\u2022Borno State to Register I\/NGOs, Humanitarian Organisation<\/div>\n

The Borno State Government has embarked on registration of all
\nNon-Governmental Organisations (NGOs), International NGOs (INGOs) and
\nhumanitarian organisations for better coordination of their activities
\nin the Boko Haram ravaged parts of the North East Nigeria.<\/p>\n

This is coming as the Key actors gathered to discuss coordinated
\nresponse to humanitarian and development efforts in the region.<\/p>\n

This was disclosed on Wednesday in Abuja by the Special Advisor and
\nCoordinator, Sustainable Development, Partnerships and Humanitarian
\nSupport, Borno State Government, Dr. Mairo Mandara, at the
\nHumanitarian-Development-Peace Nexus (HDP) High-Level Advocacy Meeting
\norganised by Search for Common Ground (SFCG). The dialogue is funded by
\nthe French Embassy Nigeria with support from the British Council and
\nEuropean Union with peace building as the core factor of it’s advocacy
\npoint.<\/p>\n

Mandara explained that the registration is very critical at this stage
\nof the humanitarian efforts in the State and other parts of the North
\nEast affected by the insurgency as it will enable the government know
\nwhat the NGOs are doing and ensure accountability in their works.<\/p>\n

According to her as the host state and communities where such activities
\nare taking place it is their responsibility to not only ensure that the
\nsecurity of the humanitarian and development organisations are
\nguaranteed but to also monitor how the funds meant for such purposes are
\nbeing expended.<\/p>\n

She said: “The registration is very important as this will assist us to
\nknow who we are dealing with,\u00a0 what you are doing and where you are
\nbecause if you do not registered we cannot be held accountable for any
\nmishap or security issues.<\/p>\n

“Yes we are your host and you are our guest and we take our job
\nseriously because when you state all the activities you carry out to
\nyour donors we also need to be able to identify with these activities
\nmentioned and also state the presence of these things carried out. We
\nare also responsible to your donors not just you because these
\nactivities has to be accounted for. The registration is not going to be
\nanything different but just for you to engage us with the activities of
\nyour organisation so we can have an effective coordination.”<\/p>\n

Also Mandara in her keynote address stated the need to include the
\nnatives in the humanitarian efforts, especially the youth and women as
\nthey are the most affected in this situation.<\/p>\n

She went further to state that activities should have an\u00a0 area-based
\napproach as every community is unique in it’s culture and crisis.<\/p>\n

She said “community involvement is not just visiting the local heads but
\na deep respect of the people it also involves empathy and respect for
\ntheir culture. Knowing and understanding the manner and way the people
\nwhich they have come to assist thinks and showing respect in their ways
\nof dealing”.<\/p>\n

She went further to state that the INGOs can also assist the IDPs in
\nreintegrating into the safe areas of the state as the government already
\nhas a 25-year robust plan of reintegration for the crisis ridden
\ncommunities.<\/p>\n

Speaking, the SFCG Country Director, Mr. Sher Ali Nawaz, said the
\ndialogue is aimed to\u00a0 address the need for peaceful reintegration and
\ndevelopment in Borno State.<\/p>\n

Nawaz said the\u00a0 process which is ongoing is aimed at improving
\ncoordination and synergy between the humanitarian and peace building
\nactors working with the Internally Displaced Persons (IDPs) in the
\nstate.<\/p>\n

To this end, he reiterated the need to improve the coordination of
\nhumanitarian as well as\u00a0 development efforts and to have a better
\nworking relationship with the government in dealing with the crisis
\nsituation of the state.<\/p>\n

“It is very important as it enables all the actors to have a better
\ncommunication channel as through dialogue many reasons angles and
\ninformation to a crisis is brought forward and together to have a more
\nmeaningful and broad consultations,” Nawaz stated.<\/p>\n

In the same vein,\u00a0 the Cooperation Attach\u00e9 of the French Embassy in
\nNigeria, Mr. Elois Ellien,\u00a0 explained the need to involve all the actors
\nin the crisis area.<\/p>\n

Ellien stated that the French Embassy is “focused on helping the people
\nsuffering in the North East and through this partner we are able to
\naddress as well as\u00a0 have a better\u00a0 understanding of the context and
\nseeing a way to enhance the impact”.<\/p>\n

The HDP also involves\u00a0 community reconciliation and resilience building
\nproject in some IDP camps.\u00a0 The 14-Month project, running from September
\n2018 \u2013 October 2019 is aimed to support the peaceful reintegration of
\nIDPs in North East Nigeria and improve coordination and synergy between
\nhumanitarian, development, and peacebuilding actors working with IDPs in
\nBorno state<\/p><\/div>\n<\/div>\n
