(Intersociety) has faulted the Federal Government position on RUGA and
\nFulani herdsmen, which is currently generating controversial reactions
\nacross geo-poilitcal zones of the country.<\/p>\n

RUGA is a Fulani word for (human) settlement, yet the same word is being
\nbandied about as an acronym for Rural Grazing Area.<\/p>\n

Intersociety made its position known in a statement in Onitsha, Anambra
\nstate on Sunday.<\/p>\n

The statement was signed by Lawyers Obianuju Joy Igboeli, Head of Civil
\nLiberties & Rule of Law Program, Chinwe Umeche, Head of Democracy & Good
\nGovernance Program, Evangaline Chidinma Udegbunam, Head of Campaign &
\nPublicity Dept and Emeka Umeagbalasi, a Criminologist & Graduate of
\nSecurity Studies and Board Chair of Intersociety.<\/p>\n

Some Nigerian personalities including the former President Olusegun
\nObasanjo in a letter to the presidency recently called on the Federal
\nGovernment to take urgent steps to rekindle Nigerians\u2019 hope on
\ngovernance by addressing the on-going insecurity challenges in the
\ncountry.<\/p>\n

Intersociety stated that the fundamental human rights of Nigerians to
\nmove freely across the country or part of it, assembly themselves or
\nwith others and form or belong to associations in the country as
\ncontained in Sections 41 and 40 of the 1999 Constitution and the
\nNigeria\u2019s Int\u2019l Treaty Rights Laws are strictly not for violent persons
\nand entities or violent ethno-religious groups.<\/p>\n

It added that such rights, contrary to the Nigerian Presidency\u2019s recent
\nlies and misinformation, are provided for or meant for peaceful
\nNigerians as well as for peaceful purposes.<\/p>\n

It stated also that the Federal Republic of Nigeria was also legally
\nfounded on the Principles of Justice, Equality and Peace; with the word
\n\u2018Peace\u2019 being the primus inter pares.<\/p>\n

“That is to say that by letter and spirit, peace is the grand benchmark
\nfor exercise and enjoyment of the constitutional human rights to freedom
\nof movement, assembly and association.<\/p>\n

“Any person or group of persons or members of ethnic or religious group
\nthat uses or use violence as a trademark, instantly loses or lose such
\nrights in the country or any part thereof.<\/p>\n

“The 1999 constitutional provisions are also unambiguous with respect
\nto nationality or citizenship, as the three rights under reference are
\nstrictly for Nigerians.<\/p>\n

“Nigerians are reminded again of their Constitutional Right to Life,
\nstrengthened by self defense provisions contained in Sections 258 of the
\nNigeria\u2019s Criminal Code, applicable in Southern Nigeria and Section 60
\nof the Penal Code, applicable in Northern Nigeria.
\n“The citizens\u2019 right to self defense is generally defined as
\n\u201cjustifiable when the actor believes that such force is immediately
\nnecessary for the purpose of protecting himself against the use of
\nunlawful force by such other person on the present occasion.\u201d It added<\/p><\/div>\n<\/div>\n
