\nProgramme Prof. Charles Quaker Dokubo, Mrs. Awotu Patricia Ojakovo, Mr.
\nMusa Johnson Odiniya, and Mrs. Ubi Umoren Franklyn for their involvement
\nin the alleged mastermind of Public Funds Stealing and Embezzlement of
\nover $64 million from the coffers of the Niger Delta Presidential
\nAmnesty Programme, Racketeering, Corruption, Fraud, International Money
\nLaundering, Human Rights Abuses Against Innocent and Helpless Citizens,
\nIntimidation of Helpless Citizens, and Assault.The group in their petition signed by their Secretary Comrade Okpokeme
\nJ. Waripamowei called on the U.S Government to call on President
\nMuhammadu Buhari to have his Adviser andalleged<\/del> corrupt Aide Mr.
\nCharles Quaker Dokubo immediately investigated.The group stated that it has become an urgent necessity to prevent the
\nname of his administration from being dragged through the mud by the
\ncountless number of international fraud and corruption scandals brewing
\naround the Presidency.They called on President Trump to direct the United States Secretary of
\nState, the Acting Secretary of the Department of Homeland Security, and
\nthe Director, United States Customs and Border Protection (CBP) to
\nurgently ensure the Revocation\/Cancellation of already issued United
\nStates Visas to Mr. Charles Quaker Dokubo who is holding a Nigeria and
\nBritish passports, Mrs. Awotu Patricia Ojakovo, Mr. Musa Johnson
\nOdiniya, and Mrs. Ubi Umoren Franklyn, for their alleged Masterminds of
\nPublic Funds Embezzlement of over $64 million at the Niger Delta
\nPresidential Amnesty Programme, Racketeering, Corruption, Fraud,
\nInternational Money Laundering, Human Rights Abuses against Innocent and
\nHelpless Citizens, Intimidation, and Assault.A Revocation or Cancellation of their already issued United States
\nvisas, according to the group, will deny the listed individuals the
\nopportunity to use the United States to perpetuate their money
\nlaundering schemes and human rights abuses.<\/p>\n

Their petition states as follows dated October 11, 2019 which receipt
\nhas already been acknowledged by the U.S Embassy in Abuja reads:<\/p>\n

Dear Mr. President,<\/p>\n

Petition for the Revocation\/Cancellation of Already Issued United States
\nVisas to Mr. Charles Quaker Dokubo, Mrs. Awotu Patricia Ojakovo, Mr.
\nMusa Johnson Odiniya, and Mrs. Ubi Umoren Franklyn, Alleged Masterminds
\nof Public Funds Embezzlement of over $64 million at the Niger Delta
\nPresidential Amnesty Programme, Racketeering, Corruption, Fraud,
\nInternational Money Laundering, Human Rights Abuses Against Innocent and
\nHelpless Citizens, Intimidation of Helpless Citizens, and Assault.<\/p>\n

We would be remiss in our duties as concerned citizens and youths from
\nthe Niger Delta region of Nigeria, if we begin without acknowledging the
\nmanifestly evident work that has been done in ensuring that corruption
\nglobally and in Nigeria is eradicated in its entirety. We make bold this
\nstatement bearing in mind the complexities involved in the dynamics of
\nfighting corruption at various cadres in various institutions around the
\nworld. Indeed, in spite of the multifarious challenges and resistances
\nencountered in the course of this battle, you have remained resilient.
\nMay your strength continually wax stronger.<\/p>\n

Your desire and your unequalled personality and integrity left us with
\nno doubt that justice will be seen to be done in this fight against the
\nevil perpetrated against the Niger Delta people and the Presidential
\nAmnesty Programme Mr. Charles Quaker Dokubo, and his cohorts.<\/p>\n

THE ISSUE AT HAND<\/p>\n

In line with the aforementioned, we want to call your attention to a
\nmultiplicity of various anomalies that are being perpetuated in relation
\nto the Niger Delta Amnesty Funds which have been specially and
\nespecially designated for the training of ex-Niger Delta militants; a
\npolicy which has been graciously continued to ensure long lasting peace
\nin the Niger-Delta region. These cogent allegations which would be
\noutlined shortly have gradually undermined the Presidential Amnesty
\nProgram (PAP) and are threatening to unleash chaos in the region if not
\nnipped timeously in the bud.<\/p>\n

At the center of this storm is the Special Adviser to the President of
\nNigeria on Niger Delta, and Coordinator of the Presidential Amnesty
\nProgram Mr. Charles Quaker Dokubo, a Nigeria and British National who
\nfrequently travels with both his Nigerian and British passports has been
\naccused of Masterminding and Stealing over $64 million from the coffers
\nof the Niger Delta Presidential Amnesty Programme, Racketeering,
\nCorruption, Fraud, International Money Laundering, Human Rights Abuses
\nAgainst Innocent and Helpless Citizens, Intimidation, and Assault.<\/p>\n

Mr. Dokubo was appointed in March 2018 by President Muhammadu Buhari
\nGCFR. However, he is not alone, as he is being assisted by cronies such
\nas the Legal Adviser Mrs. Awotu Patricia Ojakovo, the Director of
\nProcurement \u2013 Mr. Musa Johnson Odiniya and the Director of
\nAdministration \u2013 Mrs. Ubi Umoren Franklyn. These individuals have
\nsystematically aided and abetted this massive scale of corruption and
\ninternational money laundering at an unprecedented level and
\nconsistently looted the common patrimony owed to the youths and by
\nextension, the Niger Delta region of Nigeria.<\/p>\n

First and foremost, you will recall vividly that when the Presidential
\nAmnesty Program (PAP) was flagged-off in the summer of 2009, it
\noriginally started with an estimate of 10,000 ex-militants with certain
\nsums earmarked for their rehabilitation and integration into the
\nsociety. This number was then reviewed upward as more ex-militants
\nrelinquished their arms and the estimate peaked at 30,000 beneficiaries
\nof the program.<\/p>\n

Following his appointment by President Muhammadu Buhari GCFR in March
\n2018, Mr. Dokubo has continually embarked on diverting funds meant for
\ntraining and empowerment of Niger Delta youths. Mr. Dokubo constantly
\nflaunts at helpless citizens and all those planning to petition his
\nalleged fraudulent activities to the anti-graft agencies in Nigeria,
\nstating boldly and equivocally that the Economic and Financial Crimes
\nCommission’s Officials (EFCC) are all in his Pockets and that he
\nConstantly gives Millions of Naira as bribes to these officials
\nincluding the National Security Adviser of Nigeria Gen. Mohammed
\nBabagana Monguno (retd.) to ensure that no Financial and or Criminal
\nInvestigation(s) into the Affairs of his Office Succeeds, neither can
\nsuch allegations or investigations remove him from Office.<\/p>\n

It might interest you to know that numerous petitions, documents and
\nletters have been submitted to investigating agencies in Nigeria against
\nMr. Dokubo and his cohorts bordering on their alleged Mastermind of
\nPublic Funds Embezzlement of over $64 million, Corruption, Fraud,
\nRacketeering and International Money Laundering and luxury properties
\nacquisition across the United States and Europe, Human Rights Abuses
\nagainst Innocent and Helpless Niger Deltans, Intimidation, and Assault.
\nHowever, the Nigeria Presidency and the EFCC seems to have taken their
\nhands off these serious allegations that are backed with documented
\nevidences; thus proving Mr. Dokubo’s public statements of bribing these
\nofficials as accurate.<\/p>\n

OUR HUMBLE REQUESTS<\/p>\n

1.\u00a0 \u00a0 \u00a0 \u00a0 \u00a0We humbly implore you to use your good office to direct the
\nUnited States Secretary of State, the Acting Secretary of the Department
\nof Homeland Security, and the Director, United States Customs and Border
\nProtection (CBP) to urgently ensure the Revocation\/Cancellation of
\nalready issued United States Visas to Mr. Charles Quaker Dokubo who is
\nholding a Nigeria and British passports, Mrs. Awotu Patricia Ojakovo,
\nMr. Musa Johnson Odiniya, and Mrs. Ubi Umoren Franklyn, for their
\nalleged Masterminds of Public Funds Embezzlement of over $64 million at
\nthe Niger Delta Presidential Amnesty Programme, Racketeering,
\nCorruption, Fraud, International Money Laundering, Human Rights Abuses
\nagainst Innocent and Helpless Citizens, Intimidation, and Assault. A
\nRevocation\/Cancellation of their already issued United States visas will
\ndeny these individuals the opportunity to use the United States to
\nperpetuate their money laundering schemes and human rights abuses.<\/p>\n

2.\u00a0 \u00a0 \u00a0 \u00a0 \u00a0To call on the President of Nigeria, President Muhammadu
\nBuhari GCFR to have his Adviser and alleged corrupt Aide Mr. Charles
\nQuaker Dokubo immediately investigated. This has become an urgent
\nnecessity to prevent the name of his administration from being dragged
\nthrough the mud by the countless number of international fraud and
\ncorruption scandals brewing around the Presidency.<\/p>\n

3.\u00a0 \u00a0 \u00a0 \u00a0 \u00a0Finally, to call on the President of Nigeria to have all
\nPublic officers and other cronies connected with this scheme mentioned
\nin this petition to be held accountable. This is the way in which
\nsincerity would be seen in the corruption mantra being asserted by the
\ncurrent administration.<\/p>\n

We remain resolute in our resolve to eschew all forms of corruption
\npresent in the Presidential Amnesty Program to achieve peace and
\nstability in the Niger-Delta region.<\/p>\n

We have no doubt that you will graciously use your good office to assist
\nus in these serious issues, and please do accept the esteem and
