\nA commission that will be responsible for the activities and welfare of
\npeople living with disabilities in Nigeria will be established soon, the
\nFederal Government has announced. It said the commission would be the
\nnext action to be taken by the present administration with respect to
\nsupporting the PLWDs. The first action, it said, was the presidential
\nassent to the Discrimination Against Persons with Disability Prohibition
\nAct, 2018. The Minister of Humanitarian Affairs, Disaster Management and
\nSocial Development, Sadiya Farouq, disclosed this during the celebration
\nof the 2019 International Day for Persons with Disabilities in Abuja.<\/p>\n

Farouq said, \u201cThe establishment of a commission for people with
\ndisabilities is going to be my first document to be submitted to FEC
\n(Federal Executive Council). \u201cThe commission will be saddled with the
\nresponsibility of the day-to-day affairs and engagement of these persons
\nwith disabilities, and they are going to have budgets and programmes
\nthat the government is going to execute. It is an important commission
\nfor us as a government.\u201d \u201cRecall that the government of President
\nMuhammadu Buhari has just signed the Discrimination Against Persons with
\nDisability Prohibition Act. So this is one step which the government has
\ntaken and now the next step is for us to have that commission in
\nplace.\u201d<\/p>\n

The minister said the PLWDs would receive the support of the Federal
\nGovernment in whatever way they needed it, which was why five ministers
\nfrom different ministries attended the function to encourage Nigerians
\nliving with disabilities. \u201cThe significance of this celebration is for
\nthem (the PLWDs) to know that they are not left behind; rather they are
\nbeing carried along and are going to be supported in whatever way they
\nneed the government\u2019s support,\u201d Farouq stated. The Permanent
\nSecretary, Federal Ministry of Humanitarian Affairs, Disaster Management
\nand Social Development, Anna-Anetu Aliu, said over 27 million people in
\nNigeria were living with one form of disability or the other.<\/p>\n

When you talk about people with disabilities the picture that instantly
\ncomes in your mind are people with serious physical disabilities.
\nHowever, the term includes a lot more. According to the World Health
\nOrganization, this term includes all those who not only suffer PHYSICAL
\nDISABILITY but also disabilities that enforce activity limitations,
\nparticipation limitations and other FORMS OF IMPAIRMENT DISABILITIES.
\nPersonal growth impairments are also considered as disabilities. It is
\nimportant that you understand all these different aspects in order to
\nknow the importance of the situation.<\/p>\n

People with disabilities of such kinds which you cannot perceive with
\nyour eye also require special care and attention and also our attention.
\nYou need to understand the effect that these disabilities cause to the
\nperson suffering from them. Some of these disabilities might be from
\nbirth, however, you will surely come across various disability scenarios
\nwhere the person affected by the disability had either met with a recent
\naccident or has undergone some serious illness that has rendered the
\nperson with the disability.<\/p>\n

The ISSUES RELATED TO DISABILITY is not merely the fact that the person
\nis suffering from certain restraints in physical or mental or social
\naspects but it goes beyond this point in concern about the livelihood of
\nthe person affected with such disabilities. Governments and global
\norganizations like the WHO are trying to find the solution to help these
\npersons with the proper means of sustaining themselves.<\/p>\n

Disability is part of the human condition. Almost everyone will be
\ntemporarily or permanently impaired at some point in life, and those who
\nsurvive to old age will experience increasing difficulties in
\nfunctioning. Most extended families have a disabled member, and many
\nnon-disabled people take responsibility for supporting and caring for
\ntheir relatives and friends with disabilities. On the other hand,
\nDisability is complex, dynamic, multidimensional, and contested. The
\ntransition from an individual, medical perspective to a structural,
\nsocial perspective has been described as the shift from a \u201cmedical
\nmodel\u201d to a \u201csocial model\u201d in which people are viewed as being
\ndisabled by society rather than by their bodies. The medical model and
\nthe social model are often presented as dichotomous, but disability
\nshould be viewed neither as purely medical nor as purely social: persons
\nwith disabilities can often experience problems arising from their
\nhealth condition.<\/p>\n

According to the World Bank\u2019s World Report on Disability, about 25
\nmillion Nigerians have at least one disability, and 3.6 million
\nNigerians have very significant difficulty. Article 1 of Nigeria\u2019s
\nConvention on the Rights of Persons with Disabilities (CRPD) provides
\nthat, \u201cpersons with disabilities include those who have long-term
\nphysical, mental and intellectual or sensory impairments in which
\ninteractions with various barriers may hinder their full and effective
\nparticipation in society on an equal basis with others.\u201d Such barriers
\ninclude access to education, healthcare, public facilities, negative
\nstereotypes, dearth to public awareness and understanding of
\ndisabilities, and more. Indeed, the words of former Secretary-General of
\nthe United Nations Ban Ki-Moon that “education promotes equality and
\nbrings people out of poverty,\u201d ring true for both non-disabled and
\ndisabled citizens. Education will build the capacities of PWDs,
\nultimately reducing poverty and boosting prosperity, the World Bank\u2019s
\ntwin goals, and also re-echoes several of the 2030 Sustainable
\nDevelopment Goals.<\/p>\n

The World Health Organization (WHO) reported in a 29-country study in
\nAfrica that the foremost cause of disability was infectious disease. The
\nleading conditions included malaria, polio and leprosy, along with other
\ncommunicable diseases such as tuberculosis, trachoma, media, meningitis
\nand parasitic disease. The incidence of many of these communicable
\ndiseases has been greatly reduced in developed countries but they remain
\na significant cause of disability in LICs. The second major cause of
\ndisability was war, trauma or accidents (primarily road accidents). The
\nthird most common cause of disability was congenital and non-infectious
\ndiseases such as epilepsy. Other causes of disability include
\nmalnutrition due to vitamin A, iron and iodine deficiency and chronic
\nmedical conditions such as rheumatic diseases, stroke and diabetes. The
\nHIV\/AIDS epidemic has further contributed to the prevalence of
\ndisability because many people living with HIV develop different types
\nof impairments and functional limitations. The study found that chronic
\nconditions such as heart disease and diabetes are in large part
\noutpacing traditional public health targets such as malnutrition and
\nchildhood infectious diseases, Mental illness and low back pain are the
\nmost common causes of disability.<\/p>\n

Experts in the disability-related fields consider negative attitude as
\nthe greatest barriers to the field of education of special needs.
\nNegative attitudes towards the fields in terms of funding and political
\nwill to implement its policies, in turn, leads to negative attitudes to
\nits clients. Students with disabilities continue to face negative
\nattitudes and stereotypes in the education system. Lack of knowledge
\nabout and sensitivity to disability issues on the part of some
\neducators, staff and students can make it difficult for students with
\nspecial needs to access educational services equally with the so-called
\n\u2018normal\u2019. Until the government and our political leaders rise up and
\ncontinue to pay particular attention to their needs with an effort to
\nincrease their participation in community life, societal prejudices will
\ncontinue to abound. Inclusiveness of the field and persons with special
\nneeds will be greatly jeopardized except negative attitudes and
\nsegregation are ended. Attitudinal barriers can take the form of
\nmisconception, mythical beliefs and even labelling. Excessive exhibition
\nof these by society could lead to psychological and emotional burdens on
\npersons with special needs.<\/p>\n

More so, special needs education to cater for the physically challenged
\nexpects that barriers will be broken where:<\/p>\n

\u00b7 Health, education and social care are organised around the needs of
\nchildren and their families, with better information-sharing and
\nassessments leading to early intervention<\/p>\n

\u00b7 Persons with special needs having access to good quality childcare
\nand early year\u2019s provision in their local community.<\/p>\n

\u00b7 Schools with the skills and resources to enable them to take prompt
\naction to help children who are falling behind their classmates<\/p>\n

\u00b7 Special education teachers and early year\u2019s staff spend more time
\nsupporting early intervention and less time on special education-related
\npaperwork.<\/p>\n

\u00b7 Local authorities extend special needs education advice and support
\nservices to early years settings in developing the skills and awareness
\non issues related to disabilities.<\/p>\n

\u00b7 Government funding should be increased and disbursed appropriately to
\nschools to support early intervention and effective management of
\nresources, through practical guidance, expert advice and support<\/p>\n

\u00b7 Government cut bureaucracy on issues and decision affecting persons
\nwith special needs by helping them to focus on the essentials and make
\nbetter use of the available resources<\/p>\n

\u00b7 Legislative provisions to cater for the health, education, social
\nwelfare, removal of stigma, negative attitudes and other benefits that
\nwill enable social inclusion.<\/p>\n

The most challenges facing persons with Disabilities can be classified
\nthus,<\/p>\n

i)\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0They face challenges in accessing health services as
\nthey usually get humiliated by health providers, while health centres\u2019
\ninfrastructure pose obstacles for them to reach the areas<\/p>\n

ii)\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 There is gender imbalance of employment opportunities
\nto PWDs as men with disabilities are more employed than that of their
\ncounterparts and that the working environment is not friendly to PWDs.<\/p>\n

iii)\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0Persons with Disabilities face challenges as denial
\nof employment, economic marginalization. They are regarded as people who
\ncannot contribute to anything, are dependant and always wait to be
\nhelped.<\/p>\n

iv)\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0Lack of physical power. PWDs also lack physical energy
\nto fight sexual aggressors<\/p>\n

v)\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 Poverty. Most people with disabilities are poor so
\nthey look for money and get HIV\/AIDS in the process.<\/p>\n

vi)\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0Limited access to information. They are marginalized
\ngroups who are not easily reached by health information sites, for
\nexample, many people with disabilities do not have the opportunity to
\naccess where HIV\/AIDS discussion, blood screening and sensitization take
\nplace. In the same manner, they deliberately have unprotected sex with
\nthem.<\/p>\n

vii)\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0Wrong belief that women with disabilities are not
\nHIV\/AIDS infected. Some men tend to assume that women with disabilities
\nare less likely to have HIV\/AIDS and so involve them in sexual
\nrelations.<\/p>\n

Possible solutions The African states\u2019 including Nigerian governments
\nin cooperation with civil society are supposed to implement the
\nfollowing:<\/p>\n

1. Formulate and implement national policies, programmes and legislation
\nto promote the full and equal participation of persons with
\ndisabilities;<\/p>\n

2. Promote the participation of Persons with Disabilities in the process
\nof economic and social development;<\/p>\n

3. Promote the self-representation of People with Disabilities in all
\npublic decision-making structures;<\/p>\n

4. To enhance support services for disabled persons;<\/p>\n

5. Promote special measures for children, youth, women and elderly
\npersons with disabilities;<\/p>\n

6. Ensure and improve access to rehabilitation, education, training,
\nemployment, sports, the cultural and physical environment;<\/p>\n

7. To promote and protect disability rights as human rights;<\/p>\n

8. To support the development of and strengthen \u2018Disabled Persons\u2019
\norganizations;<\/p>\n

9. Mobilize resources.<\/p>\n

It is therefore expected that with commission for the physically
\nchallenged persons in place, it will go a very long way to more than
\never before bring their challenges to the fore and will assist in no
\nsmall measures in resolving them and making them live a more qualitative
\nlife.<\/p><\/div>\n<\/div>\n
