Former Chief of Army Staff, retired Lt.-Gen. Abdulrahman Dambazau has
\nadvised the military leadership to develop a new strategy in the
\ncounter-insurgency operations in the North-East.<\/p>\n

Dambazau gave the advice in a lecture titled, \u201cStrategic Military
\nLeadership and the Emerging Threats to National Security: My
\nPerspective\u201d during the inauguration of Army War College Nigeria Course
\n5\/2021, on Friday in Abuja.<\/p>\n

He said that the Forward Operations Base (FOB) and Super Camp strategies
\nso far adopted by the military in the Northeast had not been most
\nefficient in tackling insurgents.<\/p>\n

Dambaza, who is the immediate past minister of interior said that while
\nthe super camp strategy had not in itself most efficient in force
\nprotection, it exposed the vulnerable communities to terrorists\u2019
\nattacks.<\/p>\n

He said that the whole idea was to create a balance between force
\nprotection and civilian protection, adding that there was a need for the
\nmilitary authority to seek the best way to achieve that.<\/p>\n

\u201cI cannot stand here to tell you that this is what they should do but I
\nbelieve it is something that can be done because it is very important to
\nprotect the force and equipment and also protect the civilian
\ncommunities.<\/p>\n

\u201cLike suggested too this cannot be left to the military alone as the
\nmilitary has their role very clearly and therefore, the civil defence
\nand the police should be used to ensure the protection of our civilian
\ncommunities.<\/p>\n

\u201cBecause the insurgents have realised the fact that civilian communities
\nare soft targets,\u201d he said.<\/p>\n

The former army chief also called for effective coordination of the
\nMultinational Joint Task Force (MNJTF) to ensure more commitment by
\nmember countries to be able to defeat the terrorists.<\/p>\n

He also advocated a holistic and all stakeholders approach in tackling
\nthe security challenges as well as enhanced intelligence, adequate
\nequipment, manpower and personnel welfare.<\/p>\n

According to him, intelligence is a critical area in tackling the
\ncurrent and emerging security threats.<\/p>\n

Dambazau also suggested that more needed to be done to address the
\ncurrent ethnic agitation in different parts of the country, adding that
\nthose non-state actors were also citizens of Nigeria.<\/p>\n

According to him, Boko haram started as a Taliban of young men hiding in
\nYobe but today we have insurgents and ten years on we are still
\nfighting.<\/p>\n

\u201cI believe that the multifaceted approach can be adopted and the problem
\nis that we think that every security issue is the military show but we
\nhave the administration of justice approach.<\/p>\n

\u201cIt is the primary responsibility of the police to maintain law and
\norder and so we need to also strengthen the police to be able to do that
\naspect,\u201d he said.<\/p>\n

According to him, there are four aspects that need to be addressed; one
\ncategory has to do with a threat to our sovereignty and territorial
\nintegrity.<\/p>\n

\u201cOther categories have to do with the issue of law and order, the
\nwellbeing of citizens and the corporate existence of the country.<\/p>\n

\u201cThere are also issues that have to do with governance like the issue of
\neducation, poverty, health and more,\u201d he said.<\/p>\n

Dambazau said the country had started witnessing a new war of \u201cethnic
\nextremism\u201d emanating from IPOB in the southeast and OPC in the
\nsouthwest, alongside secessionist threats.<\/p>\n

According to him, the two groups had been making efforts to ignite
\nnationwide inter-ethnic conflict through their violent attacks on
\nnortherners\u2019 residents or transacting businesses in the south as a quick
\nway to realise their dream for a divided Nigeria.<\/p>\n

He said there was parallel between Boko Haram, a religious extremist
\ngroup and the IPOB and OPC, both ethnic extremist groups, adding that
\nall the three groups operate on the platform of extremism.<\/p>\n

\u201cThey are all non-state actors; they all have separatist agenda to carve
\nout states out of Nigeria\u2019s territory; they all do not believe in the
\nNigerian project, its unity and peaceful co-existence just like BH.<\/p>\n

\u201cThey are also beginning their projects by attacking security forces and
\nthose they consider their enemies,\u201d he said. (NAN)<\/p><\/div>\n<\/div>\n
