\nresolve all contending issues and reopen the oil facility.<\/p>\n

Governor Wike also directed the Secretary to the Rivers State
\nGovernment,\u00a0 Dr Tammy Danagogo to convene a meeting of all key
\nstakeholders in the presence of Security Service Commanders , for the
\nhost communities to outline their grievances to\u00a0 Shell Petroleum
\nDevelopment Company (SPDC) and for the company\u00a0 to address such
\ndevelopment concerns.<\/p>\n

Governor Wike spoke at a meeting with the management of the SPDC,
\nBelemaoil Limited, Host Community Leaders and Security Service
\nCommanders at the Government House Port Harcourt on Saturday.<\/p>\n

Traditional Rulers, Elected Leaders, Youth Leaders and Chairmen of
\nCommunity Development Committees from Kula, Belema, Offoin-Ama, Opu-Kula
\nand Ibiame of Akuku-Toru Local Government Area attended the meeting.<\/p>\n

Addressing the meeting, Rivers State Governor,\u00a0 Nyesom Ezenwo Wike said
\nhe called\u00a0 the meeting because the closure of OML 25 is negatively
\naffecting Federal, State and Local Government funds.<\/p>\n

He said: “OML 25 has been shutdown for one reason or the other. Some
\npersons in the community\u00a0 are hauling insults at me. No matter\u00a0 the
\ninsult, nothing will make me not to perform my\u00a0 duty to the area.<\/p>\n

“The Federal Government,\u00a0 the State Government and the Local Government
\nare losing funds with the continued\u00a0 closure\u00a0 of the OML 25. If Shell is
\nbehaving wrongly,\u00a0 tell them and if Belemaoil is behaving\u00a0 wrongly,
\ntell them.<\/p>\n

“It is wrong for anyone to say that the Federal Government is handling
\nthe matter.\u00a0 When conflicts\u00a0 of this nature affect the communities,\u00a0 it
\nis for the State and Local Government Area\u00a0 to resolve them”.<\/p>\n

Governor Wike said\u00a0 he has no hand in the drilling of oil or the
\nissuance of licenses, but he is committed\u00a0 to peace and security in
\ncommunities\u00a0 for the development of the state.<\/p>\n

He said that the issue is on the economic development of the host
\ncommunities,\u00a0 Rivers State and Nigeria and should not be politicised.<\/p>\n

Speaking at the meeting,\u00a0 Managing Director of Shell Petroleum
\nDevelopment Company,\u00a0 SPDC, Mr Osagie Okunbor said that the company
\noperates the OML 25, with the operating license renewed by the Federal
\nGovernment for another 20 years.<\/p>\n

He said: “We operated in a cordial environment until 10th August,\u00a0 2017
\nwhen some community\u00a0 people entered the facility.\u00a0 The information that
\nwas given to us was that they were unhappy over issues of social
\namenities and employment . We listened and we were keen to address these
\nissues.<\/p>\n

“But at some point another element entered the equation,\u00a0 which was that
\nwe should relinquish and hand over to Belema Oil,\u00a0 that is from the
\ncommunity “.<\/p>\n

The Managing\u00a0 Director of Shell Petroleum Development Company\u00a0 said that
\nthe company has since paid all necessary\u00a0 fees for the renewed OML 25 in
\nOctober 2018.<\/p>\n

“We have made all the payments\u00a0 and it is our facility.\u00a0 We are keen to
\nreturn\u00a0 to the facility\u00a0 and\u00a0 operate\u00a0 for the benefit of all. I have
\nmade myself available to talk\u00a0 to many of the stakeholders from the
\ncommunities to try and understand\u00a0 what the\u00a0 issues are and how we\u00a0 will
\ngo about resolving them”, he said.<\/p>\n

He welcomed the intervention of the Rivers State Governor. He noted that
\nShell\u00a0 Petroleum Development Company\u00a0 is prepared\u00a0 to address the social
\namenities,\u00a0 empowerment and\u00a0 other issues raised by the host
\ncommunities.<\/p>\n

In his remarks at the meeting,\u00a0 Acting Managing Director of Belema Oil,
\nMr Mufa Welch denied the involvement\u00a0 of the company in the closure of
\nOML 25, but stated that the host communities\u00a0 prefer Belema Oil to take
\nover.<\/p>\n

He, however,\u00a0 admitted\u00a0 that SPDC are the licenced operators of OML 25,
\ndescribing Belema Oil\u00a0 as stakeholders with 3 percent share.\u00a0 According
\nto him, the people prefer Belema Oil because\u00a0 of the way it operates OML
\n55 which it inherited\u00a0 from Chevron.<\/p>\n

“With\u00a0 the way we operate, the communities are bent towards us. The
\ncommunities\u00a0 love the way we operate and the way we do things. That OML
\nhas been closed for almost two years.\u00a0 We have nothing in the shutdown
\nof the OML . But the communities are bent towards us, the way we do
\nthings”, he said.<\/p>\n

Chairman of Akuku-Toru Local Government Area,\u00a0 Mr Rowland Sekibo said
\nBelema Oil management created the impression that they bought the OML 25
\nfrom Shell Petroleum Development Company,\u00a0 but the company refused to
\ntransfer the operational right.\u00a0 He said that a meeting with
\nstakeholders\u00a0 at NNPC Abuja,\u00a0 it was discovered\u00a0 that the license of OML
\n25 was still under the ownership of Shell.<\/p>\n

He said though the owner of Belema Oil\u00a0 is from the area, it was illegal
\nto shutdown the oil production\u00a0 facility in order to arm twist the
\nsystem to sell it to Belema Oil. He said such action would negatively
\naffect\u00a0 other Rivers businessmen\u00a0 with oil operating licenses in other
\nstates.<\/p>\n

He informed that in the Global Memorandum Of understanding, Shell has
\nalready deposited N960million in account for the development of the
\ncommunities.\u00a0 He said if that fund is deployed, it will transform\u00a0 the
\nhost communities.<\/p>\n

Also speaking,\u00a0 Hope Osusingi, the Amanyanabo of Opu-Kula said that the
\npeople of the Area were initially misled into shutting down OML 25. He
\nsaid that after some stakeholders discovered\u00a0 that in reality the
\noperating license of SPDC had been renewed,\u00a0 they resolved to tow the
\npath of economic development.<\/p>\n<\/div>\n<\/div>\n
