Amnesty Coordinator, Prof. Dokubo In N13billion Contract Scam

The Coordinator of the Presidential Amnesty Programme and Special Adviser to President Mohammadu Buhari on Niger Delta, Professor Charles Quaker Dokubo, is currently enmeshed in a N13billion phony contracts scam perpetrated at the Boro-Town Training Facility, Kaiama, Bayelsa state, Pointblanknews.com investigations reveal.

Dokubo, has allegedly been involved in contract splitting since April 2018, awarding phony contracts to front companies amounting to over N13billion and orchestrated the looting of the N60billion Boro-Town Training Complex to cover his frauds.

Dokubo, the Director of Procurement, Odiniya Moses, Director of Finance, Mr. Ilem, Head Boro-Town Training Center, Jude Akpadubakaye Gbaboyor and other senior officials of the Amnesty Programm have been using the Boro-Town Training Complex as a conduit pipe to award phony supply contracts and smile to the bank with Billions in the last one year.

An insider described the fraud to Pointblanknews.com as “the most brazen stealing ever in the history of the Amnesty Program.”

Boro-Town Training Complex is a N60billion Center built by previous Government and completed during the tenure of Kingsley Kuku. It is specifically designed to train ex militants in different trade skills.

Pointblanknews.com investigations reveal that while Moses cooks up fake supply contracts in a carefully designed manner and split in-between the front companies, Dokubo signs off and the Director of Finance, Mr. Ilem swiftly releases the funds.

Some of the companies being used by Dokubo and his collaborators are: Global Resource Warehouse Ltd, Iceberg Global Tower Ltd, Guchiaz Nig Ltd, White Hull Global Service Ltd, Jamub Global Services Ltd, Templecom Global Ltd, Hydrolhilia Global Resources Ltd.

Others are: IB and M integrated services Ltd, PDF International Concepts Ltd, Peacefos Product Ltd and I and I Multi Dynamic Services Ltd.

According to findings, after the award of the phony contracts to the front companies and payments are done, the Director of Procurement hides the files in his personal toilet in his office instead of sending the files to the Registry.

Angered by the scandals in the Amnesty Programme, sources revealed that some concerned stakeholder from the Niger Delta region met with the National Security Adviser, Gen. Mohammed Babagana Monguno (retd.) and complained to him about the out-right stealing of public funds, persistent fraud and corruption at the Niger Delta Presidential Amnesty Programme (PAP).

The concerned stakeholder revealed to Gen. Monguno (retd.) that Prof. Dokubo has awarded and made payments of over N13billion worth of supplies contract to contractors serving as front for him and the contractors never made the supplies but disappeared with the funds. 

Monguno on learning about the state of affairs in the Amnesty office was said to have contacted Dokubo and threatened to investigate and punish anyone linked with frauds in the Agency.

Another source revealed that as soon as Dokubo was threatened with an investigation by the NSA, he quickly directed the Head of the Boro-Town Vocational Training Center, Gbaboyor to open the warehouse where supplied items are kept and arranged with hoodlums to cart away items previously supplied.

The move is to enable Dokubo, his front men and the director of procurement, and other senior management staffs in the Amnesty office to claim that the N13billion worth of supplied items have been stolen by hoodlums. 

While the orchestrated looting of the Center lasted for five days with no police or Military Personnel present to stop the hoodlums, on February 14, 2019, Prof. Dokubo drove along the East-West Road and saw the looting of the facility.

Sources said Stakeholders who saw him, pleaded with him to call for security, instead, Dokubo drove away and went to Benin on February 14, 2019. 

Dokubo later called Mrs. Esther Boro, the daughter of the Late Ijaw Hero and Legend, Maj. Isaac Jasper Adaka-Boro to go and commission the facility on his behalf. While the looting was going on at one end, Madam Esther Boro and a few elders she gathered were commissioning the facility at another end in the same complex all on February 14, 2019 (Pictures Attached).

Mr. Gbaboyor, Head of the Training Center reported the looting to the Police in Bayelsa state February 14, 2019, three days after the looting of the N60 Billion Vocational Training in what appears to be a well-choreographed move.

Sources told Pointblanknews.com that after the Head of the Boro-Town Vocational Training Center Mr. Gbaboyor reported the Matter to the Police in Bayelsa state, Dokubo became very angry at Gbaboyor for reporting the matter to the Police without them discussing their proposed public statements. 

Dokubo then instructed Gbaboyor to immediately withdraw his statement and the Police report that had already being filed with the Police in Bayelsa state. 

On February 15, 2019 Gbaboyor wrote to the Police in Bayelsa state to withdraw his statement and the report that he had already filed with the Police.

Charles Quaker Dokubo was appointed in March 2018 to pilot the affairs of the Presidential Amnesty Programme (PAP). Dokubo was recommended by the NSA, Maj. Gen. Monguno.

Efforts made by Pointblanknews.com to reach Prof. Dokubo or the office of the NSA were futile as at the time of filing this report.
