Reps Summon Ibadan, Oji River College Provosts Over Budget Delay

The House of Representatives Committee on Agricultural Colleges and Institutions has summoned the Provosts of the Federal Cooperative Colleges, Ibadan and Oji River, over their failure to submit the 2024 and 2025 capital budget proposals despite several reminders.
The directive was contained in a letter dated October 21, 2025, signed by the Committee Clerk, Abubakar A. Sadiq.
The letter followed the institutions’ repeated disregard for earlier invitations to forward their financial documents for legislative review.
The Committee, chaired by Hon. Adeyemi Akeem Adeniyi, is currently evaluating the performance of agricultural institutions across the country in preparation for the 2026 appropriation process. However, both colleges were identified among those that missed the deadlines for submitting essential capital budget details required to assess their project execution and funding needs for the coming fiscal year.
Lawmakers have consistently raised concerns that such non-compliance hampers accountability, reduces transparency, and disrupts effective budget planning at the national level.
In the letter titled “Re-Request for Submission of 2024 and 2025 Capital Budget and Invitation for a Meeting,” the Committee expressed disappointment that the two colleges neither submitted their documents nor appeared before it on the dates earlier assigned.
“Your appearance and submission of these important documents will play a key role in determining your institutions’ funding allocation in the 2026 budget. You are therefore requested to appear before the Committee with your Director of Procurement and Director of Finance,” the letter read in part.
The Committee directed the Provosts and their Directors of Procurement and Finance to appear on Thursday, October 23, 2025, by 2:00 p.m., at Conference Room 028, New Building, House of Representatives, National Assembly Complex, Abuja.
It further warned that failure to honour the invitation could affect the colleges’ inclusion in the 2026 budget and stressed that the Committee would no longer tolerate disregard for legislative oversight.
