Christian faith, the West African terrorist group made sure to post a
\ngrisly video of the execution to sow fear and to trumpet its war on
\nChristianity.<\/p>\n

Westerners were shocked by similar execution videos \u2013 featuring the
\nbeheadings of \u201cinfidels\u201d ranging from Western journalists to Christians
\nand Shiite Muslims \u2013 posted by the Islamic State as it rose up over a
\nhalf-decade ago. But the horrifying tactics employed by Islamist
\nterrorist groups like ISIS and Boko Haram have faded recently from the
\nheadlines.<\/p>\n

Yet Nigerian Christians and their advocates in the United States,
\nincluding religious freedom organizations and members of Congress, say
\nBoko Haram\u2019s beheading of Pastor Lawan Andimi in January was just one
\nterrible moment in a spreading and intensifying war on Christians in
\nNigeria and other parts of West Africa.<\/p>\n

\u201cThe violence against Nigeria\u2019s Christians is increasing and it is
\nintensifying. The forces behind this horrific violence are uniting to
\nraise the flag of the caliphate as they kill, sack villages, and burn
\nchurches,\u201d says Stephen Enada, a Nigerian Baptist minister who is also a
\nco-founder of the International Committee on Nigeria (ICON).<\/p>\n

\u201cEvery day it is mothers and babies, farmers and pastors, who are losing
\ntheir lives and being displaced, and mostly it goes unnoticed by the
\nworld,\u201d he adds. But \u201cunless this destabilizing violence is addressed by
\nthe international community, it will have grave consequences for
\nNigeria, for Africa, and for the world.\u201d<\/p>\n

In an effort to rouse the world to attention, Mr. Enada\u2019s ICON joined
\nwith other religious-freedom and human rights organizations last week to
\nlaunch a \u201cSilentSlaughterNigeria\u201d campaign focused on Nigeria\u2019s besieged
\nChristians.<\/p>\n

Avoiding a genocide<\/p>\n

The new campaign \u2013 which earned Mr. Enada and an entourage of
\nhigh-profile U.S. religious-freedom advocates a few minutes Wednesday
\nwith Secretary of State Mike Pompeo, an evangelical Christian \u2013 has both
\na policy objective it aims to reach and hopes of helping the world avoid
\nanother stain on the global conscience.<\/p>\n

One point to the \u201cSilent Slaughter\u201d campaign is to raise U.S. and global
\nawareness about Nigeria in the same way the \u201cSave Darfur\u201d campaign
\nsuccessfully focused world attention on Sudan\u2019s ethnic-cleansing and war
\non the non-Arab population (including Christians) in Darfur. That
\nconflict would ultimately be declared a genocide.<\/p>\n

Some human rights and religious freedom organizations are ready to
\ndeclare the killings in Nigeria a genocide. Over the last five years an
\nestimated 7,000 Nigerian Christians have been murdered in a country
\nwhere just under half of the population of 200 million is Christian.<\/p>\n

Christians are not the only or even the primary victims of the Islamist
\nextremists\u2019 war in northeast Nigeria. Over the decade that Boko Haram
\nhas terrorized the region, more than 50,000 Nigerians, mostly Muslims
\nrefusing the terror group\u2019s version of their faith, have been murdered,
\nwith more than 2 million displaced. Still, as in the case of Darfur, it
\nis primarily the killings of Christians that is raising alarms in
\nWashington.<\/p>\n

Experts say the pace of killings of Christians has increased, with more
\nthan 350 dying in violence so far this year \u2013 primarily in the country\u2019s
\nnortheast. There Boko Haram, a nascent branch of ISIS, and indigenous
\nFulani militants are uniting in their common cause of ridding Nigeria\u2019s
\nnorth and \u201cMiddle Belt\u201d of \u201cinfidel\u201d Christians.<\/p>\n

What Mr. Enada and other advocates of Nigeria\u2019s Christians say they want
\nto help the world avoid is another genocide on the order of what
\noccurred with little global response in Rwanda in 1994. Over a period of
\njust 100 days, more than 800,000 Rwandan Tutsis were slaughtered at the
\nhands of the country\u2019s majority Hutus.<\/p>\n

Bill Clinton says failing to stop the Rwanda genocide remains the
\nbiggest regret of his presidency.<\/p>\n

Waning U.S. interest in Africa?<\/p>\n

Still, even some experts who acknowledge an uptick in recent attacks on
\nChristians caution that the violence in northeast Nigeria should not be
\nseen as uniquely focused on Christians or as a monolithic campaign to
\ncleanse the region of its Christian population.<\/p>\n

\u201cMy impression us that everything the Christians are facing is happening
\nin a context of a lot of violence that is not particularly targeted at
\nChristians,\u201d says Emily Estelle, research manager at the American
\nEnterprise Institute\u2019s Critical Threats Project.<\/p>\n

\u201cChristians are certainly not the sole focus of [these groups] operating
\nin West Africa,\u201d she adds, \u201cbut they can get caught up in the efforts of
\none group to differentiate itself from another.\u201d She notes, for example,
\nthat for a time ISIS West Africa sought to differentiate itself from
\nBoko Haram, which was primarily targeting Muslim communities that
\nrefused its ideology, by \u201ctargeting Christian populations rather than
\nMuslim populations.\u201d<\/p>\n

The \u201cSilentSlaughter\u201d campaign might seem to face difficult odds, as it
\ncomes at a moment of rising global fatigue over humanitarian crises
\nranging from Syria\u2019s horrific civil war to worldwide refugee numbers not
\nseen since World War II.<\/p>\n

Moreover, the U.S. shows signs of losing interest in Africa, with the
\nTrump administration mulling a drawdown of the counterterrorism forces
\nit maintains in Africa in favor of beefing up forces in Asia as part of
\nthe administration\u2019s strategy for confronting China in the Indo-Pacific
\nregion.<\/p>\n

On the other hand, advocates for Nigeria\u2019s Christians say they hope to
\ntap into the Trump administration\u2019s interest in religious-freedom issues
\nand the high placement in the administration of a number of evangelical
\nChristians \u2013 from Secretary Pompeo to Vice President Mike Pence \u2013 to get
\naction on Nigeria\u2019s struggle with extremism.<\/p>\n

\u201cWe have in the administration of President Donald Trump an
\nadministration that is unparalleled in its commitment to religious
\nfreedom,\u201d says Tony Perkins, president of the Family Research Council, a
\nWashington-based fundamentalist policy advocacy group.<\/p>\n

\u201cI\u2019m encouraged to see the Trump administration has designated Nigeria a
\ncountry of particular concern,\u201d he adds. But he lists the accelerating
\nviolence, the weekly torching of churches, and the rising displacement
\nof Christian families, and says more must be done.<\/p>\n

\u201cThis crisis has the potential to affect the entire African continent
\nand Europe,\u201d particularly if the flow of refugees out of Nigeria
\naccelerates, Mr. Perkins says. \u201cWe don\u2019t want to look back a decade from
\nnow and regret that we allowed another Rwanda.\u201d<\/p>\n

\u201cMessage to the world\u201d<\/p>\n

One thing advocates for Nigeria\u2019s Christians are pushing for is
\ndesignation of a White House special envoy to focus on the issue \u2013
\nsomeone whose job it would be to press the Nigerian government for a
\ncoordinated effort to stem the violence and to drum up international
\nsupport for action.<\/p>\n

\u201cI look back at when President [George W.] Bush appointed John Danforth
\nhis special envoy on Darfur, he did it from the Rose Garden with
\nSecretary [of State Colin] Powell at his side,\u201d says Frank Wolf, a
\nformer member of Congress from Virginia who focused on religious freedom
\nand human rights issues over his time in office.<\/p>\n

\u201cThat sent a message to the world\u201d about the priority the American
\npresident put on the issue, adds Mr. Wolf, who remains active in human
\nrights issues in retirement. \u201cRight now the world is relatively silent
\non this crisis, but I think a special envoy for Nigeria and the Lake
\nChad region would do a lot to put it on the world\u2019s agenda.\u201d<\/p>\n

ICON\u2019s president Mr. Enada says Americans who might remember the black
\nflag of the ISIS caliphate rising over parts of Syria and Iraq in 2014
\nshould know that already that same flag flies over more than a dozen
\nmunicipalities in northeast Nigeria.<\/p>\n

\u201cThat flag represents terrible things for the Christians who used to
\nlive there,\u201d he says. \u201cBut it should also be a warning to people outside
\nof Nigeria who could be affected by these groups establishing a base
\nfrom which they operate.\u201d<\/p>\n
