The Presidential Amnesty Programme (PAP) has launched a new model of
\nempowerment that will transform delegates into skilled entrepreneurs
\nand\/or employable citizens contributing meaningfully to the economy of
\nthe Niger Delta region, and the nation at large.<\/p>\n
The Interim Administrator of the PAP, Col. Milland Dixon Dikio (rtd)
\nannounced this in a statement on Monday, describing it as an end-to-end
\nempowerment model.
\nThe statement says that PAP will partner with organizations that are
\nready and capable of training its delegates, employing successful
\ntrainees and mentoring them to achieve post training proficiency.
\nThereafter, they will be encouraged to branch out or own subsidiaries of
\nthe parent company. The catch is that since the delegates are potential
\nemployees, they will be well trained to fit into the company offering
\nthe training. Those who do not make it will have themselves to blame for
\na missed opportunity.<\/p>\n
According to Col. Dikio (rtd), this will curb multiplicity of the same
\nkind of empowerment and substandard empowerment packages that are not in
\nline with the vision for the Amnesty Programme.<\/p>\n
\u201cWe have designed a wholistic high quality empowerment package that will
\nreduce delegates\u2019 dependence on monthly stipends.\u201d<\/p>\n
\u201cWe cannot continue to say we are empowering our delegates and they
\ncannot boast of anything to do or even find suitable jobs that suit the
\nskills they have learnt.\u201d<\/p>\n
\u201cThis is the model that is used by most businesses and organizations in
\nthe South \u2013 East and this has proven to be highly successful and
\neffective\u201d.<\/p>\n
The statement further explains that vendors who wish to start their
\ntraining and empowerment programmes for beneficiaries must obtain a
\nletter of approval before commencement.<\/p>\n
Col. Dikio (rtd) assured delegates that the Presidential Amnesty
\nProgramme is currently working out the processes that will ensure that
\nthey are not short-changed or deprived of their opportunities.<\/p>\n
It will be recalled that one of the focal points of the programme is to
\nmake the Niger Delta the best place to live and do business by directing
\navailable resources to achieve optimum results, and the leadership of
