Gen. Mohammed Babagana Monguno (rtd.) and his friend Amb.<br \/>\nA. A. Lawal, Chairman of the Interim Niger Delta Amnesty Committee which<br \/>\nwas established by the NSA in February 2020.<\/p>\n<p>The stakeholders and ex-agitators represented by Chief Albert Douzigha<br \/>\nin a press statement stated that the Chairman of the Interim Amnesty<br \/>\nCommittee Amb. A. A. Lawal and members of the committee are allegedly<br \/>\ndemanding for 15 &#8211; 20 percent bribes and kickbacks from Amnesty<br \/>\ncontractors awaiting payments, prior to approving their payments.<\/p>\n<p>He said the information was provided in confidence by close associate of<br \/>\nthe committee&#8217;s chairman Amb. A. A. Lawal. Chief Douzigha stated that<br \/>\nthe associate revealed to him that Gen. Monguno and the Amnesty Chairman<br \/>\nare furious because things are not going as planned.<\/p>\n<p>\u201cThey are not making money for themselves by only paying tuition fees<br \/>\nand the statutory monthly stipends to 30,000 ex-agitators.<\/p>\n<p>\u201cThey are worried that the President&#8217;s new Chief of Staff Prof. Ibrahim<br \/>\nGambari might not be corporative, and without notice, he might recommend<br \/>\nthe disbandment of the committee to the President. Therefore, they have<br \/>\ndeveloped an urgent plan to start paying loyal Amnesty contractors that<br \/>\nare willing to relinquish 15 &#8211; 20 percent of their payment amounts as<br \/>\nkickbacks.<\/p>\n<p>\u201cThis will enable Gen. Monguno and members of the Interim Amnesty<br \/>\nCommittee generate funds for themselves prior to the disbandment of the<br \/>\ncommittee. Chief Douzigha was informed by the associate that the<br \/>\nCommittee is willing to pay over N10billion to cooperating contractors<br \/>\nto enable members of the committee generate between N1.5billion to<br \/>\nN2billion for themselves prior to the disbandment of the committee.<\/p>\n<p>Chief Douzigha congratulated President Muhammadu Buhari on his fifth<br \/>\nyear in office and urged the President to urgently appoint a substantive<br \/>\nAmnesty Coordinator that will outline various vocational skills training<br \/>\nand empowerment programs aimed at alleviating the sufferings of<br \/>\nex-agitators and their families across the Niger Delta region in the<br \/>\nmidst of a recession.<\/p>\n<p>He called on the President to personally appoint the next Amnesty<br \/>\nCoordinator to avoid issues of loyalty and conflicts of interest because<br \/>\nthe NSA Gen. Monguno has previously nominated two of his friends, Brig.<br \/>\nGen. Paul Boroh and Prof. Charles Quaker Dokubo. These individuals<br \/>\nfailed the people of the Niger Delta region and they allegedly looted<br \/>\nBillions of Naira in Amnesty funds. They are presently facing fraud and<br \/>\ncorruption investigations by the authorities.<\/p>\n<p>Chief Douzigha advised the President that previous National Security<br \/>\nAdvisers such as Gen. Aliyu Gusau, Gen. Owoye Andrew Azazi, and Col.<br \/>\nSambo Dasuki all supported the Amnesty Programme. These highly respected<br \/>\nindividuals used their position as NSA, and their funds to vigorously<br \/>\nsupport the Amnesty Programme, however since 2015 when Gen. Monguno<br \/>\nbecause the NSA to oversee the Amnesty Programme, the entire Programme<br \/>\nhas been embroiled with one fraud and corruption allegation to another,<br \/>\nand with two of Gen. Monguno&#8217;s friends whom he nominated as Amnesty<br \/>\nCoordinators both facing fraud and corruption investigations by the<br \/>\nauthorities within a short period, it\u2019s definitely not a coincidence the<br \/>\nstatement reads.<\/p>\n<p>Presently, Gen. Monguno and his Amnesty committee, composed of only Gen.<br \/>\nMonguno&#8217;s friends with no person from the entire Niger Delta region are<br \/>\nsigning Billions of Naira in Niger Delta Amnesty funds outside their<br \/>\nmandate and against the will of the people.<\/p>\n<p>The committee&#8217;s mandate allegedly expired in April 2020. Gen. Monguno<br \/>\nand Amb. A. A. Lawal are allegedly lobbying other investigating agencies<br \/>\nto recommend the termination of the Amnesty Programme to the President<br \/>\nin order to Cover-Up his tracks, knowing fully well that it is the<br \/>\nAmnesty Programme that has sustained the peace in the Niger Delta region<br \/>\nfor increased oil and gas production, and Nigeria continues to earn<br \/>\nBillions of Dollars from oil and gas sales to finance its obligation and<br \/>\npay its debts given the looming recession, Chief Douzigha stated.<\/p>\n<p>Nigerians would vividly recall that both former Amnesty Coordinators,<br \/>\nGen. Boroh who is presently facing trial for fraud and money laundering<br \/>\nand Prof. Dokubo who was suspended by President Buhari for fraud, money<br \/>\nlaundering and corruption allegations complained to Niger Delta<br \/>\nstakeholders and ex-agitators that Gen. Monguno&#8217;s frequent demands for<br \/>\npayments and kick-backs through his associates paralyzed the Amnesty<br \/>\nProgramme. Prof. Dokubo claim to have given Gen. Monguno N1.8billion<br \/>\nfully paid Amnesty contracts to appease him, the statement reads.<\/p>\n<p>Chief Douzigha advised President Buhari not to be deceived by the sweet<br \/>\nwords of his National Security Adviser Gen. Monguno and that the<br \/>\nPresident should personally appoint a substantive Amnesty Coordinator<br \/>\nthat will be loyal to him from the Niger Delta region.<\/p>\n<p>He said the people in the region are shouldering the President&#8217;s war on<br \/>\ncorruption without fear or favour. No individual or group&#8217;s corrupt and<br \/>\nevil agenda against the suffering people in the Niger Delta region will<br \/>\nhenceforth be allowed to foster.
