The federal government on Wednesday suspended the controversial Rural
\nGrazing Area settlements for herdsmen across the nation.<\/p>\n

Governor Dave Umahi of Ebonyi State revealed this at the presidential
\nvilla in Abuja on Wednesday after a meeting with Vice President Yemi
\nOsinbajo.<\/p>\n

The governor said the reason the planned Ruga was suspended because it
\nwas not consistent with the National Livestock Transformation Plan.<\/p>\n

He noted that the NLTP approved by the National Economic Council and the
\nFederal Government is a voluntary programme to all the 36 states who
\nlike to participate.<\/p>\n

\u201cIt is not compulsory, it is for any state that is willing, will key
\ninto the programme. Any state that is interested in this programme is
\nrequired to bring up a development plan that is keyed towards the
\nimplementation in line with our own programme here that is unique to his
\nstate based on the challenges that he has in respect of the crisis.
\nThat\u2019s the decision of this committee.\u201d<\/p>\n

The Ruga initiative drew the ire and condemnation of some state
\ngovernors who insisted there is no land for ranches and cattle colonies
\nin their state.<\/p>\n

The Federal Government before the suspension planned the settlements in
\norder to curb open grazing of animals that continue to pose security
\nthreats to farmers and herders.<\/p>\n

The Presidency on Sunday clarified that the Ruga settlements seek to
\nsettle animal farmers, not just cattle herders, in an \u201corganised place
\nwith provision of necessary and adequate basic amenities such as
\nschools, hospitals, road networks, vet clinics, markets and
\nmanufacturing entities that will process and add value to meats and
\nanimal products\u201d.<\/p>\n

The Benue State Government had said that it will not be part of the
\nproject, rejecting the \u201cattempt to impose the Ruga settlement projects
\non them without the consent and approval of the governor who controls
\nand administers the land in the state in trust for the people\u201d.<\/p>\n

\u201cWe wish to make it clear that no land in Benue State has been gazetted
\nfor grazing routes, grazing reserves, cattle colonies and Ruga
\nsettlements, contrary to the Presidency\u2019s claim,\u201d Terver Akase, the
\nspokesman of Governor Samuel Ortom said in a statement.<\/p>\n
