The Nigerian Communications Commission (NCC) has inaugurated an incidence response facility aimed at addressing incidences of<\/div>\n
\n
\n

cybercrimes, protecting telecoms infrastructure and encouraging
\nincreased participation in nation’s digital economy.<\/p>\n

The NCC Center for Computer Security Incident Response\u00a0 is the
\nCommission’s industry-specific intervention, whose objectives are
\naligned to the National Cybersecurity Policy and Strategy (NCPS)
\npublished by the Office of the National Security Adviser (ONSA). The
\nNCPS requires each sector to establish a computer incident response team
\nprovides requisite services to the stakeholders and players within each
\nsector.<\/p>\n

The overall mandate of the NCC-CSIRT is to ensure continuous improvement
\nof processes and communication frameworks to guarantee secure and
\ncollaborative exchange of timely information while responding to cyber
\nthreats within the sector.<\/p>\n

Speaking during the commissioning of the project in Abuja at the
\nweekend, the Honourable Minister of Communications and Digital Economy,
\nProf. Isa Ali Ibrahim Pantami, described the Center as a strategic step
\nin boosting cybersecurity in Nigeria and commended the Board of NCC and
\nDanbatta-led Management of the Commission for ensuring successful
\nimplementation of the project.<\/p>\n

Pantami noted that the commissioning of the Facility marks an important
\nmilestone in the telecommunications industry in Nigeria, and described
\nit as a significant measure in the support of national efforts at
\nprotecting the information and communication technology infrastructure
\nin the country.<\/p>\n

“The creation of the Center is in line with the provisions of the
\nNational Cybersecurity Policy and Strategy (NCPS) document published by
\nthe Office of the National Security Adviser (ONSA), which was recently
\nupdated and launched by President Muhammadu Buhari in February 2021. In
\nkeeping with the principles enshrined in the policy, each sector is
\nexpected to establish a sectoral Computer Incident Response Team (CSIRT)
\nthat provides requisite services to the constituents within that
\nsector,” the Minister said.<\/p>\n

In his address at the event, the Executive Vice Chairman of NCC, Prof.
\nUmar Danbatta stated that, considering the increasing growth in Internet
\nusage, especially as a consequence of the outbreak of the pandemic, the
\nCommission observed a rise in cyber incidents and criminal activities.<\/p>\n

“Thus, the Commission recognises that with the borderless nature and
\npervasiveness of these incidences, relentless and concerted attention is
\nrequired to protect Internet users as well as the Critical National
\nInformation Infrastructure and ensure they are resilient”, Danbatta
\nsaid.<\/p>\n

The EVC emphasised that the NCC-CSIRT has been structured to operate
\nwithin the framework of the NCPS and the National Digital Economy Policy
\nand Strategy (NDEPS) to assist the Nigerian communications sector with
\nthe management and coordination of cyber security incidents and threats.
\nHe noted that the CSIRT is established as a proactive step towards
\nbuilding trust, and safety needed for growing the digital economy.<\/p>\n

“The CSIRT’s services will commence with four main thrusts, namely:
\nmonitoring, incident management, communication, and alert and warning.
\nThe devices for handling these four areas will be scaled up and expanded
\nas the Centre’s operations grow in order to enhance the digital economy
\nand ensure it yields great dividends to the Nigerian citizens,” Danbatta
\nsaid.<\/p>\n

Danbatta explained that the key mandates of the CSIRT, which will be
\nachieved through collaborative effort with relevant stakeholders,
\norganisations and agencies, include assisting the sector in the defence
\nand response to major cyber threats and attacks targeted at the members
\nwithin the sector, providing information, technical as well as policy
\nadvisories to the constituency to strengthen the defensive and response
\ncapabilities to cyber threats. The Centre is also to liaise with other
\nsectoral CSIRTs as well as local and international security frameworks
\nto protect the communications sector and\u00a0 the general wellbeing of the
\nNigerian people.<\/p>\n

Other mandates of the NCC-CSIRT, highlighted by Danbatta, are to provide
\nguidance and direction for the constituents in dealing with issues
\nrelating to the security of critical infrastructure in their possession;
\nand to periodically assess, review and collate the threat landscape,
\nrisks, and opportunities affecting the communications sector and provide
\nadvice to relevant stakeholders.<\/p>\n

Meanwhile, the National Security Adviser (NSA), Major General Babagana
\nMonguno (Retd), who was represented at the event by Brigadier General,
\nSamad Akesode, has also acknowledged the establishment of NCC CSIRT as a
\nclear demonstration of the Commission’s resolve to join hands with the
\nFederal Government in mitigating any risk that will emanate as the
\ncountry embraces advanced technology to facilitate digital
\ntransformation in the country.<\/p>\n

According to Monguno, by establishing the CSIRT, the NCC has taken a
\nstep that could only be described as impeccable and timely, and in
\nconformity with the highest standards and international best practise
\nwhich aligns with the requirement of the Cybercrimes (Prohibition,
\nPrevention etc) Act, 2015.”<\/p>\n

Leadership of the National Assembly, including the Chairman, Senate
\nCommittee on Communications, Senator Oluremi Tinubu and the Chairman,
\nCommittee on Telecommunications in the House of Representatives, Akeem
\nAdeyemi also profoundly applauded the Danbatta-led NCC for taking a
\nleading position for sectoral implementation of the NCPS and improving
\nsecurity of cyber space for all.<\/p>\n

Others, who delivered goodwill messages, commended the Commission, and
\nspoke about the significance of the CSIRT project to national economy
\nand national security, include the Permanent Secretary, Federal Minustry
\nof Communications and Digital Economy, Mr. Bitrus Nabasu as well as
\nother heads of agencies in the Ministry.<\/p>\n<\/div>\n<\/div>\n
