The cold war between the National Security Adviser, NSA, Babagana
\nMonguno, a retired Major-General and the cabal in Aso Rock may have
\nswitched to a higher gear with the cabal pushing to oust Monguno and
\ninstall a fresh hand.<\/p>\n
The cabal is said to be considering either ex-Director General of the
\nDepartment of State Services, DSS, Lawal Daura or ex-Chief of Army
\nStaff, Yusuf Burutai, a retired Lt. General.<\/p>\n
Monguno has been having a running battle with Aso Rock cabal initially
\nled by former Chief of Staff to President Muhammadu Buhari, Abba Kyari.
\nHowever since the death of Kyari who died of Covid-19 in June, 2020,
\nSabiu Yusuf, aka Tunde, a personal aide to the President has been
\nspearheading the plot to ease Monguno out of the system.<\/p>\n
Appointed on July 13, 2015 by President Buhari, Monguno whom Aso Rock
\ninsiders said is loved by Buhari, has raised the red flag over certain
\ninconsistencies and unwholesome, even unprofessional conducts, within
\nthe nation\u2019s security apparatchik to the anger of the cabal who felt
\nindicted by the NSA.<\/p>\n
Security insiders said Monguno has always maintained that security
\nissues including arms procurement should be handled discretely and
\nprofessionally by only persons conversant with such matters, a position
\nsome members of the cabal felt was an affront on their involvement in
\nthe nation\u2019s security affairs.<\/p>\n
Specifically, on December 9, 2019, Monguno, unable to bear what a source
\ndescribed as \u201ctrader\u2019s mentality\u201d in handling of security issues penned
\na letter to President Buhari alerting him to the unprofessional conduct
\nof Abba Kyari whom he accused of holding court with service chiefs
\nwithout the consent of the NSA.<\/p>\n
Monguno said Kyari was fond of giving directives to the service chiefs,
\nsometimes without the knowledge, much less approval of President Buhari
\nand himself as NSA, a practice, he said, has contributed to government\u2019s
\ninability to contain insecurity in the country.<\/p>\n
He wrote: \u201cChief of staff to the president is not a presiding head of
\nsecurity, neither is he sworn to an oath of defending the country.<\/p>\n
\u201cAs such, unprofessional practices such as presiding over meetings with
\nservice chiefs and heads of security organisations as well as
\nambassadors and high commissioners to the exclusion of the NSA and\/or
\nsupervising ministers are a violation of the Constitution and directly
\nundermine the authority of Mr President.<\/p>\n
\u201cSuch acts and continued meddlesomeness by the chief of staff have not
\nonly ruptured our security and defence efforts but have slowed down any
\nmeaningful gain that Mr President has sought to achieve,\u201d the letter
\nread.<\/p>\n
Monguno\u2019s memo to the President was considered a direct attack on the
\ncabal which had Sabiu Yusuf, Mamman Daura, President Buhari\u2019s nephew,
\nand Lawal Daura as members. Shortly after the death of Abba Kyari, the
\ncabal was said to have picked the gauntlet to push for the ouster of
\nMonguno.<\/p>\n
However, in spite of the outburst of Monguno as contained in his memo,
\nBuhari rewarded him shortly after the letter trended with yet an extra
\nresponsibility. He was named as Co-Chair along with Humanitarian Affairs
\nMinister, Hajiya Sadiya Umar Farouk, for the then newly formed National
\nHumanitarian Coordination Committee, an indication that President Buhari
\nis pleased with his service to the country.<\/p>\n
One of the strategies to effect the ouster of Monguno was to stick a tag
\nof corruption on him. Recently, there were moves to investigate
\nBrigadier General Jafaru Mohammed, a Director of Finance in the office
\nof the NSA.\u00a0 General Mohammed is suspected to be a front of the NSA whom
\nthey allege has acquired choice properties on behalf of Monguno.<\/p>\n
Those tipped to replace Monguno are not without their own controversy.
\nBurutai was once accused of owning properties in Dubai, an allegation he
\ndefended, explaining that his Dubai property was bought with proceeds
\nfrom his farming business.<\/p>\n
Daura himself was sacked on August 7, 2018 as DG of DSS by then Acting
\nPresident Yemi\u00a0 Osinbajo following a siege to the National Assembly by
\nmen of the DSS, an act many described as insurrection against
\nconstituted authority.<\/p>\n
