The Director-General of the Bureau for Public Procurement, Mr. Mamman
\nAhmadu, in Abuja said due process was followed in the award of the
\nsecond Niger Bridge, Lagos-Shagamu Expressway, and Abuja-Kano Road
\ncontracts to Julius Berger.<\/p>\n

Ahmadu said Julius Berger duly bided for the projects, contrary to the
\nposition of the House of Representatives Works Committee.<\/p>\n

Julius Berger Managing Director, Engr. Dr. Lars Richter had also stated
\nthat the nation\u2019s leading and most dependable engineering construction
\ncompany was awarded the top priority projects based on due process.<\/p>\n

The House of Representatives Committee on Works and Director General of
\nthe Bureau for Public Procurement (BPP), Mamman Ahmadu had disagreed on
\nthe modalities for awarding the 400 Abuja- Kaduna-Kano road contract to
\nJulius Berger.<\/p>\n

While the Committee insisted that the construction giant got the
\ncontract without bidding for it as required by law, the BPP boss said
\ndue process was followed in the award of the contract as Julius Berger
\nduly bided for the contract.<\/p>\n

It would be recalled that the Managing Director of Julius Berger Nigeria
\nPlc, Engr. Dr. Lars Richter appeared before the House of Representatives
\nCommittee on Works last week and asserted that the company was properly
\nawarded the contracts for the three top priority projects of the Federal
\nGovernment, following due process of procurement for the works.<\/p>\n

Mamman Ahmadu also submitted that several issues were evaluated in the
\naward of the three major contracts of the government to the company. He
\nsaid part of the consideration was the quality of work expected to be
\ndelivered by the finally chosen contractor.<\/p>\n

The DG said: \u201cThe Lagos-Ibadan project was conceived as a public-private
\npartnership, but no performance from the concessioner. It was awarded
\nduring Jonathan\u2019s time and because of poor performance, it was
\nre-awarded.<\/p>\n

\u201cThe Second Niger Bridge, likewise, started as BPP project, but failed
\nto perform and it was converted to a contract financed by the government
\nand started by Julius Berger. Abuja Kaduna Kano was initiated to open
\ncompetitive bidding and was later given out too. It was much later
\nbecause budgetary provisions were not coming regularly and the
\ngovernment took it up to finance,\u201d he said.<\/p>\n

A member of the Committee Rep. Mark Gbillah had exercised his privilege
\nto disagree with the BPP DG, saying the Abuja-Kaduna- Zaria-Kano road,
\nbegan as open competitive bidding and sought to know the procurement
\nprocess by which the project was awarded to Julius Berger. The lawmaker
\ndemanded to know the justification for which Julius Berger was awarded
\nthe contract, since, according to him, the company was not part of the
\ninitial process. Another Legislator, Hon. Bello Kaoje, questioned the
\nrationale behind the BPP awarding roads more than 400 kilometers to a
\nsingle contractor. Responding, the BPP boss said communities where the
\nstrategic projects are sited also preferred the company to handle the
\nprojects.<\/p>\n

On the essential parameter of quality of final project delivery, Ahmadu
\nsaid Julius Berger came strongly preferred for the projects. According
\nto the BPP helmsman, \u201cQuality is very important, so specification and
\nthe quality requirement were considered\u2026. In fact, at the time this
\nproject came, Julius Berger said if they were allowed to do the road
\nthat they will ensure road maintenance for 30 years and minimum
\nmaintenance for a few years thereafter.<\/p>\n

Ahmadu, at a lighter moment during the public hearing also drew the
\nattention of the lawmakers to the outstanding quality of Julius Berger\u2019s
\nworks within the National Assembly complex, saying: \u201cFor instance, the
\nNational Assembly should also take note, you have three blocks here and
\nthe ones built by Julius Berger, see how they are still clean, and the
\nones built by others are going bad and need maintenance.\u201d<\/p><\/div>\n<\/div>\n
