Dear Sir,
PETITION AGAINST PROFESSOR ABUBAKAR SANI SAMBO(DIRECTOR GENERAL) AND PRINCIPAL OFFICERS(DIRECTORS) OF ENERGY COMMISSION ,ABUJA OVER ALLEGED ACTS OF CORRUPTION,ABUSE OF OFFICE AND FRAUD BEING HIDDEN FROM PUBLIC KNOWLEDGE: REQUEST FOR URGENT INVESTIGATION PURSUANT TO SECTIONS 27&28(a) & (b) ICPC (ESTABLISHMENT) ACT 2000
We act as solicitors to PARLIAMENT INTERNATIONAL MAGAZINE (hereinafter called “Our Client”) and have her instructions to write you with respect to the above subject matter.
Our Client, acting on an anonymous letter written by a whistle blower, a staff of Energy Commission, wrote a letter dated 11/02/2011 to the DG of Energy Commission by way of questionnaire to respond to allegations of fraud and corruption perpetrated by him with connivance of principal officers (Directors). Our client received a reply letter dated 14/02/2011 from the office of the DG, Energy Commission requesting for a meeting to “straighten the issues” in the letter. The meeting was then fixed for February 22, 2011 by mutual consensus.
However, the Energy Commission had a different plan. They induced the Nigerian police to embarrass, harass, arrest and detain our client at the police post at Federal Secretariat Complex, Abuja on arrival at the premises of the commission on 22/02/2011. Upon release from detention, our Client instructed us to write a letter to the Commission over the incident and requesting that the allegations are responded to. The said letter written by us is dated February 25, 2011(See attached).
Till date the Commission has not deem it fit to deny the allegations of fraud and corruption as revealed by the unnamed whistle blower.
Our Client suspects that the Energy Commission may be taking steps to destroy documentary evidence of the fraud.
Hence, we demand that you conduct an urgent investigation of the Energy Commission by demanding for all documents relating to contract awards since 2009, invoices, cheques, evidence of seminars, workshops attended, the Audited financial statement of the Commission for 2009 and 2010, and the bank statements of the Commission with Commercial Banks and that of PROFESSOR ABUBAKAR SANI SAMBO and principal officers (Directors) for examination.
Further, we have the instructions of Our Client to request for protection and guarantee their safety over this petition in line with Section 64, ICPC (ESTABLISHMENT) ACT 2000.
We urge you to as a matter of urgency commence investigation with your investigation Department within Seven (7) days from the date of receipt of this petition in the interest of the fight against Corruption.
Thank you.
Yours faithfully,
OSUAGWU UGOCHUKWU ESQ
