Hon. Emeka Ihedioha and the Deputy Governor, Engr. Gerald Irona<br \/>\nmarked one hundred days in office as Governor and Deputy Governor,<br \/>\nrespectively.<\/p>\n<p>It was a well-attended event, with critical stakeholders in Imo State<br \/>\npresent at the Cenotaph Center, Owerri to participate at the event.<\/p>\n<p>Governor Ihedioha used the occasion to give account of his stewardship<br \/>\nto people of the state, even as he reiterated his commitment to<br \/>\ntransparent leadership. Part of his address reads thus:<\/p>\n<p>\u201cA 100 days ago, my Deputy, Hon.\u00a0 Engr. Gerald Irona and I were sworn<br \/>\ninto offices as Deputy Governor and Governor of Imo State, respectively.<br \/>\nAt that solemn event, we pledged to serve you with honesty, transparency<br \/>\nand the fear of God. We have not, for one day wavered from that<br \/>\ncommitment.\u201d<\/p>\n<p>On the Imo Growth and Strategic Development Plan, Ihedioha stated that<br \/>\n\u201cwe constituted a high-powered Transition Technical Committee (TTC)<br \/>\ncomprising distinguished Imo sons and daughters from both within the<br \/>\nstate and the Diaspora. This was to harness our huge human and economic<br \/>\nresources to set a clear path in our rebuilding process. The outcome of<br \/>\nthe great work accomplished by this team is being reviewed to come up<br \/>\nwith an Imo State development agenda to be known as Imo Growth and<br \/>\nStrategic Development Plan (G-SDP). The Plan involves a two-stage<br \/>\ndevelopment horizon of a 5-year Economic Blueprint.\u201d<\/p>\n<p>\u201cThe Plan includes the delivery of 381km rural access road projects,<br \/>\nrestoration of an improved Owerri Master-plan, restoration of water<br \/>\nsupply in Owerri metropolis, roll-out of a State health insurance scheme<br \/>\nas well as the reactivation of four technical education institutions in<br \/>\nthe state. Others include an economic growth and strategic development<br \/>\ninitiative along 5 sub-themes of; Human Capital Development, Agriculture<br \/>\nand Food Security, Infrastructure, Industrialization and Job Creation,<br \/>\nas well as Security and Environment.\u201d<\/p>\n<p>On building Institutional Framework for Good Governance, he stressed<br \/>\nthat \u201cwe have set up a structure for transparency and accountability<br \/>\nin the governance process. Accordingly, we have signed into law,<br \/>\nExecutive Order 005, known as Treasury Single Account (TSA) Order to<br \/>\nconsolidate all government revenues under one account. We have also<br \/>\nadopted other measures designed to plug leakages and increase Internally<br \/>\nGenerated Revenues (IGR) in the state coffers.\u201d<\/p>\n<p>\u201cDue to these strategic and fiscal responsibility moves, Imo State has<br \/>\ngained positive image and is now on track to join the Open Government<br \/>\nPartnership league. It also now qualifies for performance-based grants<br \/>\nof the World Bank as well as other multilateral development<br \/>\ninstitutions. We are also currently developing the Imo Growth and<br \/>\nEconomic Development Fund. The fund will be unique in Nigeria and would<br \/>\nserve as an investment catalyst for the Imo State economy.\u201d<\/p>\n<p>\u201cWe have approved the restoration of payment of 100 percent salaries<br \/>\nto all workers in the State, recalled all unjustly suspended Directors,<br \/>\nreversed some undeserved promotions and sponsored officers to capacity<br \/>\nbuilding programmes.\u201d<\/p>\n<p>On rebuilding of collapsed infrastructure, Ihedioha explained that \u201cwe<br \/>\ninherited a huge swath of collapsed infrastructure. We are happy to<br \/>\ninform you that the expanded State Executive Council has approved the<br \/>\naward of contracts for the reconstruction of 14 critical roads across<br \/>\nthe State to relieve the sufferings of our people. These include:<br \/>\nNaze-Federal Polytechnic Road-Ihiagwa-Obinze road; Ahiara<br \/>\nJunction-Okpala Road; Aba Branch-Ahiara Junction road and the Imo State<br \/>\nTeaching Hospital Road. Others include, the Umuowa-Old Orlu Road;<br \/>\nMCC-Toronto Road; Mgbidi\u2013Oguta road; Ogwoghoranya-Avutu with spur at<br \/>\nAvutu Poultry Farm Road and the Douglas\u2013Emmanuel College-Naze Junction<br \/>\nroad.\u201d<\/p>\n<p>\u201cAlso captured in this phase of reconstruction are: the Assumpta \u2013<br \/>\nPort Harcourt Road; Okigwe Okpara Road-Police Station Road; Control<br \/>\nPost-World Bank\u2013Umuguma Road; Okigwe Road-IMSU-Bishop Court Roundabout<br \/>\nRoad and the Concorde Boulevard Ring Road-Zuma\u2013PH Road. To show that<br \/>\nwe mean business as usual, yesterday, we embarked on an aggressive<br \/>\nflag-off of seven (7) of\u00a0 these projects.\u201d<\/p>\n<p>\u201cJust last week, at Onuimo, Isu and Mbaitoli Local Government Areas,<br \/>\nwe flagged off one of the most ambitious rural road construction<br \/>\nprojects in the country. Valued at N13.5 billion the World Bank assisted<br \/>\nRural Access and Mobility Project (RAMP), involves over 70 rural road<br \/>\nnetworks with a cumulative distance of 381 kilometers across most of the<br \/>\n27 Local Government Areas of the state. We met the project just on the<br \/>\ndrawing board; we immediately harnessed the necessary resources to pay<br \/>\nthe counterpart funding.\u201d<\/p>\n<p>On Security, he said, \u201ca few days ago, we launched Operation Iron<br \/>\nGate, as a strategic measure to combat crimes and criminalities as well<br \/>\nas rid the State of all undesirable elements.\u201d<\/p>\n<p>On health, Ihedioha explains: \u201cWe have re-launched the stalled Health<br \/>\nInsurance Scheme to connect effectively into the already existing<br \/>\nfederal government insurance scheme. We have also committed 1% of our<br \/>\nConsolidated Revenue to this scheme.\u201d<\/p>\n<p>On power generation, Ihedioha says: \u201cwe have set up the Imo State<br \/>\nPower and Rural Electrification Agency (I-POREA) to evolve strategies to<br \/>\nremove barriers to adequate exploitation of our power generation<br \/>\npotentials. We also empowered I-POREA to take advantage of the State\u2019s<br \/>\nnatural gas and alternative energy resources to bridge the gap in access<br \/>\nto electricity in the state. We have also made remarkable progress<br \/>\ntowards the restoration of electricity supply to some areas of the State<br \/>\nwhere they were nonexistent in the last seven to eight years. This<br \/>\nincludes the replacement of 79 failed transformers across the State,<br \/>\ncompletion of electricity supply to Inyishi Aluminum Extrusion Company<br \/>\nand its environs as well as the Oguta 33kv line electricity project.\u201d<\/p>\n<p>On water supply, he explains: \u201c&#8230;Specifically, water started running<br \/>\nagain in Imo on 24th July, 2019 after almost seven(7) years of dry<br \/>\npipes. In the same vein, work is ongoing to rectify cases of burst pipes<br \/>\nacross the major roads. Similarly, when we assumed office, we discovered<br \/>\nto our consternation that there was no functional fire-fighting<br \/>\nequipment in the state. We took practical steps. Today, we have<br \/>\nsuccessfully repaired four firefighting trucks to restore the operations<br \/>\nof Imo emergency and firefighting services.\u201d<\/p>\n<p>\u201cWe have also completed comprehensive enumeration of all public<br \/>\nbuildings in the state capital for accountability purposes.\u201d<\/p>\n<p>On Agriculture, \u201cjust a few days ago, we launched our Agricultural<br \/>\nRoadmap which represents a comprehensive framework for self-sufficiency<br \/>\nin food production, both for domestic consumption and export<br \/>\npurposes.\u201d<\/p>\n<p>\u201cI am happy also to report that the first batch of 500 youths selected<br \/>\nfrom all the 27 LGAs in Imo State will be sent to a modern farm at<br \/>\nNasarawa State, in a few weeks, under the Imo Youths in Agribusiness<br \/>\nProgramme (IYAP). Here, they would learn the best practices in tropical<br \/>\nagriculture, after which they will be supported to start their own<br \/>\nbusinesses in Imo State. We have also commenced the establishment of a<br \/>\nRice Seed Farm Cluster on the Imo River Basin at Amumara \u2013 Ezinihitte<br \/>\nMbaise LGA. This programme will make Imo State self-sufficient in the<br \/>\nproduction of improved variety of rice seeds with a view to<br \/>\nstrengthening our rice value chain.\u201d<\/p>\n<p>\u201cThe process for the rejuvenation of Imo ADP has commenced and plans<br \/>\nare underway to train staff and reintegrate them back to intervention<br \/>\nprogrammes that have suffered severe setbacks in the past as a prelude<br \/>\nto granting access to reputable, time-tested investors. It is noteworthy<br \/>\nthat, the Avutu Poultry Farm has been cleared for a full restoration to<br \/>\na world-class standard. Similarly, Adapalm is being cleared through the<br \/>\nrelevant Committee and we would soon commence operations.\u201d<\/p>\n<p>On Sports, we have started re-grassing the Dan Anyiam Stadium,<br \/>\ninstalling new flood lights, replacing the seats and constructing<br \/>\nOlympic standard tartan tracks, while the Grasshoppers Stadium is<br \/>\nbeginning to wear a new look. Furthermore, local councils have joined<br \/>\nthe talent mining program of the state government through construction<br \/>\nof sporting facilities in their respective local government areas.\u201d<\/p>\n<p>\u201cWe have designed a framework for implementing the necessary reforms<br \/>\nto improve our place on the World Bank Ease of Doing Business ranking,<br \/>\nwhich has taken a battering in the last eight years. In a few weeks\u2019<br \/>\ntime, we would be inaugurating the Imo State Enabling Business<br \/>\nEnvironment Council \u2013 ISEBEC.\u201d<\/p>\n<p>On pension, \u201cwe inherited over 6 years of pension arrears and<br \/>\ndiscovered baffling discrepancies in the total number of pensioners in<br \/>\nboth the State and the 27 Local Governments. Consequently, we are<br \/>\ncarrying out a comprehensive audit of the pension administration system<br \/>\nin the State with a view to ascertaining the actual number of pensioners<br \/>\nand ending the perennial cycle of verifications that has plagued the<br \/>\nprocess.\u201d<\/p>\n<p>On sanitation, \u201cImmediately we assumed office, therefore, we embarked<br \/>\non the removal of mountains of refuse dumps that littered the state<br \/>\ncapital and followed immediately with the de-silting of blocked<br \/>\ndrainages to ensure a permanent solution to the issue of flooding in the<br \/>\ncapital city. We have also revived the monthly state-wide clean-up<br \/>\nexercises and have set up a high-powered committee to work with ENTRACO,<br \/>\nthe Imo State sanitation agency. We are delighted to observe that the<br \/>\nface of Owerri is progressively changing.\u201d<\/p>\n<p>On Local Government administration, \u201cI am glad that we have fully<br \/>\nrestored the autonomy of the Local government as enshrined in the<br \/>\nNigerian constitution. The Interim Management Committee for the Local<br \/>\nGovernment as resolved by the 8th Assembly, is a stop-gap measure to<br \/>\nhold the forte as we work towards free, fair and credible local<br \/>\ngovernment elections.\u201d<\/p>\n<p>\u201cRecall that in my inaugural address, I promised that we would<br \/>\nresuscitate technical and vocational education in the State.<br \/>\nConsequently, on June 2nd, 2019, we inaugurated a Taskforce on Technical<br \/>\nand Vocational Education and Training (TVET) under my office. It has<br \/>\nbeen charged with the mandate to deliver tangible outcomes on the<br \/>\ntransformation of TVET within 180 Days. I am glad today, to inform you<br \/>\nthat just yesterday, we flagged-off the rebuilding and equipping of four<br \/>\ntechnical colleges in the State namely; Government Technical College<br \/>\nOwerri, Ahiara Technical College, Government Technical College Okporo,<br \/>\nOrlu and Government Technical College Osu.\u201d<\/p>\n<p>\u201cLess than a month into this administration, we successfully revived<br \/>\nthe abandoned Ahiajoku Lecture Series. It has, indeed, been elevated to<br \/>\nan Institute with the appointment of a Director-General to take charge<br \/>\nof its affairs.\u201d<\/p>\n<p>\u201cThe lingering crisis between the indigenes of Nekede and the State<br \/>\ngovernment over the alleged misuse of the land designated for the<br \/>\nzoological garden has been resolved and we have repositioned the zoo to<br \/>\nultimately become a tourist destination.\u201d<\/p>\n<p>\u201cWe have had a cordial relationship with the legislature. This<br \/>\ninteraction had led to fruitful outcome such that a total of 8 Bills (3<br \/>\nin the 8th Assembly and 5 in the 9th Assembly) were signed into law in<br \/>\nthe period from May 29th to date. They are: Imo State Public Procurement<br \/>\n(Amendment) law; Imo State Local Government Administration (Amendment)<br \/>\nLaw; Imo State Universal Basic Education Board (Amendment) Law; Imo<br \/>\nState Power &amp; Rural Electrification Law; Imo State Electoral (Amendment)<br \/>\nLaw; Imo State Market Development Authority Law; Imo State Facility<br \/>\nManagement Agency Law and Imo State Sports Commission (Establishment<br \/>\nLaw).<\/p>\n<p>\u201cIt is worthy of note that with our wage bill at an average of N2.5b<br \/>\nper month, almost N1b monthly pension bill and in an atmosphere of very<br \/>\nlow IGR, leaves very little for development. This is compounded by the<br \/>\nalmost N1b statutory deduction on our FAAC, majorly for the repayment of<br \/>\nthe N26.8b bailout funds, given to the last administration by the FG.\u201d<\/p>\n<p>\u201cWe have set up two judicial panels of Inquiry, namely: the Judicial<br \/>\nPanel of Inquiry into Land Allocation from 2005 to 2019 and the Judicial<br \/>\nPanel of Inquiry into Award of Contracts from 2005 to 2019. We have also<br \/>\nset up an Inquiry into the Management\u00a0 \u00a0of Local Government Finances<br \/>\nfrom 2011 to 2019.\u201d<\/p>\n<p>No doubt, the flow of the address aligns with his inaugural address on<br \/>\nthe 29th of May, 2019 and clearly shows that he is guided by the<br \/>\nrecommendations of the Technical Committee earlier set up by his<br \/>\nadministration.<\/p>\n<p>There is no gainsaying the fact that Ihedioha has taken deliberate steps<br \/>\ntowards laying a solid foundation for good governance in Imo State. He<br \/>\nhas taken steps towards strengthening the legal framework for good<br \/>\ngovernance and embarked on the needed steps for consolidation in the<br \/>\nremaining part of his administration.<\/p>\n<p>For an administration that did not receive any handover note; for an<br \/>\nadministration that inherited decayed infrastructure, indescribable<br \/>\nlooting of public treasury and property, as well as complete breakdown<br \/>\nof due process and rule of law, coupled with huge debt profiles, it is<br \/>\nindeed a miracle that all of these feat could be achieved within a<br \/>\nhundred days in office.<\/p>\n<p>However, the Ihedioha team must realize that they are dealing with a<br \/>\nmass of largely impatient people, who probably do not understand the<br \/>\nessence of some of the steps taken so far. When the masses are hungry,<br \/>\nthey hardly appreciate government policies and programmes that do not<br \/>\nresult to immediate provision of their daily bread.<\/p>\n<p>There are no good roads in Owerri, the state capital and of course<br \/>\naround the state. This is part of the decayed infrastructure Ihedioha<br \/>\ninherited. What Imo people want to see are construction equipment and<br \/>\ncredible companies reconstructing the roads.<\/p>\n<p>The educational system is in complete mess. No thanks to the insincere<br \/>\nfree education programme of the last administration. The masses expect<br \/>\nthat radical steps are taken to remedy the situation.<\/p>\n<p>More so, strengthening the legal framework against corruption is very<br \/>\nexpedient at this point. Imo people expect that laws such as the Freedom<br \/>\nof Information Act and Proceeds of Crime law are born in Imo State.<br \/>\nAfter all, adoption of the FOI Act was part of the campaign promises of<br \/>\nGovernor Ihedioha and Deputy Governor Gerald Irona.<\/p>\n<p>I can confirm that the claims made on steps taken so far in Imo are<br \/>\ntrue. One other thing the Governor did, which he did not capture in his<br \/>\naddress is the hosting of the first ever citizens\u2019 dialogue in the<br \/>\nstate, pursuant to his campaign promise of ensuring citizens<br \/>\nparticipation in governance.<\/p>\n<p>Ultimately, Governor Ihedioha has started very well. The last 100 days<br \/>\nwere very eventful. It will only take a mischievous person to state<br \/>\notherwise, considering the circumstances within which he operates.<\/p>\n<p>However, the Governor and his Deputy Governor must be wary of praise<br \/>\nsingers and political jobbers, who may be on the prowl to achieve<br \/>\nselfish objectives.<\/p>\n<p>They must also be on the lookout for banana peels and land mines, while<br \/>\nensuring that they do not repeat the mistakes of the past<br \/>\nadministration.<\/p>\n<p>Indeed, Imo is being rebuilt.<\/p>\n<p>Dr. Walter Duru is a Communication Teacher and Public Relations<br \/>\nstrategist.
