The Chief Justice of Nigeria, Justice Tanko Muhammad says Nigeria will<\/div>\n
\n
suffer grave effect if judicial officers are consistently deprived of
\nrequisite infrastructure.<\/p>\n

Justice Muhammad made the remark at the commissioning of\u00a0 20
\nfour-bedroom duplexes built for Judges of Rivers origin serving both in
\nthe State and Federal Judiciaries at the Emmanuel\u00a0 Chinwenwo Aguma
\nJudges Quarters in Port Harcourt.<\/p>\n

Justice Muhammad who was represented by Justice Mary Odili of the
\nSupreme Court noted that Judges would be more confident to dispense
\njustice if they have good shelter and welfare.<\/p>\n

“Lagos and Rivers States rank among the most litigious States. The
\nImplication is that manpower and materials are perennially stretched far
\nbeyond the limit to attend to the large number of cases filed daily.<\/p>\n

” That explains the enormity of work before Judges. A good car, shelter,
\nand good welfare package are some of those things that can serve as a
\nmagic wand to bring out the best from them.<\/p>\n

“Whenever we deliberately or inadvertently toil with the welfare of
\njudicial officers, we are unconsciously inflicting a debilitating wound
\non the conscience of the nations.<\/p>\n

“We are not ignorant of Governor Wike’s huge investment to improve the
\ninfrastructure of federal courts.\u00a0 You are today also giving to Judges a
\nlife long accommodation on the owner-occupier basis, ” he said.<\/p>\n

Rivers State Governor, Nyesom Wike said the judiciary would be on a
\npedestal of efficiency and productivity with the support given to it by
\nhis administration.<\/p>\n

“There is a need to guarantee judicial independence and secure the
\neffective administration of justice.<\/p>\n

“These are the overriding consideration for the unprecedented investment
\nwe have made in our judicial system.<\/p>\n

“I cannot think of any State Government with similar welfare scheme we
\nhave made. This will have a profound and positive impact on judicial
\nofficers.<\/p>\n

“We have moved our Judiciary from the valley of neglect to an enviable
\nhilltop of independence, capacity, and effectiveness,” he stated.<\/p>\n

Governor Wike said the gesture of the State Government would end the era
\nwhen judges retire and have no shelter.<\/p>\n

“Given the constitutional restriction on legal practice, post legal
\nservice years could be miserable for judges who were unable to buy or
\nbuild their own homes before leaving the service.<\/p>\n

“With our policy,\u00a0 the State now bears the full responsibility to
\nproviding befitting accommodation for all judicial officers of Rivers
\nState origin beyond their service years for life.<\/p>\n

“The State Government spent the sum of N6billion\u00a0 to build,\u00a0 furnish,
\nand landscape this estate. The Government also reserves the interest to
\nbuy back any flat and reallocate to other judges to preserve the
\nexclusivity of the estate for judicial officers alone.<\/p>\n

“Twenty-three Judges opted for cash payment and have been given the
\napproved sum of N150 million each to build and have their own houses.
\nCumulatively,\u00a0 the State Government disbursed the sum of N3.6billion to
\nthe beneficiaries.<\/p>\n

“The policy covers all former Chief Judges, Presidents of Customary
\nCourts of Appeal including Justice Peter Agumagu. All retired Judges who
\nwere in service when the policy was made.\u00a0 The current Chief Judge of
\nthe state will have her accommodation built for her before retirement in
\nMay 2021,” he stated.<\/p>\n

In her remarks, the President of the Court of Appeal,\u00a0 Justice Monica
\nDongban-Mensem noted that the facility would enable judicial officers to
\ndo their work well.<\/p>\n

Justice Dongban-Mensem also said that good facilities would make Judges
\nnot to be afraid but to courageously dispense justice without fear or
\nfavor.<\/p>\n

According to her,\u00a0 what the Wike administration has done should serve as
\na template for other State Governments to emulate to make the working
\ncondition of judges better.<\/p>\n

Chief Judge of Rivers State,\u00a0 Justice Adama Iyayi-Lamikanra expressed
\nthe delight of Judges to witness another practical fulfillment of
\npromises made by Governor Wike.<\/p>\n

She noted that Judges who live in such tastefully furnished houses would
\nbe motivated to put in their best in the delivery of justice.<\/p>\n

Chief Judge of Bayelsa State, Justice Kate Abiri said Judges work under
\nvery challenging situations but what they have received from the Wike
\nadministration would assuage it because they can concentrate to do
\nbetter.<\/p>\n

Rivers State Attorney General and Commissioner for Justice,\u00a0 Prof.
\nZacchaeus Adangor said by the gesture,\u00a0 the Wike administration has
\nenthroned a virile and independent justice system that would enable
\njudges to work uprightly.<\/p>\n

National President of the Nigerian Bar Association, NBA, Olumide Akpata
\nsaid when judges are provided with comfortable living houses and good
\nwelfare, they would perform better.<\/p>\n

Speaking for the Senior Advocates of Nigeria, SAN,\u00a0 Chief Onueze Okocha
\nnoted the foresightedness of the Governor in achieving the feat.<\/p>\n

President of the Port Harcourt Branch of NBA,\u00a0 Prince Nyekwere said the
\nsupport of\u00a0 Governor Wike to the judiciary would remain unrivaled.<\/p>\n

Rivers State Commissioner for Housing, Elder\u00a0 Chinedu\u00a0 Tasie Nwabueze
\nsaid the project was conceived and executed by Governor Wike for Judges
\nwho would take possession of their houses immediately.<\/p><\/div>\n<\/div>\n
