Open Letter to Governor Shema
FOR THE RESCUE OF COLLAPSING UMARU MUSA YAR’ADUA UNIVERSITY, KATSINA, THE LIFE LONG LEGACY OF AILING MR PRESIDENT YAR’ADUA, PLEASE GOVERNOR SHEMA OF KATSINA STATE
It is out of necessity, patriotism and great care and concern that I decide to bend down and request for your prompt and urgent intervention to kindly publish this important message for the executive ears of Barrister Ibrahim Shehu Sheme, the executive governor of Katsina state and the custodian of Mr President’s legacies that earned him the title of Khalifan Matawalle The President of the Federal Republic of Nigeria Alhaji Umaru Musa Yar’adua and all concerned individuals for the rescue of the collapsing Umaru Musa Yar’adua University katsina for quick intervention into the crisis of mismanagement in the University by the self centred majority of the Management Committee members of the University before the crash down of the university in spite the huge billions of naira sunk into the university by katsina state government solidly aimed at addressing the difficulties of admissions by Katsina state indigenes in our neighbouring state universities, unfortunately the aim is about to be aborted or planned to be discarded due to the zeal of self enrichment move by most of the members of the Management Committee of the baby university that requires sacrifice of all katsina indigenes across the globe for the realisation of mission and vision of the reasons behind its establishment on the solid pillars that would withstand the challenge and taste of time for even yet unborn indigenes of Katsina.
The convincing forward to certify these clear indications could be referred to the recent ASSU Communiqué release immediately after the emergency held in the University by the patriotic and concerned ASSU chapter of the state which I will be quoting point by pointing to convince all that the University lacks patriotic Executives that would lead to the realisation of its mission and vission.
That during the ASSU meeting held on Tuesday, 16th March, 2010 by the wing of Umaru Musa University,katsina that they called for the improved capacity of administrative machinery by appointing Deputy Vice-Chancellors Academic and Administration as per what obtains in all universities in Nigeria
That the move of converting the appointment of some of it members as contract appointment was out of place and that the policy could jeopardise the university quest for academic excellence, because many may up being affected including Graduate Assistants and those on Fellowship who are just starting career. Moreover, the policy is not part of the Senior Staff Appointment and Promotion Conditions
That ETF scholarship enjoyed by some of its members pursuing PG Studies is discovered that there is disparity between what they received and their colleagues in sister universities received. The management is required to pay them all outstanding entitlements.
That the congress expressed its displeasure with the allocation of the houses allotted to the university by the state government where the house were allocated to the management members only, while the houses were not allocated to management committee but to the University Community,
That the academic staff dismissed from the service of the University recently on the allegation of examination malpractice, it was agreed that there is the need to distinguish between what constitutes gross misconduct and misconduct. In the same vein, it is advised that the process laid down in the senior staff regulation be followed, such as issuing warning letters, then suspension and eventually dismissal
It was also resolved by the congress that there is need for the departments to be autonomous in the sense that they should be allowed to elect their heads not the vice chancellor nominating or appointing his loyalists as heads in departments
That the issues of Dr Rabiu Kurfi,University Counsellor be re-considered as Ph D holders are difficult to come by and must be encouraged.
That the congress was also not happy with poor and erratic water supply especially in the faculties. Sachet water has to be purchased for one to ease him self in the university.
That the congress was very appalled with the directives that sensitive examination documents be shared out against the ideal practice that departments are custodians of sensitive examination documents in all universities.
The congress was equally concerned about the welfare of students where it saw the need for constructing hostel for male students.
On the suspended students of the University on O Level deficiency, specifically in English Language, which make their fate to hang in the balance, they should immediately be recalled to continue with their studies, meanwhile a University English Programme be introduced for them as done in some sister institutions in Nigeria.
In a nutshell these were resolutions reached at the meeting held in addition to the High Powered Committee set to have an audience with the Governor of Katsina state on New Package for Universities yet to be implemented since July, 2009. While some state universities started enjoying the New Salary Package like the Gombe state University among others.
As a concerned indigene of the state I call on the state governor to refer to the minutes of deliberations of management committee to verify how funds were misappropriated in Student ID Cards that a Bank offered to produce free to students and they went ahead and expended over 4 million Naira on same free offered ID cards to students simply to enrich themselves.
The poor maintenance culture could be seen clearly in the premises of the university as odour is the order of the day in toilet areas of the university as no adequate and regular supply of water in the university in spite the effort of the governor by prompt payment of huge overhead given to them timely.
The vehicles and generators could not be properly managed as most of the vehicles are parked due lack fuelling and generators hardly operate due to same reason of parking vehicles in the university. Members of Management Committee have to use their personal cars on official programmes and no refreshments for meetings and very unfortunate members staff have to contribute out of their earning for the refreshment during meetings that are unethical in all universities in Nigeria.
I strongly suggest for the Governor to set a High Powered Committee to investigate the financial irregularities in these areas or to invite EFFC to ascertain these financial misconduct as;
1.Expenses procured during Commissioning of the university where figure were inflated specifically on University Logo ,Pictures of President and the Governor at a rate that could not be accepted to purchase a logo at a rate of N35,000 here in Katsina. Are they imported from abroad?
2. Fuelling of Generators and Vehicles of the University
3. Students ID cards money collected for more 3 years without issuance to students and no refund of the collected money to students.
4.Purchase of ID card machine the rate of over 4 million to which banks in katsina decided to offer free ID cards to students free of charge,this indicate the zeal to enrich themselves as this operates in many universities like Lagos and Ibadan,then why Umaru Musa Yar ádua University,Katsina.
5. On Sporting facilities in the University,Umaru Musa Yar’adua University,Katsina has nothing to show and students thereby creating difficult atmosphere for students after lectures
6. To overhaul the Senate as the Chairman is not briefing the the government on what goes on in the university as they unite to cheat the state government and the people of katsina .
Lastly,it was a clearly indication that the University lacks patriotic and God fearing executive officers as the first batch grandaunts of the University had to embark on serious and series of prayers across all Juma at Mosque in Katsina praying for Allah’s intervention to have their results approved and released by the University and subsequently partake their NYSC programme like their counterparts in other institutions though, deliberately left behind or drag unnecessary by extending their period within which they were expected to graduate ideally.
The University Mosque could not be maintain out of the university Overhead but rather staff were made to sacrifice certain percentage of the monthly earnings to sustain the property of the University due to lack of Allah’s fear as they could afford to give the daughter of the Vice-Chancellor a befitting wedding ceremony using all university belonging to his discretion and in addition to unnecessary trips that were not necessary as per the era of globalisation and Information Technology.
I finally pray for the almighty Allah SWT to bring these injustices to its end before bringing the University to its kneels and subsequently crash-down and finally burry Umaru Musa Yar’adua ,Katsina alive.May Allah help and rescue this baby university from these ungodly executives that represent their pockets and personal interests to the detriment of the university.
