IGP Mohammed Adamu for surreptitious removal of Rivers state
\ncommissioner of police Dandaura Mustapha:<\/p>\n

“The seemingly unending violent robberies that have characterized the
\nnearly Month-long lockdown ordered by President Muhammadu Buhari to
\ncontain the rampaging Covid-19 disease in Nigeria are certainly some of
\nthe most disturbing human rights violations that the Federal Government
\nof Nigeria must not just be seen to be combating through mere newspaper
\npropaganda but must be confronted heavily with every intelligence-les
\ncrime fighting might that is available to the Armed forces of the
\nFederal Republic of Nigeria”.<\/p>\n

With the above summation, the Prominent Civil Rights Advocacy group-:
\nHUMAN RIGHTS WRITERS ASSOCIATION OF NIGERIA (HURIWA) has challenged
\nPresident Muhammadu Buhari to address this emerging violence in parts of
\nLagos, Ogun and other States with a view to activating effective and
\nefficient crimes fighting mechanisms including the setting up of a joint
\nmilitary; para-military and Police taskforces to be coordinated by the
\noffice of the Chief of Defence Staff to immediately stamp out these
\narmed marauders who have made living very intoleranly harsh in those
\naforementioned States under total curfew.<\/p>\n

HURIWA has also in a related development condemned the reckless
\nredeployment of the Rivers State’s COMMISSIONER of Police Mustspha
\nDandaura by the Inspector General of Police Mohammed Adamu after a week
\nthat the Aviation minister and Cousin of President Muhammadu Buhari in
\nthe person of\u00a0 Senator Hadi Sirika carpeted the Police chief for
\nagreeing to enforce a state-wide curfew in Rivers State by Governor
\nNyesom Wike which culminated in the arrest, detention and prosecution in
\nthe Rivers State’s High court of two Pilots of Caverton Helicopters by
\nthe Rivers State Government for flouting the executive order issued
\nlawfully by Governor Nyesom Wike which had imposed restrictions of
\nmovements\u00a0 into Rivers State.<\/p>\n

HURIWA in the Statement has tasked the Inspector General of Police
\nMohammed Adamu to speak on another allegation that the then Rivers
\nState’s Police Commissioner reputed as one of the best Crime fighting
\ncops in the Country was redeployed because he allegedly refused to
\ncapitulate to the political pressures from powerful politicians with
\nconnections to the powers that be in the nation’s capital to release one
\nMr. Adamu Musa an alleged member of a gang of kidnappers that reportedly
\nassassinated former Rivers State’s governorship Candidate Mr. Soalabo
\nWest last month. ” We learnt from the grapevine that pressure mounted
\nunsuccessfully on the now redeployed Police Commissioner Mustapha
\nDandaura to free his “Kinsman the SUSPECTED kidnapper and alleged Killer
\nAdamu Musa”.<\/p>\n

HURIWA lamented that the cocktails of allegations against the Inspector
\nGeneral of Police Mohammed Adamu on his inexplicable removal of the
\nRivers State’s COMMISSIONER of Police Mustapha Dandaura who was doing so
\nwell and who has successfilly cracked many complex crimes including the
\narrest of the dreaded serial killer of dozens of women Mr. Gracious
\nDavid West and has successfully destroyed several feared armed
\nkidnapping gangsters has come at a time that the police Inspector
\nGeneral of Police has failed to prosecute the hundreds of kidnappers the
\npolice parades in the media for msny months.<\/p>\n

Also in the words of the RIGHT’S promotion and protection platform
\n(HURIWA), it is unfortunate that under the current Inspector General of
\nPolice Mohammed Adamu hundreds of armed Fulani herdsmen and kidnappers
\nhave been reportedly arrested and paraded before the media and soon
\nafter the nation continues to witness armed kidnappings by armed Fulani
\nherdsmen and other armed groups just as HURIWA carpeted the Police chief
\nfor not accounting to the people of Nigeria on the exact status and
\nwhereabouts of these deadly mass killers that his office frequently
\nparaded without any meaningful or constructive prosecution both by him
\nand the Federal Attorney General and minister of justice Alhaji Abubakar
\nMalami (SAN).<\/p>\n

“The allegation that the former police crime fighting chief Mustapha
\nDandaura was sacrificed on the alter of prebendalism and Ethnic politics
\nand for resisting pressure to release a suspected murderer is a very
\nserious charge that must be looked at holistically and addressed
\ntransparently because it is unnatural that a commissioner of police who
\nis performing optimally well to combat violent crimes and criminality
\ncan just\u00a0 be uprooted from his beat and relegated to the office task of
\nthe provost of Police. What will he be doing there as provost of Police?
\nWill he go after criminals in police uniform or what and why is this
\nposting happening at this time of health emergency that all hands need
\nto be on deck? Is the Inspector General of Police creating the
\nimpression that commissioners of police should not implement lawful
\norders made by state governors for the maintenance of law and order in
\ntheir states of posting? This removal to put it mildly is a huge
\nPOLITICAL miscalculation that has thrown up the issue of how so well
\ncommitted is the federal police ready to work for the public good of the
\n36 states of the Federation independent of party politics of ABUJA or
\nthe cabinet of President Muhammadu Buhari”.<\/p>\n

HURIWA said: ” It is a widely reported facts with wide ranging evidence
\nand eye witnessess that just barely a week into the lockdown order
\ndeclared in Ogun, Lagos and the Federal Capital Territory, Abuja, on
\nMarch 29 by the President,\u00a0 Muhammadu Buhari (retd.), that it has become
\napparent that the Nigerian Police Force and even the Department of
\nStates Services (DSS)\u00a0 are not in anyway prepared or adequately deployed
\nto maintain law and order and infact the primary ingredient of
\nmaintenance of law and order in the twenty First century has to do with
\nthe CONSTITUTIONALLY mandated and obligated duty of providing security
\nto life and property of the Citizens.”<\/p>\n

“We then ask why the President Muhammadu Buhari-led administration would
\ndeclare a total lockdown for law abiding Nigerians and never envisaged
\nthe possibility and inevitability of the grave risks posed to the lives
\nof Nigerians by armed robbers and other armed marauders including armed
\nFulani herdsmen who are now terrorizing Mbaise in Imo State, parts of
\nDelta and PLATEAU States? Why subject Nigerians observing the curfew to
\nthe\u00a0 \u00a0harsh realities of having to stay away from work but to
\ncontinuously being attacked viciously by all sorts of armed hoodlums? We
\nhave received dozens of save our souls calls from distressed Nigerians
\nunder violent robbery attacks in many areas of Lagos state”.<\/p>\n

HURIWA said it was worried that some victims of the robberies were
\nactually sent a notice by the armed hoodlums and wondered why the armed
\nsecurity forces trained and equipped to combat violent crimes are
\nusually no where to be found when these violent crimes are going on even
\nto the ridiculous extent that the robbers robbed Nigerians with POS and
\ncould spend several hours without the arrival of the armed police.<\/p>\n

The Rights group HURIWA said the best panacea is for the President to
\nhave constituted or to now constitute a Special joint security task
\nforces under the command and control of the nation’s\u00a0 Chief of Defence
\nstaff to coordinate a wide and effective fight against these armed
\nmarauders terrorizing Nigerians who are observing the COVID-19 LOCKDOWN.<\/p>\n

” HURIWA strongly believes that the Nigerian Police Force has become too
\nPOLITICALLY DILUTED and have lost their professional soul to COMBAT
\narmed marauders. The President must think out of the box and come up
\nwith a quick win mechanism to nip in the bud these cases of armed
\nviolent attacks against the Nigerian citizens. The President needs to
\nset up special taskforce composed of all armed security forces to comb
\nthe streets and eradicate these armed marauders terrorizing Nigerians
\nwho are observing the compulsory lockdown.\u00a0 Alternatively, the Lagos and
\nogun State governments should set up armed vigilantees to check these
\nacts of violent criminality”.<\/p>\n

Speaking on the redeployment of the Rivers State’s COMMISSIONER of
\nPolice Mustapha Dandaura by the Inspector-General of Police, Mohammed
\nAdamu, HURIWA condemned it as unprofessional, cowardly and a bad
\ndevelopment for constitutional democracy.<\/p>\n

HURIWA recalled that according to a statement by Force Spokesman, DCP
\nFrank Mba, the Inspector General of Police ordered the posting and
\nredeployment of three senior Police Officers to different commands,
\nformation and departments just as while the former CP of Rivers State,
\nDandaura Mustapha was made Provost of the Force Headquarters in Abuja,
\nhe was replaced by CP Joseph Gobum Mukan even as the third officer who
\nwas redeployed was CP Musa Adze, who is to become Commissioner of P
\nolice Anti-Fraud unit.<\/p>\n

HURIWA however dismissed the hurriedly packaged redeployment of two
\nother senior figures of the Nigerian Police Force as a mere subterfuge
\nto cover up the subterranean punishment of the erstwhilst Rivers State’s
\nCOMMISSIONER of Police Mustapha Dandaura for professionally sticking to
\nhis constitutional oath of office to work for the public interest of
\nNigerians rather than pandering to the pressures or whims\/caprices of
\nsome sponsors of Ethnic genocides and elements unhappy with the progress
\nof highly excellent professional enforcement of law and order in Rivers
\nstate governed by an opposition governor of the peoples Democratic Party
\nMr. Nyesom Wike who is widely acclaimed by his people to be a promoter
\nof good governance.<\/p>\n<\/div>\n<\/div>\n
