It said the commission would be the<br \/>\nnext action to be taken by the present administration with respect to<br \/>\nsupporting the PLWDs. The first action, it said, was the presidential<br \/>\nassent to the Discrimination Against Persons with Disability Prohibition<br \/>\nAct, 2018. The Minister of Humanitarian Affairs, Disaster Management and<br \/>\nSocial Development, Sadiya Farouq, disclosed this during the celebration<br \/>\nof the 2019 International Day for Persons with Disabilities in Abuja.<\/p>\n<p>Farouq said, \u201cThe establishment of a commission for people with<br \/>\ndisabilities is going to be my first document to be submitted to FEC<br \/>\n(Federal Executive Council). \u201cThe commission will be saddled with the<br \/>\nresponsibility of the day-to-day affairs and engagement of these persons<br \/>\nwith disabilities, and they are going to have budgets and programmes<br \/>\nthat the government is going to execute. It is an important commission<br \/>\nfor us as a government.\u201d \u201cRecall that the government of President<br \/>\nMuhammadu Buhari has just signed the Discrimination Against Persons with<br \/>\nDisability Prohibition Act. So this is one step which the government has<br \/>\ntaken and now the next step is for us to have that commission in<br \/>\nplace.\u201d<\/p>\n<p>The minister said the PLWDs would receive the support of the Federal<br \/>\nGovernment in whatever way they needed it, which was why five ministers<br \/>\nfrom different ministries attended the function to encourage Nigerians<br \/>\nliving with disabilities. \u201cThe significance of this celebration is for<br \/>\nthem (the PLWDs) to know that they are not left behind; rather they are<br \/>\nbeing carried along and are going to be supported in whatever way they<br \/>\nneed the government\u2019s support,\u201d Farouq stated. The Permanent<br \/>\nSecretary, Federal Ministry of Humanitarian Affairs, Disaster Management<br \/>\nand Social Development, Anna-Anetu Aliu, said over 27 million people in<br \/>\nNigeria were living with one form of disability or the other.<\/p>\n<p>When you talk about people with disabilities the picture that instantly<br \/>\ncomes in your mind are people with serious physical disabilities.<br \/>\nHowever, the term includes a lot more. According to the World Health<br \/>\nOrganization, this term includes all those who not only suffer PHYSICAL<br \/>\nDISABILITY but also disabilities that enforce activity limitations,<br \/>\nparticipation limitations and other FORMS OF IMPAIRMENT DISABILITIES.<br \/>\nPersonal growth impairments are also considered as disabilities. It is<br \/>\nimportant that you understand all these different aspects in order to<br \/>\nknow the importance of the situation.<\/p>\n<p>People with disabilities of such kinds which you cannot perceive with<br \/>\nyour eye also require special care and attention and also our attention.<br \/>\nYou need to understand the effect that these disabilities cause to the<br \/>\nperson suffering from them. Some of these disabilities might be from<br \/>\nbirth, however, you will surely come across various disability scenarios<br \/>\nwhere the person affected by the disability had either met with a recent<br \/>\naccident or has undergone some serious illness that has rendered the<br \/>\nperson with the disability.<\/p>\n<p>The ISSUES RELATED TO DISABILITY is not merely the fact that the person<br \/>\nis suffering from certain restraints in physical or mental or social<br \/>\naspects but it goes beyond this point in concern about the livelihood of<br \/>\nthe person affected with such disabilities. Governments and global<br \/>\norganizations like the WHO are trying to find the solution to help these<br \/>\npersons with the proper means of sustaining themselves.<\/p>\n<p>Disability is part of the human condition. Almost everyone will be<br \/>\ntemporarily or permanently impaired at some point in life, and those who<br \/>\nsurvive to old age will experience increasing difficulties in<br \/>\nfunctioning. Most extended families have a disabled member, and many<br \/>\nnon-disabled people take responsibility for supporting and caring for<br \/>\ntheir relatives and friends with disabilities. On the other hand,<br \/>\nDisability is complex, dynamic, multidimensional, and contested. The<br \/>\ntransition from an individual, medical perspective to a structural,<br \/>\nsocial perspective has been described as the shift from a \u201cmedical<br \/>\nmodel\u201d to a \u201csocial model\u201d in which people are viewed as being<br \/>\ndisabled by society rather than by their bodies. The medical model and<br \/>\nthe social model are often presented as dichotomous, but disability<br \/>\nshould be viewed neither as purely medical nor as purely social: persons<br \/>\nwith disabilities can often experience problems arising from their<br \/>\nhealth condition.<\/p>\n<p>According to the World Bank\u2019s World Report on Disability, about 25<br \/>\nmillion Nigerians have at least one disability, and 3.6 million<br \/>\nNigerians have very significant difficulty. Article 1 of Nigeria\u2019s<br \/>\nConvention on the Rights of Persons with Disabilities (CRPD) provides<br \/>\nthat, \u201cpersons with disabilities include those who have long-term<br \/>\nphysical, mental and intellectual or sensory impairments in which<br \/>\ninteractions with various barriers may hinder their full and effective<br \/>\nparticipation in society on an equal basis with others.\u201d Such barriers<br \/>\ninclude access to education, healthcare, public facilities, negative<br \/>\nstereotypes, dearth to public awareness and understanding of<br \/>\ndisabilities, and more. Indeed, the words of former Secretary-General of<br \/>\nthe United Nations Ban Ki-Moon that &#8220;education promotes equality and<br \/>\nbrings people out of poverty,\u201d ring true for both non-disabled and<br \/>\ndisabled citizens. Education will build the capacities of PWDs,<br \/>\nultimately reducing poverty and boosting prosperity, the World Bank\u2019s<br \/>\ntwin goals, and also re-echoes several of the 2030 Sustainable<br \/>\nDevelopment Goals.<\/p>\n<p>The World Health Organization (WHO) reported in a 29-country study in<br \/>\nAfrica that the foremost cause of disability was infectious disease. The<br \/>\nleading conditions included malaria, polio and leprosy, along with other<br \/>\ncommunicable diseases such as tuberculosis, trachoma, media, meningitis<br \/>\nand parasitic disease. The incidence of many of these communicable<br \/>\ndiseases has been greatly reduced in developed countries but they remain<br \/>\na significant cause of disability in LICs. The second major cause of<br \/>\ndisability was war, trauma or accidents (primarily road accidents). The<br \/>\nthird most common cause of disability was congenital and non-infectious<br \/>\ndiseases such as epilepsy. Other causes of disability include<br \/>\nmalnutrition due to vitamin A, iron and iodine deficiency and chronic<br \/>\nmedical conditions such as rheumatic diseases, stroke and diabetes. The<br \/>\nHIV\/AIDS epidemic has further contributed to the prevalence of<br \/>\ndisability because many people living with HIV develop different types<br \/>\nof impairments and functional limitations. The study found that chronic<br \/>\nconditions such as heart disease and diabetes are in large part<br \/>\noutpacing traditional public health targets such as malnutrition and<br \/>\nchildhood infectious diseases, Mental illness and low back pain are the<br \/>\nmost common causes of disability.<\/p>\n<p>Experts in the disability-related fields consider negative attitude as<br \/>\nthe greatest barriers to the field of education of special needs.<br \/>\nNegative attitudes towards the fields in terms of funding and political<br \/>\nwill to implement its policies, in turn, leads to negative attitudes to<br \/>\nits clients. Students with disabilities continue to face negative<br \/>\nattitudes and stereotypes in the education system. Lack of knowledge<br \/>\nabout and sensitivity to disability issues on the part of some<br \/>\neducators, staff and students can make it difficult for students with<br \/>\nspecial needs to access educational services equally with the so-called<br \/>\n\u2018normal\u2019. Until the government and our political leaders rise up and<br \/>\ncontinue to pay particular attention to their needs with an effort to<br \/>\nincrease their participation in community life, societal prejudices will<br \/>\ncontinue to abound. Inclusiveness of the field and persons with special<br \/>\nneeds will be greatly jeopardized except negative attitudes and<br \/>\nsegregation are ended. Attitudinal barriers can take the form of<br \/>\nmisconception, mythical beliefs and even labelling. Excessive exhibition<br \/>\nof these by society could lead to psychological and emotional burdens on<br \/>\npersons with special needs.<\/p>\n<p>More so, special needs education to cater for the physically challenged<br \/>\nexpects that barriers will be broken where:<\/p>\n<p>\u00b7 Health, education and social care are organised around the needs of<br \/>\nchildren and their families, with better information-sharing and<br \/>\nassessments leading to early intervention<\/p>\n<p>\u00b7 Persons with special needs having access to good quality childcare<br \/>\nand early year\u2019s provision in their local community.<\/p>\n<p>\u00b7 Schools with the skills and resources to enable them to take prompt<br \/>\naction to help children who are falling behind their classmates<\/p>\n<p>\u00b7 Special education teachers and early year\u2019s staff spend more time<br \/>\nsupporting early intervention and less time on special education-related<br \/>\npaperwork.<\/p>\n<p>\u00b7 Local authorities extend special needs education advice and support<br \/>\nservices to early years settings in developing the skills and awareness<br \/>\non issues related to disabilities.<\/p>\n<p>\u00b7 Government funding should be increased and disbursed appropriately to<br \/>\nschools to support early intervention and effective management of<br \/>\nresources, through practical guidance, expert advice and support<\/p>\n<p>\u00b7 Government cut bureaucracy on issues and decision affecting persons<br \/>\nwith special needs by helping them to focus on the essentials and make<br \/>\nbetter use of the available resources<\/p>\n<p>\u00b7 Legislative provisions to cater for the health, education, social<br \/>\nwelfare, removal of stigma, negative attitudes and other benefits that<br \/>\nwill enable social inclusion.<\/p>\n<p>The most challenges facing persons with Disabilities can be classified<br \/>\nthus,<\/p>\n<p>i)\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0They face challenges in accessing health services as<br \/>\nthey usually get humiliated by health providers, while health centres\u2019<br \/>\ninfrastructure pose obstacles for them to reach the areas<\/p>\n<p>ii)\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 There is gender imbalance of employment opportunities<br \/>\nto PWDs as men with disabilities are more employed than that of their<br \/>\ncounterparts and that the working environment is not friendly to PWDs.<\/p>\n<p>iii)\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0Persons with Disabilities face challenges as denial<br \/>\nof employment, economic marginalization. They are regarded as people who<br \/>\ncannot contribute to anything, are dependant and always wait to be<br \/>\nhelped.<\/p>\n<p>iv)\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0Lack of physical power. PWDs also lack physical energy<br \/>\nto fight sexual aggressors<\/p>\n<p>v)\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 Poverty. Most people with disabilities are poor so<br \/>\nthey look for money and get HIV\/AIDS in the process.<\/p>\n<p>vi)\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0Limited access to information. They are marginalized<br \/>\ngroups who are not easily reached by health information sites, for<br \/>\nexample, many people with disabilities do not have the opportunity to<br \/>\naccess where HIV\/AIDS discussion, blood screening and sensitization take<br \/>\nplace. In the same manner, they deliberately have unprotected sex with<br \/>\nthem.<\/p>\n<p>vii)\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0Wrong belief that women with disabilities are not<br \/>\nHIV\/AIDS infected. Some men tend to assume that women with disabilities<br \/>\nare less likely to have HIV\/AIDS and so involve them in sexual<br \/>\nrelations.<\/p>\n<p>Possible solutions The African states\u2019 including Nigerian governments<br \/>\nin cooperation with civil society are supposed to implement the<br \/>\nfollowing:<\/p>\n<p>1. Formulate and implement national policies, programmes and legislation<br \/>\nto promote the full and equal participation of persons with<br \/>\ndisabilities;<\/p>\n<p>2. Promote the participation of Persons with Disabilities in the process<br \/>\nof economic and social development;<\/p>\n<p>3. Promote the self-representation of People with Disabilities in all<br \/>\npublic decision-making structures;<\/p>\n<p>4. To enhance support services for disabled persons;<\/p>\n<p>5. Promote special measures for children, youth, women and elderly<br \/>\npersons with disabilities;<\/p>\n<p>6. Ensure and improve access to rehabilitation, education, training,<br \/>\nemployment, sports, the cultural and physical environment;<\/p>\n<p>7. To promote and protect disability rights as human rights;<\/p>\n<p>8. To support the development of and strengthen \u2018Disabled Persons\u2019<br \/>\norganizations;<\/p>\n<p>9.
