Willie Obiano of Anambra state has been adjudged as the winner of<br \/>\nthe Security Icon in governance in West and Central Africa Awards.<\/p>\n<p>The award was conferred on the Governor at the 16th Africa Security<br \/>\nWatch Awards, held in Dubai, the United Arab Emirates.<\/p>\n<p>Organised by Security Watch Africa, it was in recognition of efforts by<br \/>\nindividuals, institutions and governments in Africa at ensuring security<br \/>\nof life and property.<\/p>\n<p>Anambra state set the pace yet again during the awards ceremony which<br \/>\nhas a theme: &#8220;Celebration of Africa&#8217;s Best In Security, Safety And<br \/>\nGovernance&#8221;.<\/p>\n<p>Anambra State alone, carted away five significant Awards in different<br \/>\ncategories from the event.<\/p>\n<p>Anambra State Commissioner of Police, Mr John Abang won the Best Crime<br \/>\nBursting Police Chief in West Africa award while the Chief Security<br \/>\nOfficer to Gov. Obiano, Mr Chinedu Aniagboso, a Chief Superintendent of<br \/>\nPolice, received the Best Executive Protection Security Officer in West<br \/>\nand Central Africa.<\/p>\n<p>The Police Public Relations Officer, Anambra State Command, Mr Haruna<br \/>\nMohammed, a Superintendent of Police, received the Most Outstanding<br \/>\nPolice Public Relations Officer in West Africa.<\/p>\n<p>Mr Williams Oduma, a Chief Superintendent of Police, won the Best Police<br \/>\nOperations Officer in Nigeria. Mr Oduma is the Anambra State Police<br \/>\nOperations Officer.<\/p>\n<p>To cap the event, the Anambra State Police Command won awards as the<br \/>\nBest Crime Bursting Police Command in Nigeria.<\/p>\n<p>Gov. Obiano was given the opportunity present and an address entitled:<br \/>\n&#8220;Crime Prevention, Control and Fighting in an Emerging Economy &#8211;The<br \/>\nAnambra Case Study (Global Security Outlook: Challenges, Impediments and<br \/>\nProspects for a Secured Africa) at the ceremony.<\/p>\n<p>The governor was represented during the occasion by his Special Adviser<br \/>\non creative security, Retired Air Vice Marshal Ben Chiobi.<\/p>\n<p>Obiano remarked that Anambra state like most states had its fair share<br \/>\nof security challenges, insisting that his administration made a choice<br \/>\nto take a definite stand against crime in recognition of the fact that<br \/>\nno development could take place without a provision of adequate safety<br \/>\nand security.<\/p>\n<p>The governor&#8217;s commitment to security was a deliberate choice as it was<br \/>\nan effort conscientiously made in addition to presence of mind<br \/>\nconsistently focused on crime-fighting.<\/p>\n<p>According to him, the first major step is recognising that every<br \/>\ndevelopmental plan of the administration must be anchored on robust and<br \/>\nintegrated security system &#8212; a system without which every effort will<br \/>\nbe either frustrated or whittled to a point of losing the desired impact<br \/>\nor worse, ending in futility.<\/p>\n<p>&#8220;This is my resolve to articulate ideas and develop a master plan that<br \/>\nwill became evident in organising Nigeria&#8217;s first International Security<br \/>\nConference, which was put together shorty after I was sworn in as<br \/>\ngovernor of Anambra state.<\/p>\n<p>&#8220;We organised Nigeria&#8217;s first International Security Conference and<br \/>\nhired an Israeli security expert to facilitate it.<\/p>\n<p>&#8220;Several hours of brainstorming on peculiarities of Anambra security<br \/>\nscenario, led to the drafting of blueprint that became the famous<br \/>\nAnambra State Security Architecture.<\/p>\n<p>&#8220;The blueprint was implemented to the letter as I upgraded all security<br \/>\nequipment and facilities in the state.<\/p>\n<p>&#8220;I donated operational vehicles and launched several security<br \/>\noperations to combat crime in the state. The progressive efforts<br \/>\neventually led to launch of security operation codenamed operation<br \/>\nKpochapu &#8211; a joint task force to intensify the fight against crime,&#8221;<br \/>\nObiano said.<\/p>\n<p>&#8220;Operation Kpochapu has now evolved into digital security and<br \/>\nsurveillance systems in the second phase, marking the advancement of<br \/>\nAnambra State into a new model.&#8221;<\/p>\n<p>On October 11, the Anambra State Government shocked Africa with an<br \/>\nunprecedented deployment of mobile security surveillance systems in the<br \/>\nstate.<\/p>\n<p>Again, the government complemented this with the donation of 111 smart<br \/>\ncars and 71 motorbikes to security agencies in the state. This is to<br \/>\nshow the commitment of Gov. Obiano in ensuring that the Anambra State<br \/>\nremained crime-free.<\/p>\n<p>This provision of these modern equipment and operational vehicles as<br \/>\nwell as enhanced incentives for the personnel, has aided immensely in<br \/>\ncrime fighting in the state and in repositioning Anambra as the safest<br \/>\nstate in Nigeria.<\/p>\n<p>Investments and businesses opportunities have improved tremendously,<br \/>\ngoing forward. What is more, Anambra has become the fourth largest<br \/>\neconomy in Nigeria with the lowest poverty rate and a GDP of $11.83bn<br \/>\nand a per capita income of $1,615.<\/p>\n<p>Today, the state is home to the first indigenous Vehicle Manufacturing<br \/>\nCompany in Nigeria, Innoson Vehicle Manufacturing located at Nnewi.<\/p>\n<p>Investments in agriculture have grown massively over the years with many<br \/>\nsons of Anambra as well as others investing billions of naira in the<br \/>\nsector. The latest examples are Coscharis Farms, Lynden Farms, Stine<br \/>\nRice Mill, Josan farms.<\/p>\n<p>The hospitality business has also grown with new, world-standard hotels<br \/>\nspringing up in the state.<\/p>\n<p>The engagement and empowerment of youths in government and other skill<br \/>\ndevelopment initiatives have facilitated a sharp decline in youth<br \/>\nrestiveness.<\/p>\n<p>Through, the Anambra State Business Agency (ASBA), many youths have<br \/>\nsecured loans to support their businesses, thus ensuring rapid growth in<br \/>\nyouth entrepreneurship.<\/p>\n<p>The light-up Anambra project &#8211; the installation of street lights across<br \/>\nthe state to complement the strides in security &#8211; on its part, has<br \/>\nensured a considerable extension in business hours in the state.<\/p>\n<p>It can be said without doubt, that Anambra is gradually edging toward<br \/>\nhaving 24 hour economy. All these have been achieved because solid<br \/>\nfoundation of security and safety that has been laid.<\/p>\n<p>It is, therefore, not surprising that Gov. Obiano&#8217;s commitment to safety<br \/>\nand security has continued to earn him awards and recognitions.<\/p>\n<p>He has won many awards in the past on account of his developmental<br \/>\nstrides in every sphere of the state&#8217;s economy and more for his<br \/>\nrelentless effort in crime-fighting.<\/p>\n<p>Obiano won the award as the Best Governor\/Premier on Security<br \/>\nArchitecture in West and Central Africa in Banjul Gambia during the 15th<br \/>\nedition of the Africa Security Watch Awards.<\/p>\n<p>On October 28, the Nigeria Police Force honoured Gov. Obiano with Best<br \/>\nGovernor Award in Supporting Security Architecture in recognition of his<br \/>\ntremendous support to the Anambra State Police Command.<\/p>\n<p>On October 2018, Obiano won the Presidency Awards as most outstanding<br \/>\ngovernor on worker&#8217;s welfare. This buttresses the fact that the governor<br \/>\ndoes not joke with remuneration of workers, including security<br \/>\npersonnel.<\/p>\n<p>Since inception of his administration, Obiano has paid salaries as and<br \/>\nwhen due. In 2016, Obiano had won the prestigious Zik prize for<br \/>\nleadership for his stellar performance and visionary leadership just<br \/>\nafter two years in office.<\/p>\n<p>In February 2016 he was crowned the Sun Man of the Year by the Sun<br \/>\nnewspaper. Obiano also won the Silverbird&#8217;s man of the year award in<br \/>\n2016 for achievements in education, massive infrastructure development<br \/>\nand prudent management of resources.<\/p>\n<p>There is nothing more reassuring to a people than the knowledge that the<br \/>\nperson they elected into office has made a choice to protect their life<br \/>\nand property.<\/p>\n<p>Apart from the fact that the fundamental concern of every human being is<br \/>\nsecurity and safety, it is reassuring and gratifying when a leader does<br \/>\njust that.<\/p>\n<p>While many nations and states grapple with issues of security, others<br \/>\nare proactively making choices to always stay one step ahead of<br \/>\ncriminals and ensure the safety of life and property.<\/p>\n<p>Gov.
