And God continues to thrust on<br \/>\nhis laps assignments that require experience, hard work, commitment and<br \/>\ntact to accomplish.\u00a0 Over the years, he had successfully honchoed some<br \/>\nflagship responsibilities both in the private and public sectors. His<br \/>\nposition as a member of Nigeria\u2019s Federal Executive Council (FEC)<br \/>\nlends credence and validation to his profile in hard work. In addition<br \/>\nto hard work is the factor of providence. Welcome to the world of Prince<br \/>\nClem Ikanade Agba, minister of state for budget and national planning,<br \/>\nwho takes time off on Saturday, March 28, 2020, to unwind on the<br \/>\noccasion of his 56th birthday.<\/p>\n<p>Even if the occasion is low-key, in consideration of the COVID-19 global<br \/>\npandemic, it will, nevertheless, serve as a good break to his daily<br \/>\nroutine of immersing himself in files to ensure that his table is<br \/>\ncleared and official processes are not slowed down.\u00a0 It is<br \/>\ncharacteristic of Prince Clem to take home unfinished work or pending<br \/>\nfiles to ensure that all issues are dealt with expeditiously.\u00a0 Most<br \/>\ntimes, even after a long overseas trip, he still resumes work the same<br \/>\nday while in some other times, he ensures he catches the last flights<br \/>\njust to attend to official matters.<\/p>\n<p>Brilliant, charismatic, disciplined, sound worker, proactive,<br \/>\nresult-oriented in every human endeavor, the first test of his resilient<br \/>\nspirit was the expeditious passage of the 2020 budget.\u00a0 On assumption of<br \/>\noffice in August 2019, he was evangelical about the desire of the<br \/>\nFederal Government to return Nigeria to the January to December budget<br \/>\ncycle for better planning, performance and resource allocations. Working<br \/>\nhand-in-hand with his sister and colleague, Minister of Finance, Budget<br \/>\nand National Planning, Mrs Zaynab Shamsuna Ahmed, as well as synergizing<br \/>\nwith the federal legislators, the 2020 budget was passed, signed into<br \/>\nlaw by President Muhammadu Buhari and became operational from January<br \/>\n2020, thus ending the plethora of hitherto haphazard budget cycles since<br \/>\n1999.<\/p>\n<p>The certainty of the budget cycle enables states and local governments<br \/>\nto plan as well. Furthermore, it assists Official Development Assistance<br \/>\n(ODA) to align programmes and support to Nigeria\u2019s priority areas.<br \/>\nSignificantly, deploying little resources in achieving more is Clem\u2019s<br \/>\nessential philosophy since assumption of office as Minister of State for<br \/>\nBudget and National Planning.\u00a0 How to get value for money expended by<br \/>\ngovernment, with the reduction or elimination of leakages, is his<br \/>\npreoccupation. To achieve this, he is sharply focused on strengthening<br \/>\nthe monitoring and evaluation capacity of the Federal Government to<br \/>\nenhance efficiency and effectiveness of service and project delivery.<br \/>\nThis is one area about which Prince Clem is very passionate.<\/p>\n<p>It is therefore also not surprising how quickly he is working with his<br \/>\nother colleagues to develop short and medium-term strategies\/programmes<br \/>\nto navigate the current resource\/revenue challenge due to the slump in<br \/>\noil prices from the benchmark of $57 per barrel to -$30 per barrel. He<br \/>\nis optimistic that government will deliver critical priority services<br \/>\nand projects even with the limited resources once leakages have been<br \/>\neliminated and efficiency\/effectiveness enhanced.<\/p>\n<p>Clem also swung into action in assessing and developing short, medium<br \/>\nand long-term programmes of rehabilitating and enhancing the quality and<br \/>\nperformance of the parastatals under his leadership: National Bureau of<br \/>\nStatistics (NBS), Nigeria Institute of Social and Economic Research<br \/>\n(NISER), Center for Management Development (CMD) and the Budget Office<br \/>\nof the Federation (BOF). These programmes included improved funding,<br \/>\nrehabilitation of dilapidated facilities, building and enhancing the<br \/>\norganizational capacity of the various organizations, among other<br \/>\nthings. He recently toured most of these facilities, held town hall<br \/>\nmeetings with the leadership and staff members to collate, synthesize<br \/>\nand prioritize their issues. This is a demonstration of servant<br \/>\nleadership.<\/p>\n<p>Furthermore, within such a short time since assuming office, Clem also<br \/>\nchampioned the Nigeria Road Safety Strategy (NRSS) II (2019-2023). This<br \/>\nis an integrated road safety strategy anchored on the five pillars of<br \/>\nthe United Nations\u2019 decade of actions, namely: effective road safety<br \/>\nmanagement, safer roads, safe vehicles, safer road users and post-crash<br \/>\ncare response. He provided support and input to the development of the<br \/>\nstrategy and also chaired the technical session of all the relevant<br \/>\nstakeholders in the transportation field at a close out workshop<br \/>\nrecently in Abuja. His performance and knowledge of the issues and<br \/>\nstrategies at the session were outstanding even to the amazement of<br \/>\nstakeholders and participants.\u00a0 At the workshop, Clem asserted that<br \/>\nalthough the country had made tremendous commitments and progress in the<br \/>\nimplementation of the first edition of the Nigeria Road Safety Strategy<br \/>\n(2014-2018), \u201ceach road death leaves families and friends bereaved<br \/>\nwith its own particular story, pain and misery.\u201d<\/p>\n<p>A team player and an advocate of \u201cpower of one team\u201d for better<br \/>\nresult., Clem has continued to strengthen executive\/legislative<br \/>\ncollaboration. He recently facilitated and participated actively in a<br \/>\ntwo-day retreat\/workshop on the budget process for both the National<br \/>\nAssembly (NASS)\/ Budget office of the Federation where he championed the<br \/>\nimperative for one team in the development and execution of budget to<br \/>\nachieve critical priority goals.\u00a0 It was also an opportunity for him to<br \/>\ncontinue to canvass an effective and efficient utilization of revenues<br \/>\nand prioritization of various critical projects in identified key areas.<br \/>\nAccording to him, \u201cwe are currently too thinned out, i.e. we spread<br \/>\nout our little resources in so many areas with little or no project<br \/>\ndelivered. Through such collaborations, we can all agree on priority<br \/>\nprojects and provide adequate funding to deliver them for the good of<br \/>\nthe people instead of having uncompleted projects all over the<br \/>\nplaces.\u201d<\/p>\n<p>Clem is saddled with the responsibility of providing leadership in the<br \/>\npreparation of a Medium-Term National Development Plan (MTNDP) 2021-2025<br \/>\nand a Long-Term Plan called \u201cNigeria Agenda 2050\u201d (Perspective plan)<br \/>\nto replace the two plans that will be expiring at the end of this year<br \/>\n(2020), to wit: the Economic Recovery and Growth Plan (ERGP) 2017-2020<br \/>\nand Nigeria Vision 20:2020.<\/p>\n<p>Considering his background as a consummate professional with over 30<br \/>\nyears in the private sector, his achievements within such a short time<br \/>\nwere not surprising. To be sure, he spent 29 of those years working for<br \/>\nChevron, a high-class multinational oil and gas company operating all<br \/>\nover the world. Due to his distinctive performance in Chevron Nigeria,<br \/>\nClem was seconded to Chevron Oil Corporation in Houston in 1996 to<br \/>\nshowcase his expertise in Shipping. In the year 2006, he was again<br \/>\ncalled upon to deliver another top-class performance in Chevroil Tengiz<br \/>\nKazakhstan, to run and manage a massive logistic chain with over 1600<br \/>\npeople.<\/p>\n<p>As soon as Clem was brought back to Nigeria by Chevron for a higher<br \/>\nresponsibility, he was called upon in 2009 by Edo State government to<br \/>\nserve as Commissioner under Comrade Governor, Adams Aliyu Oshiomhole. He<br \/>\njoined the Rescue Team that took Edo State to an enviable height in<br \/>\ngovernance and development. He served as commissioner for about seven<br \/>\nyears at various ministries such as Environment and Public Utilities;<br \/>\nand, Lands, Survey &amp; Housing. As usual, he displayed strong leadership<br \/>\nand initiated fundamental reforms in the various ministries such as the<br \/>\nsetup of the Edo State Geographic Information Services (EGIS). He was a<br \/>\nmember of Edo State Economic Team and Chairman of Edo State Tenders<br \/>\nBoard (2009-2012). In line with the Governor\u2019s vision, Clem championed<br \/>\nthe urban renewal and drainage infrastructure drive as well as the<br \/>\nsustainable forest re-generation initiatives of the administration.\u00a0 He<br \/>\nwas also pivotal to the solution to Edo State flood and erosion<br \/>\nchallenge.<\/p>\n<p>Recipient of many awards in both professional, social and community<br \/>\nservices among which are National Award of Excellence in Leadership,<br \/>\nSave the Ozone Award of Excellence in Environmental Management;<br \/>\nDiversity Ambassador of Chevron Corporation; Recognitions and awards<br \/>\nfrom the Uneme National Development Union, among many others, Clem was<br \/>\nborn to the family of His Royal Highness, Pius Kadiri Ikanade Agba- the<br \/>\nOliola of Uzanu.\u00a0 A well-educated technocrat, he has two Masters Degrees<br \/>\nin Business Administration, one from the University of Benin, Benin-City<br \/>\nwith specialization in Management and the other from Arizona State<br \/>\nUniversity, Tempe, Arizona, the USA with specialization in Supply Chain<br \/>\nManagement. He obtained a B.Sc Economics degree in 1985 from Bendel<br \/>\nState University, now Ambrose Alli University, Ekpoma.<\/p>\n<p>He is married to Princess Catherine of the Obaseki royal family of Benin<br \/>\nKingdom.\u00a0 They are blessed with four lovely boys. Although they would<br \/>\nhave loved to have a lovely girl, they had to stop at four boys in dread<br \/>\nof his grandma\u2019s assertion that he would have nine boys first before a<br \/>\ngirl.
