The Economic and Financial Crimes Commission, EFCC, has invited the
\nformer Executive Director of Projects of the Niger Delta Development
\nCommission, NDDC, Mr. Samuel Adjogbe to explain how and why he awarded
\nover N60billion emergency contracts under five months without tenders,
\nPointblanknews.com sources have revealed.<\/p>\n

Pointblanknews.com gathered that the contracts were awarded to companies
\nhurriedly packaged with no work history or known addresses.<\/p>\n

Adjogbe, according to findings had through his office, awarded series of
\nemergency contracts shared between him Transport Minister, Rotimi
\nAmaechi, his benefactor, O\u2019tega Emerho, a former Governorship candidate
\nof the All Progressive Congress, APC, Delta State and the former
\nChairman of the Rivers State APC, Chief Davies Ibiamu-Ikanya.<\/p>\n

The contracts sum ranges from N800million, N700million, N500million were
\nawarded to several portfolio companies without tenders in breach of the
\nprocurement act.<\/p>\n

Sources told Pointblanknews.com that a generous Adjogbe, splits
\ncontracts running into several billions within four months to the APC
\nleaders after he had been assured of emerging the next managing Director
\nof the NDDC.<\/p>\n

\u201cHe went crazy after he was assured that his emergence as the next MD of
\nthe NDDC has been sealed,\u201d a source familiar with the deals at the NDDC
\ntold\u00a0pointblanknews.com<\/a>.<\/p>\n

According to an APC source, Ortega had assured Adjogbe that Amaechi and
\nother stakeholders have bought into his candidacy for the MD of the NDDC
\nand in appreciation of the support, the former Executive Director of
\nProject went into contract award spree, sharing contracts to Amaechi,
\nEmerhor and other APC chieftains.<\/p>\n

Another angle that angered the anti-graft agencies is that these dubious
\ncontracts were awarded without budgetary provisions which is a clear
\nbreach of the federal government’s public procurement Act.
\nSources inside NDDC revealed that Ajogbe acting in connivance with
\nEmerhor, split contracts to beat the threshold and had them awarded when
\nthe NDDC budget 2019 hadn’t been passed by the National Assembly. Said a
\ndirector in NDDC.<\/p>\n

“That young man called Ajogbe will go to jail like his predecessor,
\nTuoyo. He was awarding jobs and spending money without budgetary
\napproval from the National Assembly. Check the records. He felt Emerhor
\nand Amaechi will protect him.”<\/p>\n

Immediately the Prof. Nelson Briambaifa was sacked, the EFCC swiftly
\nwent into investigations and discovering massive fraud committed by the
\nformer NDDC board. Adjogbe was immediately invited to explain the
\nmassive award of contracts.<\/p>\n

In the course of investigations, sources confirmed to\u00a0pointblanknews.com<\/a>
\nthat unexplained properties linked to O’tega Emerhor and Adjogbe have
\nbeen found in Lagos and Abuja while investigations are ongoing on wire
\ntransfers done within and outside Nigeria.<\/p>\n

O’tega has since gone into hiding, while his prot\u00e9g\u00e9, Adjogbe has been
\nanswering questions from investigators.<\/p>\n

Meanwhile, sources in Delta state hinted that O’tega funded Evelyn
\nOboro, a Peoples Democratic Party Senatorial candidate for Delta Central
\nwith N100million, part of the proceeds from contracts he got from the
\nNDDC. He also allegedly funded most of the PDP election tribunals in
\nDelta state to spite the Great Ogboru faction of the APC.<\/p>\n
