Ex-Militants have told the Federal Government of Nigeria that the
\nplanned bombing of oil installations in the Niger Delta region would
\nfurther plunge the country into an untold economy hardship, if urgent
\nsteps are not taken to address concerns.<\/p>\n

A faction of the Reformed Niger Delta Avengers and others, had
\nthreatened to resume bombing of oil installations in protest of the
\ndelay in the appointment of a substantive Coordinator of the
\nPresidential Amnesty Program, PAP, after the suspension of Prof Charles
\nDokubo, who headed the agency.<\/p>\n

Dokubo is currently under probe by a committee set up by the office of
\nthe National Security Adviser, NSA, for financial fraud.<\/p>\n

A statement from the Ex-Militants, signed by Comrade Doukeme Benatari,
\nwarned the Federal Government not to return the country to the
\nPre-Amnesty era.<\/p>\n

\u201cEx-Militants from the Nine Niger Delta states have raised concerns over
\nthe imminent threats to Oil Facilities and Oil Pipelines by factions of
\nthe Reformed Niger Delta Avengers and other Militant groups due to the
\nFederal Government’s delay in appointing a new Coordinator for the
\nPresidential Amnesty Programme (PAP) from the Ijaw Ethic Nationality in
\nNiger Delta region.<\/p>\n

\u201cThe Ex-Militants call on President Muhammadu Buhari and the National
\nSecurity Adviser Maj. Gen. Babagana Muhammed Monguno (rtd.) to urgently
\nappoint a new Coordinator for the Presidential Amnesty Programme (PAP)
\nfrom the Ijaw Ethic Nationality in Niger Delta region.<\/p>\n

\u201cThe Ex-Militants warned the Federal Government that this is not the
\ntime to play politics with the lifeline of the nation’s economy given
\nthe raging oil wars between Russia and Saudi Arabia and the Corona-Virus
\ndisaster that have caused oil prices to plunge and destroying the
\nworld’s economy. They warned the Federal Government not to return the
\ncountry to the Pre-Amnesty era when Nigeria barely produced one million
\nbarrels of oil per day.\u201d<\/p>\n

They lamented that no Southerner is currently employed at the North East
\nDevelopment Commission (NEDC) as a Receptionist or as a Director, and
\nconsiders it a great insult to the people of Niger Delta region for
\nPresident Buhari to appoint only Northerners as members of the new Niger
\nDelta Amnesty Committee setup by\u00a0the National Security Adviser Maj. Gen.
\nBabagana Muhammed Monguno (rtd.) to pilot the affairs of the Amnesty
\nprogramme.<\/p>\n

The Ex-Militants noted that thousands of Niger Delta students are
\nstranded and are suffering in universities across the country due to the
\nnon-payment of their tuition fees and living expenses.<\/p>\n

They explained that by conducting an investigation on the use of
\nprevious Amnesty funds does not mean that the lives of thousands of
\nAmnesty beneficiaries must be placed on hold.<\/p>\n

They argue that the Amnesty Committee investigating the program and
\ncurrently situated at the Office of the National Security Adviser led by
\nA. A. Lawal, can operate simultaneously along with a new Amnesty
\nCoordinator.
\n\u201dThe investigators should focus on their investigations which they
\nstarted in 2019 at the NSA’s office while the new Amnesty Coordinator
\nwill focus on the daily operations of the Amnesty Programme to serve the
\nNiger Delta people.”<\/p>\n

They called on President Buhari to be decisive and not to allow his
\nappointees play politics with the Amnesty Programme by urgently
\nappointing a new Amnesty Coordinator to avoid giving rallying and
\nfighting causes to factions of the Reformed Niger Delta Avengers and
\nother Militant groups that are bent on destroying Oil Facilities and Oil
\nPipelines which will curb the nation’s oil production and revenue during
\nthese difficult period.<\/p>\n
