{"id":74615,"date":"2020-07-05T23:01:19","date_gmt":"2020-07-05T22:01:19","guid":{"rendered":"http:\/\/pointblanknews.com\/pbn\/?p=74615"},"modified":"2020-07-05T23:01:19","modified_gmt":"2020-07-05T22:01:19","slug":"serap-gives-buhari-14-days-to-probe-over-n300bn-missing-public-funds","status":"publish","type":"post","link":"https:\/\/pointblanknews.com\/pbn\/exclusive\/serap-gives-buhari-14-days-to-probe-over-n300bn-missing-public-funds\/","title":{"rendered":"SERAP gives Buhari 14 days to probe over N300bn missing public funds"},"content":{"rendered":"<div id=\"m-6244231651729000316\" class=\"mail-message expanded\">\n<div class=\"mail-message-header spacer\">\n<div id=\"m-8819831969702333171\" class=\"mail-message \">\n<div class=\"mail-message-header spacer\">Socio-Economic Rights and Accountability Project (SERAP) has given<\/div>\n<\/div>\n<div id=\"m-4726317254921733400\" class=\"mail-message expanded\">\n<div class=\"mail-message-content collapsible zoom-normal mail-show-images \">\n<div class=\"clear\">President Muhammadu Buhari 14 days to &#8220;direct the Attorney General of<br \/>\nthe Federation and Minister of Justice Mr Abubakar Malami, SAN, and<br \/>\nappropriate anti-corruption agencies to urgently investigate allegations<br \/>\nthat over N300bn of public funds are missing, mismanaged, diverted or<br \/>\nstolen, as documented in the 2017 audited report by the Auditor General<br \/>\nof the Federation (AGF).&#8221;<\/p>\n<p>SERAP also urged him to &#8220;ask Mr. Malami and the anti-corruption agencies<br \/>\nto promptly investigate the extent and patterns of widespread and<br \/>\nendemic corruption in the ministries, departments and agencies (MDAs)<br \/>\nindicted in the audited report. We urge you to take meaningful and<br \/>\neffective measures to clean up an apparently entrenched system of<br \/>\ncorruption these MDAs.&#8221;<\/p>\n<p>In the letter dated 4 July, 2020 and signed by SERAP deputy director<br \/>\nKolawole Oluwadare, the organization said: &#8220;The 2017 audited report<br \/>\nreveals grim allegations of mismanagement, diversion, and stealing of<br \/>\npublic funds, as well as unaccounted-for spending. The report suggests a<br \/>\ngrave violation of the public trust, and that the indicted MDAs and the<br \/>\nNational Assembly lack effective and credible internal processes to<br \/>\nprevent and combat corruption.&#8221;<\/p>\n<p>According to SERAP, &#8220;Investigating and prosecuting the alleged grand<br \/>\ncorruption documented by the AGF would improve the chances of success of<br \/>\nyour government&#8217;s oft-repeated commitment to fight corruption and end<br \/>\nthe impunity of perpetrators. It will improve the integrity of MDAs,<br \/>\nserve the public interest, as well as improve Nigerians&#8217; access to<br \/>\npublic services and goods.&#8221;<\/p>\n<p>SERAP said: &#8220;Any failure to promptly investigate the allegations and<br \/>\nprosecute suspected perpetrators would breach Nigeria&#8217;s anti-corruption<br \/>\nlegislation, including the Public Procurement Act, the 1999 Nigerian<br \/>\nConstitution (as amended) and the country&#8217;s obligations including under<br \/>\nthe UN Convention against Corruption and the International Covenant on<br \/>\nEconomic, Social and Cultural Rights to which Nigeria is a state party.&#8221;<\/p>\n<p>The letter, read in part: &#8220;It would also mean that Nigeria is failing to<br \/>\nfulfill the obligations under the covenant to use its &#8220;maximum of<br \/>\navailable resources&#8221; to progressively realize and achieve basic economic<br \/>\nand social rights, including access of Nigerians to public services and<br \/>\ngoods like quality education, healthcare, clean water and regular<br \/>\nelectricity supply, as well as the right to honest public services.&#8221;<\/p>\n<p>&#8220;SERAP has carefully analysed the 2017 audited report by the AGF and our<br \/>\nanalysis reveals the following grim allegations of mismanagement,<br \/>\ndiversion and stealing of public funds, as well as unaccounted-for<br \/>\nspending.&#8221;<\/p>\n<p>&#8220;The Federal Civil Service Commission spent \u20a625,856,279.00 on behalf of<br \/>\nFederal Ministry of Foreign Affairs to develop online recruitment in<br \/>\nApril 2014 without any supporting memo from the Ministry of Foreign<br \/>\nAffairs, and without due process. Although the project was suspended,<br \/>\nthe Commission went ahead and paid \u20a625,856,279.00 for contract not<br \/>\nexecuted. The AGF recommended the full recovery of the public funds.&#8221;<\/p>\n<p>&#8220;The Commission granted cash advances totaling \u20a68,590,000.00 to 25<br \/>\nofficials between February and December 2016 but failed to retire or<br \/>\naccount for the money. Also, \u20a66,850,000.00 was paid for store items that<br \/>\nwere never supplied. Another \u20a62,619,210.00 was spent without receipts.<br \/>\nThe AGF expressed concern that the money may have been misappropriated<br \/>\nor stolen, and recommended the full recovery of public funds.&#8221;<\/p>\n<p>&#8220;The former Chairman of the Commission whose tenure of office ended in<br \/>\nMay 2017 took away with him four vehicles (One Toyota Hilux, one 407<br \/>\nClassic Peugeot, One Toyota Land Cruiser Jeep and One Toyota Corolla)<br \/>\nbelonging to the Commission, despite the Monetization Policy of<br \/>\nGovernment clearly stating that all vehicles of MDAs belong to the pool,<br \/>\nand are not expected to be taken away as part of severance package at<br \/>\nthe expiration of an officer&#8217;s appointment.&#8221;<\/p>\n<p>&#8220;The Ministry of Foreign Affairs failed to show any receipts for the<br \/>\npayment of \u20a64,385,230,763.25 between January and December 2016. The<br \/>\nMinistry also had no insurance cover for all its motor-vehicles, despite<br \/>\nthe budgetary allocation of \u20a611,805,802.00 for insurance premiums. The<br \/>\nMinistry spent \u20a6105,000,000.00 to buy computer consumables, photocopy<br \/>\nmachine consumables, papers and other store items, contrary to official<br \/>\ncircular, and without any receipts. The AGF recommended the return of<br \/>\nthe money to the public treasury.&#8221;<\/p>\n<p>&#8220;The Ministry also spent \u20a672,000,030.00 to improve power supply to the<br \/>\nMinistry but the contract for this was not captured in the 2017<br \/>\nappropriation. Despite the purported spending, the power supply to the<br \/>\nMinistry has not improved. Also, \u20a67,520,000.00 was spent by 20 officials<br \/>\nto visit 8 out-stations of the Ministry without due process and without<br \/>\nany receipts. \u20a6234,622,718.00 was also spent but remained unretired or<br \/>\nunaccounted for. The AGF recommended the full recovery of public funds.&#8221;<\/p>\n<p>&#8220;The Ministry also paid \u20a683,719,500.00 to a company for the<br \/>\nrehabilitation and reintegration of released Chibok girls in August 2017<br \/>\nwithout any agreement between the Ministry and the contractor, and<br \/>\nwithout any evidence of the purchase of the back-to-school materials,<br \/>\nand job completion certificate. The AGF recommended the full recovery of<br \/>\npublic funds.&#8221;<\/p>\n<p>&#8220;The Ministry also transferred a take-off grant of \u20a683,317,257.00 for<br \/>\nConsulate-General of Nigeria, Guangzhou to the personal account of the<br \/>\nAmbassador of Nigeria in Rome in 2013 to be remitted to Guangzhou. But<br \/>\nthe money was never remitted to Guangzhou and has remained outstanding<br \/>\nto date. The AGF expressed concern that the money may have been diverted<br \/>\nand misappropriated, and recommended that the Ambassador of Nigeria in<br \/>\nRome whose account was used be asked to account for the money.&#8221;<\/p>\n<p>&#8220;The Ministry of Justice disbursed \u20a610,460,950,841.00 judgment debt in<br \/>\n2017 without due process. The committee to manage the funds was<br \/>\ndissolved after the 2013 financial year was not reconstituted as at the<br \/>\ntime of the 2016 and 2017 appropriations but funds were nonetheless<br \/>\ndisbursed. Also, \u20a632,353,693.00 was spent between March and September<br \/>\n2017 on international travels without approval or evidence of spending.<br \/>\nThe AGF recommended the full recovery of public funds.&#8221;<\/p>\n<p>&#8220;At the National Assembly, the House of Representatives spent<br \/>\n\u20a695,212,250.00 without due process and without any receipts. The<br \/>\nNational Assembly Management Accounts also showed spending of<br \/>\nN673,081,242.14 between April&#8211;October 2017 without any documents. The<br \/>\nAGF expressed concerns that the money may have been misappropriated and<br \/>\nrecommended that the Clerk of the National Assembly should fully recover<br \/>\nthe money and return it to the treasury.&#8221;<\/p>\n<p>&#8220;The Senate also spent \u20a61,364,816,397.95 to renovate a store at the<br \/>\nNational Assembly but the AGF was denied access to the store and<br \/>\nrecords, thus expressing concerns that &#8216;public funds may have been<br \/>\ndiverted for unappropriated purposes.&#8217; The AGF recommended that the<br \/>\nClerk of the National Assembly account for the money.&#8221;<\/p>\n<p>&#8220;The National Institute for Legislative and Democratic Studies<br \/>\nmisappropriated \u20a667,296,478.00, as payments were made to unknown<br \/>\npersons. The AGF expressed concerns that the money may have been<br \/>\ndiverted and recommended that the Director-General should fully recover<br \/>\nthe money and return it to the treasury.&#8221;<\/p>\n<p>&#8220;The Public Complaint Commission spent \u20a663,826,941.30 on contract to<br \/>\nrenovate State offices in Delta, Kwara, Akwa\u2013 Ibom, Taraba, Borno,<br \/>\nEkiti, and the Niger States without due process, valuation certificates,<br \/>\nand without receipts. The AGF expressed concerns that the money may have<br \/>\nbeen diverted and recommended the full recovery of public funds.&#8221;<\/p>\n<p>&#8220;The Federal Ministry of Water Resources spent \u20a6343,957,350.60 without<br \/>\ndue process, receipts, and without any evidence of work done or services<br \/>\nrendered. Also, \u20a614,993,950.00 granted as cash advances to staff was not<br \/>\naccounted for. The AGF expressed concerns that the money may be missing<br \/>\nand recommended that the Permanent Secretary is made to account for it.&#8221;<\/p>\n<p>&#8220;The Lower Benue River Basin Development Authority, Makurdi<br \/>\nmisappropriated \u20a642,277,285.50 of contract money for project management.<br \/>\nSimilarly, the National Agricultural Extension and Research Liaison<br \/>\nServices, Ahmadu Bello University, Zaria paid a contractor<br \/>\n\u20a633,425,000.00 in March 2017 for awareness training but there was no<br \/>\nevidence that the contract was executed. The AGF expressed concerns that<br \/>\nthe money may have been diverted and recommended that the Executive<br \/>\nDirector should recover and return it to the treasury.&#8221;<\/p>\n<p>&#8220;The Cross-River Basin Development Authority, Calabar, overpaid a<br \/>\ncontractor to the tune of \u20a610,387,490.00 for construction of Link Road<br \/>\nbetween Cross River and Ebonyi State without any justification. Also,<br \/>\n\u20a630,616,110.00 was spent for construction of erosion control works at<br \/>\nNguzu but remained unaccounted for. The AGF expressed concerns that the<br \/>\ncontractor may have received money for a project not executed, and<br \/>\nrecommended that the Managing Director should recover the money and<br \/>\nreturn it to the treasury.&#8221;<\/p>\n<p>&#8220;The Lake Chad Research Institute, Maiduguri, Borno State failed to<br \/>\naccount for 2 Nos. Toyota Prado Jeeps were purchased in 2013 and 2014<br \/>\nwith registration No. 45KOIFG for one Jeep but the second Jeep was not<br \/>\nregistered, and no reason was given for this. The AGF expressed concerns<br \/>\nthat the Jeeps may have been diverted to private use, and asked the<br \/>\nExecutive Director to account for the vehicles.&#8221;<\/p>\n<p>&#8220;The National Water Resources Institute, Mando Road, Kaduna paid<br \/>\n\u20a684,401,940.74 to a company on 4th May 2017, being 10% payment on the<br \/>\nconstruction of a 2-story building for UNESCO without any existing<br \/>\ncontract, and without receipts. The AGF recommended the recovery of the<br \/>\nmoney.&#8221;<\/p>\n<p>&#8220;The Nigeria Hydrological Services Agency, Abuja paid \u20a624,800,000.00<br \/>\ninto a staff private account for production\/prevention of the 2016<br \/>\nannual flood outlook (AFO) and without evidence of services performed.<br \/>\nAnother \u20a631,439,300.00 was paid in September 2016 into the account of<br \/>\nanother staff for sensitization workshops. The AGF expressed concerns<br \/>\nthat the money may be missing and asked the Director-General to recover<br \/>\nit.&#8221;<\/p>\n<p>&#8220;The Hadejia \u2013 Jama&#8217;are River Basin Development Authority, Kano State<br \/>\npaid \u20a6204,893,978.09 to contractors without any receipts. The Nigeria<br \/>\nInstitute for Oil Palm Research, Benin City, Edo State paid<br \/>\n\u20a6210,921,849.66 and \u20a630,010,963.65 without any receipts. Another<br \/>\n\u20a615,630,050.00 cash advances to staff in 2017 were also not accounted<br \/>\nfor, as of 2018. The AGF expressed concerns that the money may have been<br \/>\nmismanaged and asked the Accounting Officer to recover it.&#8221;<\/p>\n<p>&#8220;The Federal Capital Territory Administration spent \u20a6393,254,000.00 to<br \/>\nsupport security agencies without due process and without receipts.<br \/>\nAnother \u20a6362,481,173.52 was paid for the procurement of stores locally<br \/>\nwithout due process. The AGF expressed concerns that the money may be<br \/>\nmissing and asked the Permanent Secretary to recover it.&#8221;<\/p>\n<p>&#8220;The Ecological Funds Office misappropriated \u20a61,257,791,992.86 meant for<br \/>\nthe contract for Canalization and Desilting of OKOKO and Ogbagba Rivers<br \/>\nin Osogbo Township, Osun state. There was no evidence that<br \/>\n\u20a630,000,000.00 meant for compensation to owners of marked-to-demolish<br \/>\nstructures and economic trees affected by the project, received any<br \/>\npayment. The AGF expressed concerns that the money may be missing and<br \/>\nasked the Permanent Secretary to recover it.&#8221;<\/p>\n<p>&#8220;The Office of The Head of The Civil Service of The Federation paid<br \/>\n\u20a6301,984,103.00 for projects without accounting for it. \u20a636,641,528.00<br \/>\nwas also paid for seminars, conferences, and workshops without any<br \/>\nreceipts. Also, \u20a616,096,712.00 was spent on projects not executed. The<br \/>\nAGF expressed concerns that the money may have been diverted and asked<br \/>\nthe Permanent Secretary to recover it.&#8221;<\/p>\n<p>&#8220;The Federal University of Petroleum Resources, Effurun spent<br \/>\n\u20a6830,267,951.23 as Special Presidential Needs Assessment Phases I and II<br \/>\nto the Federal University of Petroleum Resources, Warri for the<br \/>\nConstruction of Building, Procurement of Laboratory Equipment and<br \/>\nCapacity Building\/Staff training but the funds were misapplied.<br \/>\n\u20a6190,495.824.75 was approved for a project to construct and furnish<br \/>\nworkshop and laboratory but the contractor was paid \u20a6199,324,657.10 and<br \/>\nwithout any evidence of request by the contractor.&#8221;<\/p>\n<p>&#8220;The University also spent \u20a6990,621,753.29 to construct and furnish a<br \/>\n3-story, 4-floor structure Student Residential Building Complex but the<br \/>\ncontract for the spending was awarded without due process. Also, only a<br \/>\n2-story, the 3-floor building was constructed. Several other infractions<br \/>\nare documented in the report. The AGF expressed concerns that the money<br \/>\nmay have been diverted and asked the Vice-Chancellor to account for it.&#8221;<\/p>\n<p>&#8220;The National Office for Technology Acquisition and Promotion spent<br \/>\n\u20a62,270,000.00 for a 2-day workshop but without any receipts. The AGF<br \/>\nasked the Director-General to recover the money. The Nigerian Railway<br \/>\nCorporation failed to remit \u20a6122,242,337.63 in taxes to the authorities.<br \/>\nThe National Power Training Institute of Nigeria (NAPTIN) paid<br \/>\n\u20a620,569,398.20 for the supply of Power System Simulator without evidence<br \/>\nof supply. It gave \u20a66,187,393.50 as cash advances to 17 officers which<br \/>\nremained unaccounted for.&#8221;<\/p>\n<p>&#8220;The Advertising Practitioners Council of Nigeria paid \u20a63,604,000.00 for<br \/>\nthe services of solicitors without the consent of the Attorney-General<br \/>\nof the Federation. Another payment of \u20a613,542,822.82 for the completion<br \/>\nof the machine tools workshop was made without contract agreement or<br \/>\nreceipts. In total, \u20a6126,533,197.08 was paid without contract agreement<br \/>\nor receipts. The AGF expressed concerns that the funds may have been<br \/>\nmisappropriated and asked the Managing-Director to recover the money.&#8221;<\/p>\n<p>&#8220;The National Health Insurance Scheme paid \u20a64,931,475,094.63 as cash<br \/>\nadvances to staff without due process. \u20a672,383,000.00 was also<br \/>\nsupposedly paid for verification exercise but the AGF found no evidence<br \/>\nthat the verification took place. Another \u20a631,478,400.00 was purportedly<br \/>\npaid for accreditation of Health Maintenance Organizations (HMOs) but<br \/>\nagain the AGF found no evidence of this.&#8221;<\/p>\n<p>&#8220;The National Information Technology Development Agency paid<br \/>\n\u20a628,525,000.00 to a Security company for the production of procurement<br \/>\nmanuals for the Agency. 300 copies of the manual were produced although<br \/>\nonly 5 copies were needed and utilized, with a copy of the manual<br \/>\ncosting \u20a695,083.33.
