The Sokoto Zonal Head of Operations of the Economic and Financial Crimes<\/div>\n

Commission, (EFCC),\u00a0 \u00a0Abdullahi Lawal,\u00a0 on Wednesday,\u00a0 July 15,\u00a0 2020,
\ntold a Sokoto State High Court, sitting in Sokoto, that two Chinese:
\nMeng Wei Kun and Xu Kuai offered him a bribe of Fifty Million Naira
\n(N50,000.000.00) on behalf of a construction company China Zhonghao Nig.
\nLtd<\/p>\n

The company is being investigated over contracts it was awarded by the
\nZamfara State Government,\u00a0 in the sum of over Sixty Billion Naira (N60,
\n000,000,000.00) between 2012 and\u00a0 2019.\u00a0 The bribe was allegedly offered
\nto compromise an ongoing investigation by the EFCC.<\/p>\n

Lawal told the court presided over by before Justice Muhammad Sa’idu
\nSifawa while being led in evidence by the EFCC’ s counsel, S. H Sa’ad,
\nthat the defendants actually offered him the bribe. Zhonghao Nig. Ltd is
\nbeing investigated in a case of conspiracy, embezzlement, money
\nlaundering, contract splitting, and inflation of contracts.<\/p>\n

At the resumed hearing of the matter on Wednesday,\u00a0 the EFCC presented
\nits 2nd prosecution witness, Abdullahi Lawal, who told the court that,
\n“on May 8, 2020,\u00a0 it was a Friday, while I was in my office at No. 7
\nSuper Quarters, off Sama Road, Sokoto, the 1st defendant, Mr. Meng Wei
\nKum called me and informed me that he was in Sokoto for the purpose of
\narranging N100 million for me, and everything will be ready by Monday,
\nbeing\u00a0 May 11,\u00a0 2020. Instantly, I called the EFCC Ag. Executive
\nChairman, Mr Ibrahim Magu and told him about what was happening, and
\nthat I will arrest the 1st defendant at the time of delivering the
\nmoney. He gave me the approval”<\/p>\n

“On Monday, at about 3pm, the 1st defendant called and informed me that
\nthe money was ready and that he was only able to raise N50million due to
\nthe lockdown and that a balance of N50million will be given at a later
\ndate. I said okay,\u00a0 no problem. He now informed me that I should come
\nfor the money in the night,\u00a0 at their office near Sokoto State
\nUniversity,\u00a0 \u00a0along airport road, Kasarawa Village. I said I didn’t know
\nthe office. The 1st defendant said he will wait for me at the Sokoto
\nState University gate.\u00a0 Immediately after the discussion,\u00a0 I arranged a
\ngroup of operatives and kept them on standby”.<\/p>\n

“Around 9 pm, he sent me a text message that they were already there. In
\norder to test how serious he was,\u00a0 I sent him a text message that he
\nshould leave it until tomorrow.\u00a0 \u00a0He replied that I should come that the
\nmoney was with them in cash and they didn’t want the money to sleep with
\nthem overnight for security reasons.\u00a0 He said that they were already at
\nthe university gate.\u00a0 I said okay, I will get back to them.\u00a0 I called
\nthe officers that I arranged for the operation to come and meet me.
\nThey came in two vehicles and met me along Airport Road. I told them I
\nwill first go, and after 15-20 minutes,\u00a0 they should come and meet me at
\ntheir office where the money will be given”.<\/p>\n

“Upon our arrival at the office premises, Mr. Meng (the 1st defendant)
\nasked me to pack behind a truck that was at the front of a building.
\nMeng said the truck was packed so that the people in the other building
\nwould not sight what was happening. He brought out keys and open the
\ndoor and three of us, including the 2nd defendant, entered into a
\nparlour and I was given a seat and we all sat down and I was even
\noffered water”.<\/p>\n

“Mr Meng welcomed me and introduced Mr. Xu Kuai,\u00a0 the 2nd defendant, and
\nasked me when they were going to get a clearance? I asked him which
\nclearance? He replied to a\u00a0 clearance certificate showing that they had
\nbeen cleared by the\u00a0 EFCC. I told him you haven’t finished the job and
\nyou were asking for clearance. He said they will do the job.\u00a0 He now
\nsaid I should come and see the money”.<\/p>\n

“As we entered,\u00a0 I saw cartons of Sona bottled water filled with cash in
\nNaira. The 1st defendant said, “Alhaji this is your money” I asked how
\nmuch, “He said its N50million” I said bring it out and I observed that
\nthere are seven cartons. They brought it out to the parlour and in order
\nto gain time for the arrival of my men,\u00a0 I said the money should be
\ncounted to confirm it.\u00a0 I told them to bring out all the money and count
\nit out. The money was counted,\u00a0 it was N50million and then,\u00a0 we returned
\nit inside the cartons and sellotaped and sealed by the 2nd defendant.
\nThey
\nalso offered to move the cartons into my car.”<\/p>\n

“I agreed but seeing that my men had not still arrived,\u00a0 I decided to
\nsit them down and discuss something.\u00a0 I asked them when they would give
\nme the balance, how long will it take? Mr. Meng said very soon but after
\nthe lockdown because there are shortages of cash. He again asked about
\nthe clearance. I told him to arrange for the balance first.<\/p>\n

At that stage, we heard a knock on the door.\u00a0 The 1st defendant rushed
\nto the door and I followed him and asked who was knocking the door.\u00a0 Mr.
\nMeng tried to lock the door,\u00a0 but I pushed him and opened the door.\u00a0 \u00a0My
\nmen came in and arrested the two of them and searched all the rooms and
\nthe premises and counted the money under video coverage.\u00a0 During the
\nsearch,\u00a0 three laptops and documents were recovered. Everything was
\ndocumented. We now went with the two defendants, N50million and the
\nother items recovered during the search and also a black jeep”<\/p>\n

“The N50 million was packed in two denominations of N500 Naira note of
\nN10 million and N1000 naira note of N40 million arranged in seven
\ncartoons of Sona table.”<\/p>\n

They were identified and tendered by the prosecution through Lawal
\n(PW2).\u00a0 The proceedings were not opposed by the defence counsel, A. T
\nHassan,<\/p>\n

The money was tendered and admitted as exhibits by the court.<\/p>\n

Justice Sifawa adjourned the case to August, 10,\u00a0 11, and 12,\u00a0 2020 for
\nthe continuation of trial and that the money is kept in the Central Bank
\nof Nigeria, Sokoto for safekeeping.<\/p><\/div>\n<\/div>\n
