He told reporters<br \/>\nin Ilorin, yesterday that: \u201cThe request of President Muhammadu Buhari<br \/>\nin London for the extradition of alleged looters is just the beginning<br \/>\nof the fight against corruption in Nigeria. We are going to extradite<br \/>\nmore Nigerians to come and face trial in Nigeria. \u201cWe will bring back<br \/>\nall the looters who are hiding outside this country. The fight against<br \/>\ncorruption has just started I am telling you. It will be renewed this<br \/>\nyear. It is going to be vigorous.\u201d<\/p>\n<p>As far as the anti-corruption crusade is concerned, the PMB government<br \/>\nhas taken giant steps, with all seriousness to stamp out the menace from<br \/>\nthe body polity; in the same way, corruption is frantically fighting<br \/>\nback, under the guise of rule of law and democratic ethos. But there<br \/>\nmust be a concerted effort to decisively deal with corruption on all<br \/>\nfronts. Corruption is a persistent phenomenon in Nigeria. President<br \/>\nMuhammadu Buhari defined corruption as the greatest form of human right<br \/>\nviolation. Since the creation of modern public administration in the<br \/>\ncountry, there have been cases of official misuse of funds and<br \/>\nresources. The rise of public administration and the discovery of oil<br \/>\nand natural gas are two major events seen to have led to an increase in<br \/>\ncorrupt practices in the country. The government has aimed at containing<br \/>\ncorruption through the enactment of laws and the enforcement of<br \/>\nintegrity systems, but success has been slow. As at 2012, Nigeria is<br \/>\nestimated to have lost over $400 billion to corruption since<br \/>\nindependence.<\/p>\n<p>Corruption in Nigeria today is a hydra-headed monster that must be<br \/>\nproperly killed and buried. In a country like China, before anybody<br \/>\nthinks of stealing or misappropriating public funds, they would think<br \/>\ntwice, because the penalty for graft in China is a death sentence. China<br \/>\nhas reduced corruption to the barest minimum, and her economic fortunes<br \/>\nand dynamics are looking up, this is exactly what Nigeria should emulate<br \/>\nat this stage in her history and development. Nigeria can ill-afford to<br \/>\ntreat the issue of graft with kid gloves; every rent-seeking mentality<br \/>\nin the system must be blotted out. All forms of corruption, from<br \/>\neconomic to political, social, and electoral in both public and private<br \/>\nsectors must be fought vigorously to a standstill. Nigeria cannot be an<br \/>\nexception to the rule, we cannot continue to celebrate corruption, and<br \/>\nneither can corruption continue to be an acceptable way of life to us as<br \/>\na people, the best thing to do is to adhere strictly to international<br \/>\nbest practice on corruption by having zero tolerance for graft under any<br \/>\nguise. And, it should not be accommodated for any reason. Corruption has<br \/>\ndistorted a lot of things in the polity which must be corrected, at a<br \/>\ntime; Nigeria was a pariah nation that was ostracized amongst the comity<br \/>\nof nations just because of the issue of graft. Therefore, the<br \/>\nadministration of PMB should be applauded and not vilified for trying to<br \/>\nrid the polity of all rancid rot that stinks offensively.<\/p>\n<p>Corruption is a form of dishonest or unethical conduct by a person<br \/>\nentrusted with a position of authority, often to acquire personal<br \/>\nbenefits. Corruption may include many activities such as bribery and<br \/>\nembezzlement, use of powers by government officials for illegitimate<br \/>\nprivate gain, trading in influence; prebendalism etc. even, PMB insists<br \/>\nthat corruption is the greatest form of human right violation.<br \/>\nCorruption is efforts to secure wealth or power through illegal means<br \/>\nprivate gain at public expense; or a misuse of public power for private<br \/>\nbenefit, corruption also involves all forms of nepotism, favouritism,<br \/>\nconferring improper benefits on undeserving people, extortion etc,<br \/>\nhence, PMB has a lot to do to really sanitize the polity of all manners<br \/>\nof corruption, including but not limited to the public and private<br \/>\nsectors.<\/p>\n<p>Corruption wastes skills as precious time is often wasted to set up<br \/>\nunending committees to fight corruption. It also leads to aid forgone;<br \/>\nsome foreign donors do not give aid to corrupt nations. It leads to<br \/>\nsocial revolution, riots and violent take-over of governments.<br \/>\nCorruption causes a reduction in the quality of goods and services<br \/>\navailable to the public, as some companies cut corners to increase<br \/>\nprofit margins. Corruption affects investment, economic growth and<br \/>\ngovernment expenditure choices. Corruption discourages honest effort and<br \/>\nvaluable economic activities, and it breeds inefficiency and nepotism.<br \/>\nCorruption leads to information distortion, as it cooks the books and it<br \/>\nalso makes public policies ineffective. Corruption upsets ethnic balance<br \/>\nand exacerbates problems of national integration in developing<br \/>\ncountries, corruption is destructive of governmental structures and<br \/>\ncapacity, corruption can destroy the legitimacy of a government,<br \/>\ncorruption is inimical to growth and development, as it fosters poverty<br \/>\nand suffering on the generality of the people.<\/p>\n<p>There is no doubt whatsoever that PMB has an uphill task in cleansing<br \/>\nthe Augean stables in the country, and no meaningful development can<br \/>\neffectively take place without ridding the polity of graft. Therefore,<br \/>\nhe should be given all the assistance and support to clean up the mess<br \/>\nin the system. And, those that have erred by way of corruption should be<br \/>\nready to face the music squarely. It is so doing that the country can<br \/>\nreinvent its lost value systems and moral ethos. It is paramount that<br \/>\nPMB should be more determined and unwavering in the anti-corruption war,<br \/>\nthe war should not be one-sided, it must be all-encompassing, to include<br \/>\nmembers of his own political party, even his own inner circle of friends<br \/>\nand associates. This is because fighting corruption in Nigeria is like<br \/>\nfighting to regain the very soul of the country that has been stolen by<br \/>\n\u201cprofessional looters and rogues\u201d. Therefore, nothing must be spared<br \/>\nto accomplish this Herculean task.<\/p>\n<p>The way the anti-corruption war is going, there would be more startling<br \/>\nrevelations, that will blow our minds, but the outcome will make the<br \/>\neconomy better and the people will benefit more and more from recovered<br \/>\nthe loots. What PMB should now do, is to expand the scope of the<br \/>\nanti-corruption war, away from his personal conviction to a national<br \/>\npriority. It is for this reason, for instance, that he should carefully<br \/>\nexamine and reassess the conduct of the ministers as well as all other<br \/>\ncategories of public officials and deal with anyone found wanting.<\/p>\n<p>The President lamented that, while public sector corruption was the<br \/>\nusual focus, the private sector\u2019s complicity was equally significant,<br \/>\nsuch as when large multinational corporations engage in tax evasion or<br \/>\ntransfer pricing. He added that it was the complex web of public-private<br \/>\ncollusion and connivance that resulted in proceeds of corruption ending<br \/>\nup in foreign countries and especially in their financial institutions<br \/>\nand systems. He said: \u201cDismantling the conspiracies that facilitate<br \/>\nexport of stolen assets is probably as important as the theme of this<br \/>\nconference, \u201cPartnering towards Assets Recovery and Return.\u201d \u201cIt<br \/>\nunderscores the fact that fighting corruption is futile if we do not<br \/>\nensure that the proceeds of corruption find no safe haven. \u201cRecovering<br \/>\nstolen assets not only accomplishes the goal of restitution, it also<br \/>\nserves as a potential deterrent to future corruption. \u201cWe must insist<br \/>\nthat recovered stolen assets be returned to the country of origin,<br \/>\nwithout any preconditions, in line with Article 51 of the United Nations<br \/>\nConvention against Corruption, UNCAC. \u201cWe must provide adequate<br \/>\nresources to investigate, adequately equip operatives, protect their<br \/>\nfamilies, and protect whistleblowers and witnesses. \u201cLet me say to you<br \/>\nHeads of Anti-Corruption Agencies in Commonwealth Africa that you have<br \/>\nfound yourselves in roles that could change the destinies of your nation<br \/>\nif you deliver on your mandates. \u201cYou simply cannot afford to fail; on<br \/>\nour part as the Government of Nigeria, we are irrevocably committed to<br \/>\nthe fight against corruption.\u201d<\/p>\n<p>Corruption is too well-entrenched and organized in Nigeria to be easily<br \/>\ndislodged. To this end, PMB needs both local and international support<br \/>\nto stop corruption and consolidate on the gains, the present<br \/>\nadministration is already making; no doubt, PMB is on the right track<br \/>\nand he must be encouraged to do even more by all and sundry.<\/p>\n<p>If the challenge of corruption can be effectively curtailed by PMB, then<br \/>\nNigeria can take a giant step forward, towards genuine development and<br \/>\nhaving a country that we can all be proud of, the NOA has to up its ante<br \/>\nand be on top of its game, a situation where an elder has to financially<br \/>\ninduce a younger person before he\/she can carry out an assignment must<br \/>\nstop; the war against corruption should not be about PMB and his<br \/>\ngovernment alone; the public should own the crusade and speak out<br \/>\nagainst corruption, and our religious leaders should also help out in<br \/>\nthis regard, but a case whereby religious leaders openly carouse and<br \/>\nclandestinely flirt with those in power and seek for all kinds of<br \/>\npatronage; as well as benefit from the rent-seeking system, these<br \/>\nleaders would not have the moral authority to speak against corruption<br \/>\nbecause they have been beneficiaries of corruption. To this end, we must<br \/>\nall support the present administration in its efforts to truly move<br \/>\nNigeria forward and we must identify enemies of progress in our midst<br \/>\nthat must be dealt with by the law courts.
