Niger Delta Group Says Amnesty Boss Accuses Army, Police of Incompetence

Concerned Niger Deltans for Sustainable Development, CNDSD, has alleged
that the Special Adviser to the President on Niger Delta and Coordinator
of the Presidential Amnesty Program, Prof Charles Dokubo is accusing the
Military and Police of incompetence.

The group in a statement signed by Comrade Okpokeme J. Waripamowei based
its allegation on a statement released by the Amnesty office claiming the
Police and Military stationed at the Boro-Town Training Complex, were
overwhelmed when the N60billion facility was looted recently.

A statement issued by Murphy Ganagana, the Special Assistant Media to the
Special Adviser to the President on Niger Delta and Coordinator of the
Presidential Amnesty Programme (PAP), he said
that during the Uninterrupted five (5) days Looting of the N60billion
Boro-Town Training complex, “It is on record that the invasion and looting
of items at the Kaiama training facility occurred in the presence of
security personnel, including the police and the military deployed in the
centre, but they were simply overwhelmed by the numerical strength of the
massive invaders,” the statement said.

But the statement by Waripamowei said “Prof. Dokubo through his media
assistant Mr. Ganagana without shame and decency, has accused our gallant
soldiers across the Nation’s armed forces, and the entire Police force of
the Federal Republic of Nigeria, including the Presidency headed by
President Muhammadu Buhari GCFR, of gross incompetence and cowardice for
been unable to thwart the criminal acts of individuals who were looting
the N60billion Boro-Town Training complex in Kaiama, Bayelsa state for
five (5) uninterrupted days, (Day and Night. Videos and Pictures
Attached).

“Protesters in Yenagoa, Bayelsa state on the 13th March 2019 revealed that
External Auditing Committee found thirty (30) companies used in
perpetrating contract fraud worth billions of naira. However, in a
Panic-Mood, Prof. Dokubo dissolved the External Auditing Committee on 14th
March 2019 and appointed the Director of Procurement, Mr. Odiniya Moses
who is the brain behind the entire fraud and supplies contracts scam in
the Amnesty office to oversee and investigate his own department for fraud
in an effort to cover-up for Prof. Dokubo.This is the same Director of
Procurement, Mr. Odiniya Moses that orchestrated all the contract fraud
and stealing perpetrated by former Amnesty Boss, Gen. Boroh whose
properties of almost N1billion was recently forfeited to the EFCC.

“In-light of the above, we are asking the good people of our dear nation
to join us in our quest for justice.

1. We Humbly Call on the Father of Our Country, and Our President
Muhammadu Buhari GCFR, to have Professor Charles Quaker Dokubo,
Coordinator of the Presidential Amnesty Programme Step-Aside for a
Criminal Investigations to Commence into the Uninterrupted 5 days Looting
of the N60billion Boro-Town Training Complexincluding the Non-Existent
Supply Contracts, Persistent Stealing, Fraud, Corruption, and Intimidation
of Whistleblowers and Other Stakeholders at the Niger Delta Amnesty
Office.

2. The Uninterrupted 5 days Looting of the N60billion Boro-Town Training
Complex is Unprecedented. No group of persons can go into the University
of Abuja or the University of Ibadan or the University of Lagos and steal
everything for 5 days without the Security Agencies stopping them and
arresting them.

3. Mr. President, Prof. Dokubo has openly mocked and laughed at your
anti-corruption war and Nigerians are waiting for your response.

4. Prof. Dokubo, has allegedly been awarding fake supply contracts to
front companies amounting to over N13billion in non-existent supply
contracts and then orchestrated the 5 days looting of the N60billion
Boro-Town Training Complex to cover his frauds with no security personnel
on site.

5. External Auditors from the Office of the Auditor General of the
Federation audited supplies contract files at the Niger Delta Amnesty
office and found 30 companies used by Prof. Dokubo and his front-men to
carter away Billions of Amnesty funds meant to develop the youths in the
region.

6. Prof. Dokubo has been boosting to have compromised the National
Security Adviser Maj. Gen. Mohammed Babagana Monguno (retd.) by giving him
billions of Naira as kick-backs for nominating him as the Amnesty
Coordinator andProf. Dokubo has given lucrative contracts to the NSA’s
Associates and Family Members to ensure he Dokubo remains as the Amnesty
Coordinator.

7. Prof. Dokubo directed the Head of the Boro-Town Vocational Training
Center, Mr. Jude Gbaboyor to open the warehouse where supplied items are
kept and they arranged with hoodlums to cart away items previously
supplied to cover-up their fraud.

8. The move is to enable Dokubo, his front men and the director of
procurement, and other senior management staffs in the Amnesty office to
claim that the N13billion worth of supplied items have been stolen by
hoodlums.

9. The looting of the facility lasted for five days with no police or
Military Personnel present to stop the hoodlums, on February 14, 2019,
Prof. Dokubo drove along the East-West Road and saw the looting of the
facility. Sources said Stakeholders who saw him, pleaded with him to call
for security, instead, Dokubo drove away and went to Benin on February 14,
2019.

10. Prof. Dokubo later called Mrs. Esther Boro, the daughter of the Late
Ijaw Hero and Legend, Maj. Isaac Jasper Adaka-Boro to go and commission
the facility on his behalf. While the looting was going on at one end,
Madam Esther Boro and a few elders she gathered were commissioning the
facility at another end in the same complex all on February 14, 2019.

11. Mr. Gbaboyor, Head of the Training Center reported the looting to the
Police in Bayelsa state February 14, 2019, three days after the looting of
the N60 Billion Vocational Training in what appears to be a
well-choreographed move.

12. After the Head of the Boro-Town Vocational Training Center Mr.
Gbaboyor reported the Matter to the Police in Bayelsa state, Prof. Dokubo
became very angry at Mr. Jude Gbaboyor for reporting the matter to the
Police.

13. Prof. Dokubo then instructed Gbaboyor to immediately withdraw his
statement and the Police report that had already being filed with the
Police in Bayelsa state. On February 15, 2019 Gbaboyor wrote to the Police
in Bayelsa state to withdraw his statement and the report that he had
already filed with the Police.

14. Prof. Dokubo waited for almost One Month after the looting before
setting up a fraudulent committee to investigate the looting. However, the
people of Kaiama and Niger Deltansknow the truth that Prof. Dokubo
orchestrated the looting tocover-up his non-existent supply contracts of
N13billion as reported in the media.

15. Once again, we humbly call on President Muhammadu Buhari GCFR, to have
Professor Charles Quaker Dokubo, Coordinator of the Presidential Amnesty
Programme Step-Aside for a Criminal Investigations to Commence into the
Uninterrupted 5 days Looting of the N60billion Boro-Town Training Complex
including the Non-Existent Supply Contracts, Persistent Stealing, Fraud,
Corruption, and Intimidation of Whistleblowers and Other Stakeholders at
the Niger Delta Amnesty Office.
