\nASSOCIATION OF NIGERIA (HURIWA) has tasked President Muhammadu Buhari to
\nensure that the armed thugs belonging to his political family the All
\nProgressives Congress (APC) who burnt to death in her house the Women
\nLeader of People’s Democratic party (PDP) in Kogi state -Mrs. Acheju
\nAbuh are arrested, prosecuted and punished or his government would be
\ndragged before the Internatioal Criminal Court in The Hague Netherlands.<\/p>\n
HURIWA carpeted President Muhammadu Buhari; the First Lady Mrs Aisha
\nBuhari; Women Affairs Minister Mrs. Pauline Tallen and the leadership of
\nthe National Council for Women Societies and Women Rights campaigners
\nfor their collective silence on this atrocious burning of a Woman to a
\ngruesome death by armed thugs of the ruling political party only because
\nof her political beliefs and for her support for the governorship
\ncandidate of the People’s Democratic party (PDP).<\/p>\n
“HURIWA\u00a0 is shocked and saddened that For over a week since after this
\nsatanical atrocity happened of setting ablaze a Woman by armed political
\nthugs who have till now not been arrested and the leadership of Women in
\nNigeria led by the wife of the president has said nothing nor has the
\nministry of Women Affairs or the National Council of Women Societies
\nadded their voices in condemnation of this evil act. The silence is
\npainful and for the fact that Mr. President went about celebrating the
\npyrrhic victory of his candidate Yahaya Bello in the Kogi election and
\ncould not even order for the observation of some minutes of silence to
\nhonour the memory of the PDP women leader killed by armed thugs of APC
\nin Kogi shows the devaluation of the sanctity of human life under the
\ncurrent dispensation. The act of burning this woman to a painful and
\nundeserving animalistic death is such that if the killers are not
\narrested and punished within a record time then civil Rights bodies can
\nfile a petition before the International Criminal court in The Hague
\nNetherlands to possibly try the Kogi state governor for alleged crimes
\nagainst humanity even as the Inspector General of Police Mohammed Adamu
\nmay be included in the list of the accused persons since the Nigerian
\npolice force managed the security during the Kogi governorship poll
\nduring which this lady was set alight and killed willfully. The
\nPresident Muhammadu Buhari\u00a0 who thinks since he is in his last tenure he
\ncan afford to be reckless could even be named as an interested party
\nbecause as the commander-in-chief of the Armed forces of Nigeria this
\nsort of atrocity happened and his administration failed in their
\nobligation to prevent the violations of human rights including the
\nviolation of the Rights to life of the PDP’s Women Leader killed in Kogi
\nState.By becoming parties to international treaties, States including
\nNigeria, assume obligations and duties under international law to
\nrespect, protect and fulfil human rights for all persons within their
\nterritory or jurisdiction, without discrimination of any kind.Further,
\n“States, including all branches thereof, have the primary responsibility
\nfor the promotion and protection of all human rights, including the
\nprevention of human rights violations. Under these universal
\nobligations, the Nigerian government ought to have put mechanisms in
\nplace to prevent the burning to death of the Women Leader of People’s
\nDemocratic party in Kogi state and worst still, the Nigerian Police
\nForce had over 60,000 armed police operatives in Kogi state during the
\ngovernorship election but these armed security forces refused to prevent
\nthe atrocious burning to death of the opposition politician who was a
\nWomen Leader of People’s Democratic party “.<\/p>\n
Citing documents of the International Human Rights Council, HURIWA
\naffirmed that: “The obligations of States include the duty to protect
\nagainst human rights abuse by third parties, including private actors.
\nStates may breach their international human rights law obligations where
\nthey fail to take appropriate steps to prevent, investigate, punish and
\nredress private actors’ abuse like in the case of the Women Leader of
\nPeople’s Democratic party in Kogi state burnt to death by violent
\nfanatics of All Progressives Congress.\u00a0 \u200bThe obligation to prevent human
\nrights violations is expressly formulated in some treaties and has been
\naddressed more broadly in human rights treaty bodies’ General Comments
\nand reports, notably in relation to: the prevention of torture,
\ngenocide, mass atrocities, incitement to hatred, violent extremism, and
\nthe elimination of discrimination on particular grounds (such as
\nrace,religion or belief or sexual orientation(A\/HRC\/29\/23)) or with
\nregard to a particular group (such as women, persons with
\ndisabilitiesand minorities (A\/HRC\/28\/30, paras. 13\u201314); A\/69\/66)..
\nNigeria is a signatory to all these treaties.”<\/p>\n
HURIWA stated that the killing of the PDP’S\u00a0 Women leader took place
\nbecause the Nigerian State failed in its obligation to prevent such
\ncallous and heartless act of violence on an innocent citizen just as the
\nRights group reminded the Federal government that the consideration of
\nprevention of violation of these specific rights highlights some common
\nfeatures and approaches to prevention, including the identification of
\nrisk and mitigating factors, and the development of some practical
\ntools.<\/p>\n
“For example, the prevention of genocide, war crimes, ethnic cleansing
\nand crimes against humanity requires “sustained efforts to build the
\nresilience of societies to atrocity crimes by ensuring that the rule of
\nlaw is respected and that all human rights are protected, without
\ndiscrimination. Sadly, the sanctity of human life has over time under
\nthe current dispensation in Nigeria suffered grave violations with many
\ncitizens getting killed by armed non state actors and many others are
\nextra legally executed by state sponsored security forces and not a
\nsingle indicted person is prosecuted just like in the instant case of
\nthe Women Leader of People’s Democratic party in Kogi state”.<\/p>\n
HURIWA recalled that the Women Leader of Wada Aro Campaign Council,
\nOchadamu ward, Mrs. Acheju Abuh, was burnt alive in her home by
\nsuspected thugs.<\/p>\n
HURIWA said what happened was a hate crime and pure act of criminal
\nmurder because her killing was related to her political beliefs just as
\nshe was also the Women Leader for the campaign organisation of the
\nPeoples Democratic Party governorship candidate, Musa Wada, in the
