{"id":76984,"date":"2020-11-22T16:47:44","date_gmt":"2020-11-22T15:47:44","guid":{"rendered":"http:\/\/pointblanknews.com\/pbn\/?p=76984"},"modified":"2020-11-22T16:47:44","modified_gmt":"2020-11-22T15:47:44","slug":"recession-serap-asks-buhari-to-cut-cost-of-governance-not-public-services","status":"publish","type":"post","link":"https:\/\/pointblanknews.com\/pbn\/news\/recession-serap-asks-buhari-to-cut-cost-of-governance-not-public-services\/","title":{"rendered":"Recession: SERAP asks Buhari to cut cost of governance, not public services"},"content":{"rendered":"<div id=\"m#msg-f:1684074593379014917\" class=\"mail-message expanded\">\n<div class=\"mail-message-header spacer\">Socio-Economic Rights and Accountability Project (SERAP) has sent an<\/div>\n<div class=\"mail-message-content collapsible zoom-normal mail-show-images \">\n<div class=\"clear\">open letter to President Muhammadu Buhari urging him &#8220;to put the<br \/>\ncountry&#8217;s resources at the service of human rights, and to support the<br \/>\nless well-off to enjoy an adequate standing of living through cutting<br \/>\nthe cost of governance and implementing bold transparency and<br \/>\naccountability measures in your government&#8217;s response to Nigeria&#8217;s<br \/>\nsecond recession in five years.&#8221;<\/p>\n<p>In the letter dated 21 November, 2020 and signed by SERAP deputy<br \/>\ndirector Kolawole Oluwadare, the organization said: &#8220;This economic<br \/>\ncrisis provides an opportunity to prioritise access of poor and<br \/>\nvulnerable Nigerians to basic socio-economic rights, and to genuinely<br \/>\nrecommit to the fight against corruption. The country cannot afford to<br \/>\nget back to business as usual.&#8221;<\/p>\n<p>SERAP said: &#8220;Implementing human rights, transparency and accountability<br \/>\nmeasures would save money, address projected adverse human rights<br \/>\nimpacts of the recession, and fast-track the economic recovery process.<br \/>\nIt is not too late to take urgent measures that would put the country&#8217;s<br \/>\nwealth and resources to work for the common good of all Nigerians.&#8221;<\/p>\n<p>According to SERAP: &#8220;Decades of mismanagement and corruption, and<br \/>\ndeep-seated deficiencies in public financial management have directly<br \/>\ncontributed to higher levels of borrowing and public debts, and<br \/>\nconsequently, the economic recession. Successive governments have<br \/>\nsquandered the promise afforded by the country&#8217;s natural wealth and<br \/>\nresources.&#8221;<\/p>\n<p>The letter, read in part: &#8220;The paltry resources Nigeria invests in<br \/>\nessential public goods and services that would benefit ordinary<br \/>\nNigerians can be partly explained by the high spending of public funds<br \/>\nto finance a life of luxury for members of the National Assembly, state<br \/>\ngovernors, and other powerful politicians.&#8221;<\/p>\n<p>&#8220;The country&#8217;s resources appear to have been used almost exclusively for<br \/>\nthe benefit of the political elites rather than on projects that would<br \/>\nensure the right to an adequate standard of living, the maximum welfare,<br \/>\nprosperity, freedom and happiness of every citizen on the basis of<br \/>\nsocial justice and equality.&#8221;<\/p>\n<p>&#8220;SERAP is seriously concerned about the adverse consequences of the<br \/>\neconomic crisis on the human rights of poor and vulnerable Nigerians,<br \/>\nincluding denying them access to essential public goods and services<br \/>\nsuch as healthcare, education, clean water, and regular electricity<br \/>\nsupply.&#8221;<\/p>\n<p>&#8220;We would be grateful if your government begins to implement the<br \/>\nrecommended action and measures within 14 days of the receipt and\/or<br \/>\npublication of this letter. If we have not heard from you by then as to<br \/>\nthe steps being taken in this direction, SERAP shall take all<br \/>\nappropriate legal actions to compel your government to implement these<br \/>\nrecommendations for the sake of human rights, transparency and<br \/>\naccountability.&#8221;<\/p>\n<p>&#8220;Nigeria has been poorly governed for many years, with systemic and<br \/>\nwidespread corruption at all levels of government, contributing to<br \/>\nfailures by successive governments to deliver essential public goods and<br \/>\nservices to Nigerians, contrary to the country&#8217;s constitution and human<br \/>\nrights and anti-corruption obligations.&#8221;<\/p>\n<p>&#8220;Huge budgetary allocations to fund security votes, renovate the<br \/>\nNational Assembly complex, pay jumbo salaries and allowances to members<br \/>\nof the National Assembly, and life pensions to former governors and<br \/>\ntheir deputies, as well as massive corruption in ministries, departments<br \/>\nand agencies [MDAs] contribute to low provisions for health, education<br \/>\nand other essential public goods and services.&#8221;<\/p>\n<p>&#8220;Prioritising the human rights of poor and vulnerable Nigerians means<br \/>\nproviding public goods and services free of charge for those who cannot<br \/>\nafford them. This is the time to prioritise poor and vulnerable<br \/>\nNigerians, and to ensure that any response to the recession goes well<br \/>\nbeyond bailing out large companies and banks.&#8221;<\/p>\n<p>&#8220;Our requests are brought in the public interest, and in keeping with<br \/>\nthe requirements of the Nigerian Constitution 1999 [as amended], and<br \/>\nNigeria&#8217;s international obligations, including under the UN Convention<br \/>\nagainst Corruption, and the International Covenant on Economic, Social<br \/>\nand Cultural Rights, as well as the UN Guiding principles on human<br \/>\nrights impact assessments of economic reforms.&#8221;<\/p>\n<p>&#8220;Your government ought to have taken full advantage of court judgments<br \/>\nordering the full recovery of stolen public funds, recovery of life<br \/>\npensions collected by former governors and their deputies, and mandating<br \/>\nyour government to hold to account corrupt electricity contractors and<br \/>\ncompanies that collected billions of naira but disappeared with public<br \/>\nfunds without executing any projects.&#8221;<\/p>\n<p>&#8220;The continuing failure to enforce these judgments has contributed to<br \/>\nincreasing level of borrowing, and in the process, the inability to<br \/>\nfulfil the country&#8217;s anti-corruption and human rights obligations to<br \/>\nprogressively realize the human rights of poor and vulnerable Nigerians,<br \/>\nincluding their rights to affordable and decent health care, clean<br \/>\nwater, adequate sanitation, and education.&#8221;<\/p>\n<p>&#8220;As the National Bureau of Statistics stated, the country&#8217;s GDP recorded<br \/>\na negative growth of 3.62 per cent in the third quarter of 2020. The<br \/>\ncountry had earlier recorded a 6.10 per cent contraction in the second<br \/>\nquarter.&#8221;<\/p>\n<p>&#8220;SERAP therefore urges you to prioritise citizens&#8217; socio-economic rights<br \/>\nand undertake comprehensive reform to stem grand corruption including in<br \/>\nMDAs, hold corrupt electricity contractors to hold, fully recover all<br \/>\nstolen public funds, and life pensions collected by former governors and<br \/>\ntheir deputies, and ensure a transparent and accountable spending of any<br \/>\nrecovered public funds on projects that will directly benefit poor and<br \/>\nvulnerable Nigerians.&#8221;<\/p>\n<p>SERAP also urged President Buhari to:<\/p>\n<p>Increase investment in public health, the healthcare system, education<br \/>\nservices, provision of clean water and other basic public goods and<br \/>\nservices that will benefit majority of the population;<br \/>\nRe-direct budgetary allocations to renovate the National Assembly<br \/>\ncomplex and take urgent steps to ensure that essential public goods and<br \/>\nservices are available to poor and vulnerable Nigerians;<br \/>\nImprove transparency and quality of information in government budgets<br \/>\nand reform public financial management to bring it in line with<br \/>\ninternational standards, and safeguard the right of media and civil<br \/>\nsociety to speak out against corruption and human rights abuses;<br \/>\nDirect the Revenue Mobilization Allocation and Fiscal Commission (RMAFC)<br \/>\nto urgently undertake a downward review of remuneration and allowances<br \/>\nof all political office holders including President, Vice-President<br \/>\nstate governors and their deputies, and members of the National<br \/>\nAssembly, consistent with the provisions of paragraph N, 32[c][d] of the<br \/>\nThird Schedule, Part 1 of the Nigerian Constitution;<br \/>\nRegularly and widely publish full accounts of projected and actual<br \/>\ngovernment revenues and expenditures;<br \/>\nImmediately instruct the Independent Corrupt Practices and Other Related<br \/>\nOffences Commission (ICPC) and Economic and Financial Crimes Commission<br \/>\n(EFCC) to jointly investigate allegations of systemic and widespread<br \/>\ncorruption in MDAs, as documented by the Auditor-General of the<br \/>\nFederation, and to ensure effective prosecution of those suspected to be<br \/>\ninvolved, and recovery of any stolen public funds;<br \/>\nEnsure independence of the Office of the Auditor-General of the<br \/>\nFederation<\/p>\n<\/div>\n<\/div>\n<div class=\"mail-message-footer spacer collapsible\"><\/div>\n<\/div>\n<!-- AddThis Advanced Settings generic via filter on the_content --><!-- AddThis Share Buttons generic via filter on the_content --><!-- AddThis Related Posts generic via filter on the_content -->","protected":false},"excerpt":{"rendered":"<p>Socio-Economic Rights and Accountability Project (SERAP) has sent an open letter to President Muhammadu Buhari urging him &#8220;to put the country&#8217;s resources at the service of human rights, and to&hellip;<!-- AddThis Advanced Settings generic via filter on wp_trim_excerpt --><!-- AddThis Share Buttons generic via filter on wp_trim_excerpt --><!-- AddThis Related Posts generic via filter on wp_trim_excerpt --><\/p>\n","protected":false},"author":1,"featured_media":49993,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"_lmt_disableupdate":"","_lmt_disable":"","footnotes":""},"categories":[5],"tags":[],"class_list":["post-76984","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-news"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v26.8 -
