{"id":79339,"date":"2021-03-26T04:47:45","date_gmt":"2021-03-26T03:47:45","guid":{"rendered":"http:\/\/pointblanknews.com\/pbn\/?p=79339"},"modified":"2021-03-26T04:47:45","modified_gmt":"2021-03-26T03:47:45","slug":"wike-as-an-apostle-of-even-development","status":"publish","type":"post","link":"https:\/\/pointblanknews.com\/pbn\/articles-opinions\/wike-as-an-apostle-of-even-development\/","title":{"rendered":"WIKE AS AN APOSTLE OF EVEN DEVELOPMENT"},"content":{"rendered":"<div id=\"m#msg-f:1695253056683706323\" class=\"mail-message expanded\">\n<div class=\"mail-message-header spacer\">By Paulinus Nsirim<\/div>\n<div class=\"mail-message-content collapsible zoom-normal mail-show-images \">\n<div class=\"clear\">\nWhen Governor Nyesom Wike declared on on Saturday, January 30, 2021,<br \/>\nthat discussions have been concluded to commence the construction of the<br \/>\nTrans-Kalabari Road, which will ease transportation difficulties<br \/>\nexperienced by the people of Kalabari Ethnic Nationality, the<br \/>\nannouncement was greeted with mixed feelings.<\/p>\n<p>The diverse feelings of hope, skepticism, disbelief, d\u00e9j\u00e2 v\u00fa and forlon<br \/>\nnostalgia were understandable for the simple reason that the<br \/>\nTrans-Kalabari Road project has been one of the major talking points in<br \/>\nthe Rivers political calibration since 1999.<\/p>\n<p>The nostalgia was even more poignant, as many Rivers people, especially<br \/>\nthe\u00a0 people of Kalabari\u00a0 will recall that in December 2012, the<br \/>\nadministration of the day had assured the people of Kalabari that the<br \/>\nRoad would be completed before the exit of that regime from office in<br \/>\n2015.<\/p>\n<p>The so called assurance that the road remains top priority of that<br \/>\nadministration, had been made with boastful audacity, at a town hall<br \/>\nmeeting in Buguma, headquarters of Asari-Toru Local Government Area, in<br \/>\nthe following words, &#8220;The Trans-Kalabari road is coming and we have<br \/>\nawarded the contract to Lubriks for the sum of N21billion. We have<br \/>\nagreed to take it to Buguma so by January we will mobilise the<br \/>\ncontractor to site&#8221;.<\/p>\n<p>Alas, just like the Karibi Whyte Memorial Hospital and the grotesque,<br \/>\ndaylight robbery monorail project that assaults the sensibilities, the<br \/>\nTrans-Kalabari road joined other white elephant projects of that<br \/>\nadministration, which its spin doctors have been trying with frenzied<br \/>\nmisleading propaganda to re-present.<\/p>\n<p>So, when Governor Wike declared, during the reception organised for the<br \/>\nconferment of the special chieftaincy title, Eze Gbuwara Uzo1 of Ikwerre<br \/>\non Sir Celestine Omehia, former Governor of Rivers State, at Isiokpo<br \/>\nTown in Ikwerre Local Government Area, on Saturday, January 30, 2021,<br \/>\nthe expectations also carried a tinge of real hope.<\/p>\n<p>The reason was not far fetched. It was not only that the announcement<br \/>\nhad come on the heels of a marathon inauguration of quality projects<br \/>\nacross the state, but the faith and belief that Governor Wike had<br \/>\nalready pledged to complete legacy projects he started in every Local<br \/>\nGovernment Area in the State, during his tenure.<\/p>\n<p>Affirming the seriousness of the Rivers State Government to commence the<br \/>\nTrans-Kalabari Road project, Governor Wike said: &#8220;I and the Deputy<br \/>\nGovernor, together with the Chairman of the Rivers State Elders Council,<br \/>\nhave agreed on how the Trans-kalabari Road will follow. Those who said<br \/>\nwe don&#8217;t want to do anything in the Kalabari area, today they are<br \/>\nsending me text messages to thank me.&#8221;<\/p>\n<p>To add the icing on the cake, the Governor said that with several<br \/>\nprojects inaugurated in the various local governmentsbof the State, most<br \/>\ncritics who accused him of being sectional with his development<br \/>\nprogramme are now ashamed and silenced.<\/p>\n<p>&#8220;So many people have said that I am discriminating in terms of projects.<br \/>\nNow, when they saw us go to the various Local Governments to commission<br \/>\nprojects, they don&#8217;t say anything again,&#8221; he stated.<\/p>\n<p>Two months later, on Wednesday, March 24, 2021, the Rivers State<br \/>\nExecutive Council approved the construction of the Trans-Kalabari and<br \/>\nSaakpenwa-Bori-Kono Road projects at the cost of N27.6billion.<\/p>\n<p>It will also be recalled that Governor Wike had, during the January 30<br \/>\nreception for Sir Celestine Omehia\u00a0 equally declared that: &#8220;When we were<br \/>\nconstructing Sakpeenwa -Bori\u00a0 Road, some politicians in our party were<br \/>\ncarrying propaganda. They were saying that we are not going to complete<br \/>\nit.<\/p>\n<p>&#8220;But, they now have one of the best roads in the state. Some of them<br \/>\nwere even ashamed to watch it on television. We have also agreed that<br \/>\nfrom Sakpeenwa to Bori, we are awarding fresh contract to take it to<br \/>\nKono town.&#8221;<\/p>\n<p>Little wonder therefore that an avalanche of encomiums, ranging from<br \/>\nlyrical to poetic and the unrestrained outpouring of joy\u00a0 by top<br \/>\npoliticians, media gurus, statesmen and an appreciative community<br \/>\nwitnessing an infrastructure miracle they had only dared to dream about,<br \/>\ngreeted the commissioning of the the first phase, 16.06 kilometers, dual<br \/>\ncarriage Sakpenwa-Bori Highway by the Governor of Enugu State, Dr.<br \/>\nIfeanyichukwu Lawrence Ugwuanyi\u00a0 on Tuesday, January 5, 2021<\/p>\n<p>Now, with the approval for the construction of Phase 2 and indeed the<br \/>\naward of the Trans-Kalabari road, Rivers people have already concurred<br \/>\nthat these are two more promises made and kept by the promise keeping<br \/>\nGovernor who is building legacy projects all over Rivers State.<\/p>\n<p>Elloka Tasie-Amadi, speaking at a Press Briefing on the approval for the<br \/>\nconstruction of the Saakpenwa-Bori-Kono Phase 2 Road project said the<br \/>\nproject which starts from Bori to Kono, &#8220;is a 17 kilometer road and the<br \/>\ncost of the project is N14 Billion. Construction time is 14 months.<br \/>\nPayment will also be secured by an irrevocable payment standing order of<br \/>\nN1 billion monthly drawn against the State Internal Revenue.&#8221;<\/p>\n<p>The Works Commissioner further stated that the Saakpenwa-Bori-Kono<br \/>\ncontract will be executed by the same the company that executed the<br \/>\nPhase 1 of the road , Chinese Civil and Engineering Construction<br \/>\nCorporation, adding, for emphasis, that the reason the cost of the<br \/>\nTrans-Kalabari road which is 13 kilometers long and 9.3 meters wide is<br \/>\nalmost the same as that of Bori- Kono 17.1 kilometers and 24 meters wide<br \/>\nroad with street light, is because the terrains are different.<\/p>\n<p>&#8220;You see the cost of building in the riverine area is nothing less than<br \/>\ntwice the cost of building on solid soil. So the Government is going<br \/>\nthrough huge trouble to see that these roads are built. People will<br \/>\nwonder why the cost are like that, the terrain determines the cost. So,<br \/>\nthe Trans-Kalabari Road\u00a0 is far more expensive to build.&#8221;<\/p>\n<p>Shedding more light on the Trans-Kalabari Road, Tasie-Amadi explained<br \/>\nthat the road will connect several communities amongst them Krakama,<br \/>\nOmekwe-ama, Angula-ama, Mina-ama and some other communities in the<br \/>\nKalabari area of the State.<\/p>\n<p>&#8220;The project will cost N13.6billion and will have 14 months duration,<br \/>\nfinanced by an irrevocable standing payment order drawn against the<br \/>\nState Internal Revenue, meaning that every month the contractor will be<br \/>\npaid N1 Billon and there will be no delays.<\/p>\n<p>&#8220;This will guarantee the project is not stalled and completed within the<br \/>\ntime frame stipulated and agreed with the State Government. This I<br \/>\nbelieve will be useful to the people and open the area for economic<br \/>\nactivities,&#8221; he added.<\/p>\n<p>There is absolutely no doubt whatsoever, that the award of the<br \/>\nTrans-Kalabari Road by the Governor Wike&#8217;s administration is historic.<br \/>\nMany will recall that the previous government awarded the road to<br \/>\nindigenes of the area who later abandoned the project for inexplicable<br \/>\nreasons.<\/p>\n<p>It had also been the most devious unique selling point in a completely<br \/>\ndubious and misleading election propaganda of a political party, which<br \/>\nhad trumpeted the ethnic mantra that only a Riverine Governor would<br \/>\ndeliver the Trans-Kalabari Road, with their leader even audaciously<br \/>\nfoisting a business accomplice as the anointed messiah on the hapless<br \/>\nfollowers.
