Edo Govt Okays Revised N799.8bn Supplementary Budget for 2025

The Edo State Executive Council has approved a revised supplementary budget of N799.820 billion for the 2025 fiscal year, an increase of about N125 billion or 18 percent from the initial N675.220 billion.
The approval was granted during an emergency council meeting held on Monday, September 29, 2025, and presided over by the Chairman-in-Council and Governor of Edo State, Senator Monday Okpebholo.
Addressing journalists after the meeting, the Commissioner for Finance, Emmanuel Okoebor, explained that the upward review reflects the government’s strong commitment to infrastructure development and improved public services.
“Initially, the budget stood at N675 billion, with recurrent expenditure accounting for about 33 percent and capital expenditure 67 percent. Under the revised budget, capital expenditure now represents about 70 percent, while recurrent expenditure is pegged at 30 percent. This clearly demonstrates Governor Okpebholo’s focus on infrastructure growth across Edo State,” Okoebor stated.
He further broke down the nature of the budget increase.
“The upward adjustment amounts to roughly N125 billion, representing an 18 percent rise from the earlier figure. Of this, recurrent spending increased by about N12 billion, while capital expenditure rose by approximately N113 billion, translating to a 25 percent growth in capital allocation and a 5 percent rise in recurrent spending,” he said.
According to him, the increase in recurrent expenditure was necessitated by the new minimum wage implementation and additional employment within the state’s Hospital Management Board, which recruited over 1,000 personnel that must now be captured in the budget.
Okoebor added that the government’s emphasis on capital projects is evident in its achievements, including the construction of over 254 kilometers of roads across the state and several other ongoing infrastructure projects.
“The capital budget has increased from N450 billion to N563 billion, highlighting our administration’s infrastructure priorities,” he noted.
Also speaking, the Commissioner for Information and Communication, Paul Ohombamu, revealed that the revised budget will soon be transmitted to the Edo State House of Assembly for legislative approval.
