{"id":68042,"date":"2019-07-31T23:38:51","date_gmt":"2019-07-31T22:38:51","guid":{"rendered":"http:\/\/pointblanknews.com\/pbn\/?p=68042"},"modified":"2019-07-31T23:38:51","modified_gmt":"2019-07-31T22:38:51","slug":"corruption-fueling-insecurity-in-nigeria-forum","status":"publish","type":"post","link":"https:\/\/pointblanknews.com\/pbn\/news\/corruption-fueling-insecurity-in-nigeria-forum\/","title":{"rendered":"Corruption fueling insecurity in Nigeria\u2014Forum"},"content":{"rendered":"<p>Citizens, civil society leaders and other stakeholders have raised<br \/>\n&#8220;serious concerns about the escalating series of kidnappings, killings<br \/>\nand insecurity across the country, which are clearly fuelled by years of<br \/>\ngrand corruption and impunity of perpetrators,&#8221; and stated that, &#8220;only<br \/>\nambitious and robust anti-corruption fight can end the insecurity in the<br \/>\ncountry.&#8221;<\/p>\n<p>This was stated today at a townhall meeting held at the Barcelona Hotel<br \/>\nin Abuja and organized by Socio-Economic Rights and Accountability<br \/>\nProject (SERAP) in collaboration with UKaid.<\/p>\n<p>Professor Yemi Akinseye-George, SAN, in his paper titled Practical<br \/>\nStrategies to Mobilise Citizens to Participate in the Fight against<br \/>\nCorruption, said: &#8220;Corruption is the greatest obstacle to security,<br \/>\ndevelopment and equality in the Nigerian society. Corruption affects all<br \/>\naspects of human endeavour and permeates all strata of the Nigerian<br \/>\nsociety, starting from the government down to the average citizen. This<br \/>\nthreatens the existence of the country as one entity by weakening<br \/>\ninstitutions, rendering obsolete the rule of law, undermining good<br \/>\ngovernance and impoverishing the citizenry through a diminishing<br \/>\neconomy.&#8221;<\/p>\n<p>According to Akinseye-George: &#8220;The most visible impact of corruption in<br \/>\nthe Nigerian society today can be viewed through the lens of the myriad<br \/>\nof security challenges the country has to face, which extends from the<br \/>\nactivities of bandits on almost all major road networks to insurgency in<br \/>\nthe North. Despite millions allocated to the defence sector, the average<br \/>\nNigerian can hardly travel inter-state without fear for one&#8217;s safety.&#8221;<\/p>\n<p>He said: &#8220;One wonders what the various governors do with the security<br \/>\nvotes allocated to them every month. The fact that security votes are<br \/>\ngenerally not accounted for should be no excuse to divert such funds for<br \/>\npurposes unrelated to security.&#8221;<\/p>\n<p>Hassan Hafiz Mohammed, who represented the Chairman of the Independent<br \/>\nCorrupt Practices Commission (ICPC), Professor Bolaji Owasanoye, said:<br \/>\nOfficial oath of secrecy cannot and should never be used as a pretext by<br \/>\npublic officials not to disclose information on corruption matters<br \/>\nwithin their ministries, departments and agencies.&#8221;<\/p>\n<p>According to Mr Saminu Amadin, representative of the Economic and<br \/>\nFinancial Crimes Commission (EFCC): &#8220;The fight against corruption cannot<br \/>\nbe left for government alone as the citizens have a critical role to<br \/>\nplay in preventing and combating corruption in Nigeria. We should deploy<br \/>\nall means to fight corruption.&#8221;<\/p>\n<p>Mrs R Hassan Ahmed, who represented the National Judicial Council (NJC)<br \/>\non her part stated that: &#8220;The Administration of Criminal Justice Act<br \/>\nshould be fully implemented by all the states, as it will help to fight<br \/>\ncorruption including in the judiciary and help to address the chronic<br \/>\ndelay in judicial processes.&#8221;<\/p>\n<p>Kolawole Oluwadare, SERAP deputy director, said before the group<br \/>\ndiscussions: &#8220;Good governance, respect for human rights and total<br \/>\ncommitment to obey court orders are critically important to the<br \/>\nstability and growth of Nigeria, and to preventing and combating the<br \/>\nsecurity challenges in many parts of the country. Federal and state<br \/>\ngovernments should focus their attention on the human rights dimension<br \/>\nof insecurity in the country, as an honest government is a basic right<br \/>\nof all citizens.&#8221;<\/p>\n<p>According to him, &#8220;Citizens bring a missing component to the<br \/>\nanti-corruption struggle. They bring extra-institutional pressure to<br \/>\npush for change when power holders are corrupt and are unaccountable,<br \/>\nand when institutional channels are blocked or ineffective. Nigerians<br \/>\nshould therefore exert their collective power to get involved in the<br \/>\nfight against corruption including cases of corruption that directly<br \/>\naffect them.&#8221;<\/p>\n<p>Oluwadare also said: &#8220;While corruption brings out the worst in people,<br \/>\nfighting corruption can bring out the best. Citizens don&#8217;t fight<br \/>\ncorruption in the abstract. They do so to overcome poor and<br \/>\nunaccountable governance, poverty, displacement, organized crime and<br \/>\nother forms of oppression and injustice.&#8221;<\/p>\n<p>&#8220;SERAP encourages people to speak up against corruption at all levels of<br \/>\ngovernment\u2014federal, state and local government as well as against<br \/>\ncorruption involving the private sector, and the impunity that has<br \/>\nallowed corruption to flourish. Grand and petty corruption directly<br \/>\naffect all of us as citizens, especially the socially and economically<br \/>\nvulnerable among us. Nigerians can contact us at\u00a0<a href=\"mailto:info@serap-nigeria.org\" target=\"_blank\" rel=\"noopener noreferrer\">info@serap-nigeria.org<\/a><br \/>\nif they wish to become a member of the Citizens United against<br \/>\nCorruption&#8221;, Oluwadare said.<\/p>\n<p>The event was attended by Engr. T.O. Dina, the Federal Ministry of<br \/>\nPower; Mr Emmanuel Ochum, Ministry of Health; Mr Akpa Benjamin, Federal<br \/>\nMinistry of Education; Mr Musa Matoma, Federal Ministry of Health; Mr<br \/>\nHanma Mohammed, Ministry of Interior; Shamm T. Kolo Director,<br \/>\nSurveillance and Enforcement at the Federal Competitive and Consumer<br \/>\nProtection Commission; and Mr Ogundumu, Ministry of Education.<\/p>\n<p>Others at the event included the representatives of the National Human<br \/>\nRights Commission, civil society and the media.<\/p>\n<p>Participants at the town hall meeting agreed to join &#8216;Citizens United<br \/>\nagainst Corruption, to which everyone can become members and contribute<br \/>\nto the fight against corruption in the country.<\/p>\n<p>Akinseye-George&#8217;s paper read in part: &#8220;The citizens who are the greatest<br \/>\nvictims must mobilize efficiently to ensure transparency and<br \/>\naccountability in government. This will necessitate making many<br \/>\ndifficult decisions which includes changing attitude and lifestyle<br \/>\npatterns. The question however is, are Nigerians ready to make these<br \/>\nchanges and to respect the sanctity of the rule of law even when it is<br \/>\ninconvenient?&#8221;<\/p>\n<p>&#8220;Are we ready to face the sanctions for our wrongdoing when arrested by<br \/>\nthe police rather than offering a bribe? Are we ready to say &#8216;no&#8217; when<br \/>\nasked to pay a magistrate in order to win a case? Are the youths ready<br \/>\nto work hard in order to secure good marks rather than taking the easy<br \/>\nbut corrupt route out by patronizing miracle exams centers? Are the<br \/>\ncitizens ready to pay the correct tariffs for electricity consumed<br \/>\nrather than engaging unauthorized electricity officials or pay bribes to<br \/>\ncompromise electricity bills?&#8221;<\/p>\n<p>&#8220;Are we ready as Nigerians to report doctors and nurses of public<br \/>\nhospitals who spend most of the time pursing private practice to the<br \/>\ndetriment of poor patients who patronize public hospitals?
