Immediate past Commissioner for Finance, Mr. Obinna Oriaku and a payroll
\nmanagement company, Lloydant Business Services, has been accused of
\nripping off the state government of over N5billion through huge
\ncommissions and extortion by a group identified as Concerned Abia Youths
\nForum (CAYF).<\/p>\n

Since the allegation came to the fore,\u00a0pointblanknews.com<\/a>\u00a0gathered that
\nthe ex Commissioner who is scheming for a return to his former position,
\nhad been running from pillar to post\u00a0 lobbying the governor and his
\nassociates pleading for soft landing.<\/p>\n

In a bid for its services to be retained,\u00a0 Lloydant Business Services,
\nit was gathered , has been\u00a0 lobbying some stakeholders in the state.
\nOriaku who is also believed to nurse a governorship ambition in 2023 in
\ndefiance of the power rotation agreement in the state, has engaged hack
\nwriters and bloggers to polish his image.<\/p>\n

He is believed to have garnered a heavy war chest for the gubernatorial
\nrace, a situation which may have pitched him against some interest in
\nthe state where power is expected to shift to Abia North zone in 2023.<\/p>\n

Some members of the State House of Assembly were alleged to have been
\ndisgusted with Oriaku’s management of the state wage bill and have vowed
\nnever to see him return as Commissioner in the state.<\/p>\n

Oriaku, had in a memo dated March 9,2016, announced\u00a0 the engagement of
\nLloydant Business Services to manage the unified electronic payment
\nportal which presents multiple electronic collection routes for payment
\nof school fees, acceptance fees and other sundry charges within the
\ninstitutions.<\/p>\n

The company manages the\u00a0 Abia State University, (ABSU), Abia State
\nPolytechnic , Aba, and College of Health and Management Technology, Aba
\n. Others\u00a0 include the\u00a0 biometric and state payroll spanning the state
\ncivil service, 17 local government areas, as well agencies and
\nparastatals.<\/p>\n

Pointblanknews.com gathered that a company, Tenece Professional Services
\nLtd, had managed the state’s payroll.<\/p>\n

CAYF, in a statement signed by its Chairman, Comrade Cyril Ahamefula ;
\nSecretary, Kalu Ndukwo Anya\u00a0 and PRO, Kingsley Ekeke; the group said it
\nis shocking that the problem of biometric data, wage bill and payroll
\nmanagement\u00a0 still persist in the state despite huge fees and commissions
\ncollected by Lloydant Business Services.<\/p>\n

The group noted that the state could be better than it is today but for
\nthe negative activities of some elements within the Governor Okezie
\nIkpeazu administration.<\/p>\n

According to the group, “We believe that Abians deserve to be told how
\nMr. Obinna Oriaku managed the resources of the state in the four years
\nthat he held sway as Finance Commissioner of\u00a0 Abia State. This is in
\nlight of the fact that his seemingly efforts to ensure payment of
\nworkers salary has remained a far cry from reality.<\/p>\n

“Our concern centers on the questionable transactions executed by a
\nconsultancy firm, Lloydant Business Services, under the watch of the
\nimmediate past Commissioner of Finance, Mr. Obinna Oriaku.\u00a0 Since 2016,
\nLloydant Business Services has been the consultant in charge of the
\nunified e-portal for all government tertiary institutions within Abia
\nState.\u00a0 A memo dated March 9, 2016 by the former Commissioner for
\nFinance, Oriaku, announced the engagement of Lloydant Business Services
\nas consultant in the deployment of the Unified electronic payment portal
\nwhich presents multiple electronic collection routes for payment of
\nschool fees, acceptance fees and other sundry charges within the
\ninstitutions. Lloydant Business Services had taken over such services
\nfrom Tenece Professional Services Limited.<\/p>\n

“More so, through its connection within government, Lloydant Business
\nServices also secured the contract to conduct the data biometrics of
\ncivil servants in Abia State to ascertain the actual wage bill in the
\nstate.<\/p>\n

CAYF stated that it is deeply worried over what it described as the
\nextortionist template which Lloydant Business Services has been
\noperating in the state since it took over the e-portal operations.<\/p>\n

“It was brought to our notice that the former consultant, Tenece
\nProfessional Services Limited charged N3, 000 for e-portal service,
\nwhile Lloydant Business Services is charging N8, 000, as cost per
\ntransaction.<\/p>\n

“There is not gainsaying that this scenario has caused additional
\nfinancial strain on the state. We are also aware of the controversy
\nsurrounding the Data Biometrics for civil servants in Abia State. The
\nexercise was to ascertain the wage bill in the state. However, our
\ninvestigation revealed that while a financial institution agreed to
\nconduct the biometrics in the state for free, Llodyant Business Services
\ndeployed its connections within the administration to corner the
\ncontract which it executed at the sum of N150 million.<\/p>\n

“More worrisome is the fact that the wage bill crisis still persists in
\nthe state despite the supposed biometric exercise undertaken by
\nLloydant. We are also not unaware of percentages and loan-kick backs
\nthat were channeled by Lloydant Llodyant Business Services to certain
\ninterests”<\/p>\n

Recalling that the ownership of Lloydant Business Services has been a
\nmatter of dispute, the group alleged that Oriaku is a major stakeholder
\nin the consultancy firm.<\/p>\n

“Could this by why the legal backing of Llyodant Business Services to
\nmanage the e-portal has been in dispute? As it stands, the authorizing
\nletter for Lloydant Business Services to manage the e-portal was not
\napproved by the State House of Assembly which statutorily should approve
\nsuch financial operation in the state.<\/p>\n

“We are not aware that a bidding process was done before Lloydant
\nBusiness Services was awarded the job.\u00a0 At this juncture, we expect that
\nthe former commissioner of Finance, Obinna Oriaku, should, as a part of
\nhis oath of credible service to the Abia people, provide answers to some
\nof these allegations surrounding Llodyant and its operations in the
\nstate.<\/p>\n

CAYF pledged its support to Gov. Okezie Ikpeazu’s administration, adding
\nthat the noble policies of the governor are being sabotage and urged him
\nto be mindful of the elements whose actions have continued to portray
\nhis administration in bad light<\/p>\n

Responding to the allegations, Mr. Oriaku had severally denied the
\nallegations, insisting that he is not a stakeholder in Lloydant Business
\nServices, stressing that the company has added value to the institutions
\nthey are working with.<\/p>\n

However, in another\u00a0 move which appears to confirm the allegations by
\nCAYF, Oriaku said that Lloydant Business Services had written since five
\nmonths ago that they pulling out of Abia state salary management due to
