Stakeholders in host communities of the Niger Delta Region have demanded
\nownership and control of the host communities trust funds proposed in
\nthe Petroleum Industry Bill (PIB) for the development of oil-bearing
\nareas.<\/p>\n

The stakeholders also demanded an increment in the contribution of
\n2.5percent of the Operating Expenditure (OPEX) of companies to 5percent
\neven though they expressed concerns that the proposed funding is subject
\nto manipulation and discretion by the entities.<\/p>\n

The host communities however noted that the PIB failed to address the
\nfate of impacted communities, especially those that suffer the
\nconsequences of gas flares and other environmental damages and demanded
\nthat this lacuna be provided for in the passage of the bill.<\/p>\n

These were some of the highlights of a communiqu\u00e9 issued at the end of a
\nHost Community (HostCom) Colloquium organized by OrderPaper Advocacy
\nInitiative in Owerri, the Imo State capital during the week.<\/p>\n

The communiqu\u00e9, which had a total of 10 resolutions, was endorsed on
\nbehalf of participants drawn from oil bearing areas by the Pan Niger
\nDelta Forum (PANDEF), Federation of Ethnic Nationalities of Niger Delta
\n(FENND), and Stakeholder Democracy Network (SDN), among a dozen other
\ngroup representatives of host communities.<\/p>\n

While stating that the PIB \u201cshould be designed as a tool for resolving
\ndevelopment challenges rather than as palliatives to host communities,\u201d
\nthe stakeholders said the PIB \u201cmust clearly define what constitutes
\n\u201chost\u201d and \u201cimpacted\u201d communities, rather than leave that to the
\ndiscretion of the companies.\u201d<\/p>\n

On the question of ownership, the stakeholders said the Bill \u201cshould
\nmake it compulsory for members of the Board of Trustees of the Trust to
\ncome from host communities and give communities a stronger role in the
\nselection process, financial management and administrative procedures of
\noperating the Trusts.\u201d<\/p>\n

They also said \u201cNeeds assessment, monitoring and evaluation for projects
\nand programmes should be jointly conducted by both the communities and
\ncompanies,\u201d and that the PIB \u201cshould clearly set out timelines for
\nimplementation of projects and penalties for defaulting companies.\u201d<\/p>\n

They further said the PIB should \u201cadopt clearly defined incentive-based
\nmeasures for protection of oil and gas assets rather than current
\npunitive measures that leave wide room for abuse,\u201d and that \u201cthe
\ncontribution of companies to the Trust Fund should be increased from
\n2.5% to 5% of OPEX.\u201d<\/p>\n

On the legislative process which has seen the PIB gone through second
\nreading in the Senate and awaiting consideration in the House of
\nRepresentatives, they said \u201cthe National Assembly should consult widely
\nwith host communities in the current process of passing the PIB to
\ndeepen ownership of the resulting legislation. This would include visits
\nto host communities by the Committee members and holding some of the
\npublic hearings on the Bill in the oil-producing Niger delta region.\u201d<\/p>\n

They further demanded that \u201cmembers of the National Assembly from the
\nNiger delta region have a responsibility to make granular consultations
\nwith their constituents and record their positions accordingly during
\ndebate and voting on the Bill.\u201d<\/p>\n

In terms of inclusiveness, the stakeholders said the \u201cBill should
\nrecognize gender dimensions in the development and constitution of host
\ncommunities structures in line with the 2019 Extractive Industries
\nTransparency Initiative (EITI) Standard.\u201d<\/p>\n

Recall that the Colloquium was declared open by the Deputy President of
\nthe Senate, Sen. Ovie Omo-Agege, who in his opening remarks, admonished
\nthat Nigeria must hurry to make the best use of its hydrocarbon
\nresources now because in a few years\u2019 time, the world would move away
\nfrom fossil fuel to emerging alternatives.<\/p>\n

Participants were treated to expert presentations and a panel discussion
\nbefore a robust interactive session led to the adoption of the 10-point
\ncommuniqu\u00e9.<\/p><\/div>\n<\/div>\n
