{"id":73177,"date":"2020-05-04T18:31:57","date_gmt":"2020-05-04T17:31:57","guid":{"rendered":"http:\/\/pointblanknews.com\/pbn\/?p=73177"},"modified":"2020-05-04T18:31:57","modified_gmt":"2020-05-04T17:31:57","slug":"lockdown-bank-customers-stranded-frustrated-in-anambra","status":"publish","type":"post","link":"https:\/\/pointblanknews.com\/pbn\/other-news\/lockdown-bank-customers-stranded-frustrated-in-anambra\/","title":{"rendered":"Lockdown: Bank customers stranded, frustrated In Anambra"},"content":{"rendered":"<div id=\"m#msg-f:1665781759630518335\" class=\"mail-message expanded\">\n<div class=\"mail-message-header spacer\"><\/div>\n<div class=\"mail-message-content collapsible zoom-normal mail-show-images \">\n<div class=\"clear\">\nHundreds of bank customers in Anambra state who went to transact<br \/>\nbusiness on Monday following easing relaxation in the state after<br \/>\nseveral weeks of COVID-19 lockdown have suffered untold hardship.<\/p>\n<p>Our reporter who visited some of banks in Awka, the state capital and<br \/>\nenvirons reported that there were no social distancing, and most of the<br \/>\ncustomers could not gain access into the banking halls to transact<br \/>\nbusinesses.<\/p>\n<p>Most of them who were stranded and frustrated for hours expressing<br \/>\nworries.<\/p>\n<p>Some of them queued outside the banks&#8217; gates to wait for their turns<br \/>\ntrying to gain access into the banking halls, while some sitting in the<br \/>\ncanopies provided for them in the premises to cool off could not adduce<br \/>\nthe reasons for such ill treatments.<\/p>\n<p>The bank officials as well as the security men at the entrance gates and<br \/>\nbusy trying to ensure orderliness by the customers could not provide<br \/>\nimmediate answers.<\/p>\n<p>Mr Clement Uche, one of the frustrated customers said he was as early as<br \/>\n8:15 am at the Access Bank PLC at Nnamdi Azikiwe Avenue, Awka and has<br \/>\nwaited for three and half hours at the entrance gate of the bank without<br \/>\nsuccess.<\/p>\n<p>The retiree with six children and bread winner of the family said he had<br \/>\nmade several efforts to gain access into the banking halls but was<br \/>\nfrustrated and did not know what to do again.<\/p>\n<p>He said he had no other means of withdrawing money from the bank except<br \/>\nthrough his\u00a0 saving account\u00a0 cheque.<\/p>\n<p>Madan Alice Okafor, a garri seller who was in another bank said she<br \/>\ncannot make purchases because she was owing many of her creditors who<br \/>\nsold goods to her before and during the lockdown.<\/p>\n<p>&#8220;I was happy when the state government announced the re-opening of<br \/>\nmarkets, what will I do now, I have been here for hours and could the<br \/>\nlittle money I have in my bank,&#8221; she said.<\/p>\n<p>The story was the same in other banks visited.<\/p>\n<p>Meanwhile, the Management of Access Bank Plc has finally broken its<br \/>\nsilence on the leaked video by the bank&#8217;s Group Managing Director\/Chief<br \/>\nExecutive Officer, Herbert Wigwe, in which he disclosed that the<br \/>\nfinancial institution would soon embark on a mass sack of workers as<br \/>\nwell as pay cut and branch closures as part of efforts to survive in the<br \/>\npost-Coronavirus era.<\/p>\n<p>Access Bank in a statement released over the weekend by the Corporate<br \/>\nCommunications Department justified the decision, insisting that those<br \/>\npenciled don for sack are &#8220;outsourced staff such as cleaners,<br \/>\nmessengers, dispatch riders, note counters, drivers etc.<\/p>\n<p>However, mass sacking in banks have been averted by the Central Bank of<br \/>\nNigeria (CBN) which had directed that<br \/>\nno bank worker, whether permanent or temporary, will be sacked due to<br \/>\nthe economic slump occasioned by the current coronavirus pandemic, it<br \/>\nwas learnt yesterday.<\/p>\n<p>The assurance came from the Central Bank of Nigeria |(CBN) and the<br \/>\nBankers &#8216; Committee after their meeting.<\/p>\n<p>This came amid earlier warning by the Federal Government to employers<br \/>\nagainst sacking workers during the ongoing COVID-19 pandemic.<\/p>\n<p>The Committee&#8217;s decision followed a &#8220;Special Meeting,&#8221; held on Saturday,<br \/>\nwhich was taken to &#8220;help minimise and mitigate the negative impact of<br \/>\nthe COVID19 pandemic on families and livelihoods.&#8221;<\/p>\n<p>Specifically, the Bankers&#8217; Committee, an umbrella body of CBN officials<br \/>\nand managing directors of deposit money banks (DMBs), had warned that<br \/>\n&#8220;no bank in Nigeria shall retrench or lay-off any staff of any cadre<br \/>\n(including full-time and part-time).&#8221;<\/p>\n<p>The Minister of Labour and Employment, Chris Ngige, had on May Day,<br \/>\nsaid: &#8220;Employers will not be encouraged to disengage staff without<br \/>\nprerequisite social dialogue and clearance from the Federal Ministry of<br \/>\nLabour and Employment.&#8221;<\/p>\n<p>Recall that amid speculations of mass sack in the banking industry, and<br \/>\nothers sectors in the economy, the Trade Union Congress (TUC), had on<br \/>\nThursday, urged the Federal Government to protect workers from &#8220;some<br \/>\nuncharitable employers,&#8221; who planned to make workers victims of<br \/>\nCOVID-19.<\/p>\n<p>Consequently, the Federal Government had warned employers against<br \/>\nsacking workers during the lockdown without prerequisite social dialogue<br \/>\nand clearance from the Ministry of Labour and Employment.<\/p>\n<p>In agreement with the government, the Committee also stated: &#8220;The<br \/>\nexpress approval of the Central Bank of Nigeria shall be required in the<br \/>\nevent that it becomes absolutely necessary to lay-off any such staff.&#8221;<\/p>\n<p>In a statement yesterday, the CBN and the Bankers Committee said its<br \/>\ndecision came after a &#8220;further review of the implications of the<br \/>\nCOVID-19 pandemic on the Nigerian banking industry.&#8221;<\/p>\n<p>It added that this is even as the Committee is not unmindful of &#8220;the<br \/>\nissue of the operating costs of banks in view of the disruptions<br \/>\nemanating from the global economic difficulties,&#8221; while the CBN solicits<br \/>\n&#8220;the support of all in our collective effort to weather through the<br \/>\neconomic challenges occasioned by the COVID-19 pandemic.&#8221;<\/p>\n<p>The Committee&#8217;s decision comes amid controversies over the alleged<br \/>\ndecision to close over 300 branches of Access Bank nationwide by the<br \/>\nmanagement via video conferencing in a town hall meeting with the staff.<\/p>\n<p>It&#8217;s Managing Director\/Chief Executive, Herbert Wigwe, was quoted to<br \/>\nhave said the decision, which will involve mass retrenchment, was in a<br \/>\nbid to reduce operating costs due to the COVID-19 pandemic, which could<br \/>\naffect about 75 per cent of the staff, most of whom are outsourced and<br \/>\nare offering &#8220;non-essential services.&#8221;<\/p>\n<p>But this was vehemently denied by the bank&#8217;s spokesperson, Abdul Imoyo,<br \/>\nwho noted that the branches had already been closed from the onset of<br \/>\nthe COVID-19 lockdown. He said: &#8220;This is not correct. Branches were<br \/>\nclosed at the onset of the COVID-19 lockdown. As the structure of the<br \/>\nlockdown has been relaxed, the branches will be reopened in a phased<br \/>\napproach, and with adherence to physical distancing guidelines.<\/p>\n<p>&#8220;We advised the public when we closed over 540 branches (60 left to<br \/>\noperate) in response to our business continuity plan for a crisis of<br \/>\nthis nature. This was further buttressed by Lagos State and subsequently<br \/>\nthe Federal Government&#8217;s stay at home or work from home order.&#8221;<\/p>\n<p>Reacting on the Bankers&#8217; Committee&#8217;s directive, Professor of Finance and<br \/>\nCapital Markets at the Nasarawa State University, Keffi, and former<br \/>\nCommissioner for Finance Imo State, Uche Uwaleke, described this as a<br \/>\nwelcome development.He told The Guardian: &#8220;The decision is a welcome<br \/>\ndevelopment in order not to create hardships for workers in that sector<br \/>\nconsidering that government&#8217;s COVID-19 mitigation measures are geared<br \/>\ntowards protecting jobs.<\/p>\n<p>&#8220;In any case, the agreement was reached with the Bankers Committee. So,<br \/>\nI expect that the CBN and the CEOs of banks must have worked out ways to<br \/>\ncushion the rising costs of bank operations and liquidity challenges<br \/>\noccasioned by the pandemic.<\/p>\n<p>&#8220;In addition to the forbearance package already extended to Deposit<br \/>\nMoney Banks by the apex Bank, I want to bet that the CBN&#8217;s MPC will<br \/>\nreduce the Cash Reserve Ratio from the current 27.5 per cent when the<br \/>\nmembers meet later this month.&#8221;<\/p>\n<p>Meanwhile, the Association of Senior Staff of Banks, Insurance and<br \/>\nFinancial Institutions (ASSBIFI), had earlier disclosed of plans to<br \/>\nwrite to the banks tomorrow on the issue of possible lay-offs, which has<br \/>\nnow been overtaken by the Committee&#8217;s warning.<\/p>\n<p>A former ASSBIFI President, Oyinkan Olasanoye, had told The Guardian<br \/>\nthat while the union envisaged possible branch closures and salary cuts,<br \/>\nit would however resist any lay-off without negotiations.<\/p>\n<p>She said: &#8220;We will write them officially on Monday on the news making<br \/>\nthe rounds. We are still making our investigations.&#8221;We have discussed<br \/>\nwith the Minister of Labour and NECA. We know there would be job losses<br \/>\nbut due process must be followed. If they are closing their branches and<br \/>\ntransferring them to other branches, we have no problem with that, but<br \/>\nif they are shutting down their branches and asking the workers to go,<br \/>\nwe will not accept that.<\/p>\n<p>&#8220;COVID-19 is nobody&#8217;s fault. You can&#8217;t just close now and tell people to<br \/>\ngo home.
