Probe Monguno, Dokubo Over N60billion Looting, N13billion Contract   Fraud, Group Tells Buhari

A nascent Niger Delta Group, Amnesty Revolutionary Movement, ARM, has
urged President Mohammadu Buhari to urgently begin the probe of
National Security Adviser, General Babagana Monguno and the
Coordinator of the Presidential Amnesty Program, Prof. Charles Dokubo
over the orchestrated five-days looting of the properties at the
N60billion Facility Boro-town Training Complex.

The group in an open letter signed by Major Benson Ese Ogofuneme, also
urged the President to probe the duo over the award of fake supply
contracts worth over N13billion.

The open letter reads:

OPEN LETTER TO PRESIDENT MUHAMMADU BUHARI, GCFR
Dear Mr. President,
Kindly permit our lack of pleasantries as we call on you to direct the
Acting Inspector General of Police, Mohammed Abubakar Adamu to
commence a Special Criminal Investigative Inquiry into the
uninterrupted 5 days looting of the N60billion Boro-Town training
complex in Kaiama, Bayelsa state, which was allegedly orchestrated by
the Coordinator of the Presidential Amnesty Programme, Professor
Charles Quaker Dokubo and his cronies to cover-up their fake
non-existent supply contracts worth over N13billion to enable them
claim that the items were supplied but were carted away by looters.
Mr. President, the pictures and videos of this heartbreaking and
mind-boggling uninterrupted 5 days looting of the training complex is
all over the media for the world to see, however, your National
Security Adviser, Maj. Gen. Babagana Mohammed Monguno (retd.) continue
to support his friend Prof. Dokubo, known by Nigerians as the alleged
perpetrator of this heinous event.
Mr. President, we make bold this statement that we will continue to
stand with you in your fight to eradicate corruption from Nigeria and
to make Nigeria a better nation. We understand that you cannot achieve
this alone. We commend the Acting Inspector General of Police,
Mohammed Abubakar Adamu for working vigorously to ensure the safety
and security of all Nigerians. Mr. President, the Acting Inspector
General of Police, Mohammed Abubakar Adamu is one of the Most
qualified Nigerian/Police Officer to have been appointed as the Acting
Inspector General of Police, and we call on the Senate to confirm him
as the substantive Inspector General of Police without delay in the
interest of our dear country, given the challenges ahead.
We also believe that the Department of State Security (DSS) is one of
the most credible and reliable agencies that can provide you with the
unprecedented level of public funds looting, fraud, corruption, and
insecurity in the Amnesty office, and across our dearly beloved
country. We believe in the professionalism and integrity of the DSS
investigators, given that your National Security Adviser has allegedly
been financially compromised by Prof. Charles Quaker Dokubo to the
detriment of our people’s lives.
Mr. President, we join you in commending the relentless efforts of the
Acting Chairman of the Economic and Financial Crimes Commission
(EFCC), Ibrahim Mustafa Magu. We call on every well-meaning Nigerian
to join Mr. Magu in his quest to eradicate corruption from Nigeria.

Mr. President, we kindly ask that you do not pay attention to the
public endorsements of Prof. Dokubo by his media team and some youths
and elders from the Niger Delta region. May we remind you, Mr.
President, that 98 percent of these youths and elders in the Niger
Delta region who are working with Prof. Dokubo endorsed His
Excellency, Alhaji Abubakar Atiku because they never believed in you.
They believed that you will fail in your re-election bid.
Prof. Dokubo has been perpetrating these fraudulent acts with the
assistance of his management staff and Front-Men known as vendors to
the Amnesty Office. They cooked-up non-existent fake supply contracts
worth over N13Billion and made payments. Supplies were never done, and
they carted away with Billions of Naira, prompting them to allegedly
orchestrate the 5 days uninterrupted looting of the N60Billion
Multi-Purpose Training Complex in Boro-Town, Kaiama, Bayelsa state to
cover-up their looted funds.
The senior management staff and vendors allegedly involved in these
fraudulent contract scams with Prof. Dokubo stirring the ship of their
alleged criminal activities while providing financial returns from
their looted funds to your NSA, Gen. Monguno (retd.) are:
1- Legal Adviser Mrs. Awotu Patricia Ojakovo,
2- Director of Procurement – Mr. Musa Johnson Odiniya,
3- Director of Administration – Mrs. Ubi Umoren Franklyn,
4- Head of Reintegration – Chief Brown Aroloyeteim Ibisime.
Mr. President, Prof. Dokubo and your NSA, Gen. Monguno (retd.) are
making a mockery of your anti-corruption war. We kindly request that
in the interest of fairness and justice, that you have Prof. Charles
Quaker Dokubo step-aside for a thorough investigative inquiry to
commence.
Finally, we humbly ask that you give the Amnesty Programme back to the
Owners of the Programme to enable them to pilot their affairs and
achieve your mandate without political interference. We kindly plead
that you do not appoint people from the outside that do not understand
the rationale behind the Amnesty programme.
Mr. President, we believe that you will listen to our plea and appoint
a New Coordinator of the Amnesty Programme from amongst the pioneers
of the Programme.
