says funds accruable to councils from the federation account is not for
\npayment of workers’ salaries alone.<\/p>\n

He noted that the essence of local government system is to bring
\ngovernment and development to people at the grassroots.<\/p>\n

The Chief of Staff stated this at the flag off the Ukeli Road, Rundele
\nin Emohua Local Government Area of Rivers State on Monday.<\/p>\n

Woke, who was former chairman of Emohua council, said it is erroneous
\nfor people to assume that all the funds accruable to any local
\ngovernment should be expended on remuneration of staff alone. According
\nto him, council funds should primarily be targeted at developmental
\nprojects in the rural areas.<\/p>\n

He said the Peoples Democratic Party (PDP) leadership in Emohua are in
\nsupport of steps taken by the council chairman, Dr Chidi Lloyd to rid
\nthe council of ghost workers.<\/p>\n

Woke observed that there has been attempt to distract the council
\nchairman since he\u00a0 embarked on personnel audit.<\/p>\n

“Perhaps they do not understand that the statutory allocation that is
\nallocated to Emohua local government area is not for payment of
\nworkers’salaries alone.<\/p>\n

“Those who conceptualised the Nigerian constitution and allowed Nigeria
\nto operate a federal system of government did not make any mistake. The
\nidea is that while the federal government is executing projects that are
\nin the exclusive list, the state government will take those that are
\ntheir responsibility, the local government is expected to reach out to
\nthe people.<\/p>\n

“So, anybody who assumes that the local government\u00a0 allocation is to pay
\nsalary of workers, fake and fraudulent people, is wrong. Enough is
\nenough.”<\/p>\n

He advised the council chairman to ensure that genuine staffers receive
\ntheir salary as at when due because every labourer is worthy of his
\nwage.<\/p>\n

Woke warned those threatening to destabilise the prevailing peace in the
\ncouncil to have a rethink, as\u00a0 the PDP leadership in Emohua will not
\nsuccumb to any form of blackmail and intimidation.<\/p>\n

He asserted that anyone who does not want to key into the new Emohua
\nvigilante system initiated by Dr Chidi Lloyd, should desist from
\ndistracting him and his administration.<\/p>\n

The Chief of Staff commended the Emohua council chairman for completing
\nthree out of the eight projects he flagged off since he assumed office
\nlast month.<\/p>\n

“I have no doubt in my mind that you will perform, even as a
\nlegislature, you did not fail\u00a0 the people of Emohua Local Government.”<\/p>\n

Woke called for synergy between the legislative and executive arms in
\nthe council,\u00a0 to ensure delivery of good governance and democratic
\ndividends to the people at the grassroots.<\/p>\n

He implored the leadership of the legislature in the council not to
\ndistract the chairman. In the same vein, he urged the chairman to ensure
\nthat the legislators are not denied their entitlements.<\/p>\n

The Chief of Staff said the Ukeli road when completed, will open the
\narea to investors who will provide employment opportunities for youths
\nof the area.<\/p>\n

Chairman of Emohua Local Government Council, Dr Chidi Lloyd, explained
\nthat the flag of the road and other projects is in fulfilment of his
\nelectioneering campaign promises to the people of the council.<\/p>\n<\/div>\n<\/div>\n
