Hon Emeka Ihedioha Wednesday, 13 November took a<br \/>\ndecisive step towards sanitizing and reinventing the tertiary education<br \/>\nsystem in the state. Inside the Sam Mbakwe Expanded Executive Council<br \/>\nChamber he inaugurated three distinct but manifestly formidable panels<br \/>\nto critically examine the activities and operations of the three major<br \/>\ntertiary institutions owned by the state. The schools are: Imo State<br \/>\nUniversity, Owerri; Imo State Polytechnic, Umuagwo and Imo State<br \/>\nUniversity Teaching Hospital, Orlu.<\/p>\n<p>Not a few Imo people perceive this interventionist move by government as<br \/>\nan unassailable but timely measure to reform and transform the schools<br \/>\nfor enhanced academic outputs. The initiative was inherently audacious<br \/>\nand historic for two reasons. One, this was the first time in the<br \/>\nhistory of the state that visitation panels would be raised concurrently<br \/>\nfor all the\u00a0 \u00a0institutions of higher learning. Two, the top caliber of<br \/>\nindividuals that make up the panels, some of whom are not indigenes of<br \/>\nthe state. For instance, Professor Chinedu Nebo who heads the Imo State<br \/>\nUniversity Visitation Panel is former Minister of Power, former Vice<br \/>\nChancellor of University of Nigeria Nsukka and hails from Enugu State.<\/p>\n<p>In his speech during the inauguration of the panels the governor<br \/>\nprovided insight into the reason that stimulated the\u00a0 higher<br \/>\ninstitutions enquiry. He submitted: \u201cAt the inception of this<br \/>\nadministration, we were inundated with a plethora of complaints on<br \/>\neducation sector in the state especially at the tertiary level. And as a<br \/>\nresponsive government, we felt that we would be abdicating our<br \/>\nobligation to the people, if we do not look into these complaints. For<br \/>\nthese reasons, we deemed it necessary to respond to these hues and cries<br \/>\nby looking into the operations of these critical institutions.\u201d<\/p>\n<p>The terms of reference given to the three panels were the same,<br \/>\nunmistakable and penetrating. They included: To identify the strength<br \/>\nand problems of the institutions thereby making appropriate<br \/>\nrecommendations to the visitor and to\u00a0 ascertain the operations of<br \/>\nvarious departments and units. Others are: to look into cases of<br \/>\nprocurement and issues bordering on gangs and cultism and to investigate<br \/>\nstudents\u2019 complaints on various issues as well as conducting internal<br \/>\naudits on institutions\u2019 finances.<\/p>\n<p>Ihedioha however noted that the ultimate tendency of his government\u00a0 is<br \/>\nto rebuild the tertiary\u00a0 institutions\u00a0 in the state\u00a0 towards achieving<br \/>\neffective academic governance structure desirable\u00a0 to\u00a0 strengthen the<br \/>\neducational services delivery system. \u201cToday, therefore, we are<br \/>\ninaugurating the visitation panels to these Imo State flagship<br \/>\ninstitutions of higher learning to salvage them from sliding down the<br \/>\nprecipice of total collapse\u201d, he added.<\/p>\n<p>The governor\u2019s mission towards reclaiming the tertiary institutions in<br \/>\nthe state is largely understandable and imperative. This is largely<br \/>\nbecause of the\u00a0 ruinous nature of the tertiary institutions\u00a0 resulting<br \/>\nfrom years of neglect. This development\u00a0 was made worse by the jaded and<br \/>\ndeceitful manner the free education was run in the state by the<br \/>\nimmediate past administration headed by Owelle Rochas Okorocha.<\/p>\n<p>To this end, specific scenarios would eloquently, neatly and explicitly<br \/>\ndrive the above point home. For instance, the 2018 National Universities<br \/>\nCommission rankings of Nigeria Universities, Imo State University was<br \/>\nplaced 58 out of 100. It also glided uncharacteristically\u00a0 \u00a0downwards<br \/>\nwhen juxtaposed with other state Universities in the country. Sadly too,<br \/>\nin the last couple of years, the University has suffered\u00a0 a major<br \/>\nsetback in courses accreditation\u00a0 as some of the institution\u2019s<br \/>\nprogrammes were de-accredited by the NUC\u00a0 due lack of basic academic<br \/>\nfacilities and poor funding. Faculties of Education, Law and College of<br \/>\nMedicine have remained the worst hit.<\/p>\n<p>These realities contrast sharply with the University\u2019s delightful<br \/>\nscholarship and academic excellence 10 to 15 years ago shortly before<br \/>\nthe past administration made its debut. The University was ranked 1st<br \/>\namong all State Universities in Nigeria and the 10th overall among both<br \/>\nState and Federal Universities. According to the University\u2019s<br \/>\nperformance records posted on its website, which can easily be verified,<br \/>\nthe institution scored 100 percent in 2006 and 2007 accreditation<br \/>\nvisit, with all programmes visited getting NUC\u2019s authorization. All<br \/>\nthe 19 programmes visited in 2007 were fully endorsed. Also, during the<br \/>\nNUC accreditation visit of MBA programmes in 2006, Imo State University<br \/>\nwas among the few Universities that got the Universities regulatory<br \/>\nbody\u2019s nod.<\/p>\n<p>This flowery situation has regrettably changed for worse in the past few<br \/>\nyears of\u00a0 sham free education. Correspondingly, Imo State Polytechnic<br \/>\nand the State University Teaching Hospital have been following similar<br \/>\nreclining trends arising from lack of basic educational tools and<br \/>\nequipment resulting in accreditation challenges. This explained why it<br \/>\ntook the Medical College of the University almost ten years to recently<br \/>\ngraduate the first set of medical students<\/p>\n<p>These evidenced-based anomalies hamstringing the tertiary institutions<br \/>\nin the state lie at the heart of the move undertaken by Ihedioha-led<br \/>\ngovernment to set up visitation panels towards revitalizing the sector.<br \/>\nMoreover, this development is in clear fulfillment of the promises made<br \/>\nby Ihedioha during his campaigns and his inauguration speech May 29 this<br \/>\nyear that he would fix the school system and enthrone qualitative and<br \/>\nfunctional education.<\/p>\n<p>Ihedioha\u2019s action finds further validation in the fact that education<br \/>\nis the mainstay of Imo. Consequently, it is incumbent on any responsible<br \/>\ngovernment to accord the sector a priority attention. In his keynote<br \/>\nspeech at the inauguration lecture\u00a0 \u00a0 \u00a0that ushered in Ihedioha as Imo<br \/>\nGovernor, Chief Nnia Nwodo President-General Ohaneze underscored the<br \/>\nfrontline position of Imo in education and the imperative need of<br \/>\nstrengthening\u00a0 \u00a0the sector. &#8220;Imo State is the most educated state in<br \/>\nIgboland, so I\u00a0 canvass here the need for you as the new governor to<br \/>\ndemocratize education and change the emphasis to education leveraging on<br \/>\ntechnology,&#8221; Nwodo stated. He advised Ihedioha to revamp the education<br \/>\nsystem by retraining teachers and providing students hands-on skills<br \/>\nthat are relevant in the contemporary world<\/p>\n<p>DR.
