ECOWAS Bank Appoints Ghana’s Finance Minister Board Chairman

The ECOWAS Bank for Investment and Development (EBID) has appointed Ghana’s Finance Minister, Dr. Cassiel Forson, as Chairman of its Board of Governors.
The Bank confirmed his appointment during its 23rd Ordinary Session held on April 14, in Banjul, The Gambia. Forson succeeds Seedy Keita, Minister of Finance and Economic Affairs of The Gambia.
In a statement on Thursday, the President of EBID, Dr. George Donkor, welcomed the appointment, citing Forson’s deep expertise in macroeconomics, fiscal policy, and finance.
He said the new chairman brings strategic leadership that aligns with the Bank’s development goals.
Forson, a chartered accountant and experienced tax expert, has spent over 20 years working across public and private sectors.
Ghana’s Deputy Finance Minister, Thomas Ampem, who represented him at the meeting, said, “Forson is committed to mobilising resources, improving capital recovery, and expanding EBID’s reach to non-regional members.’
Ampem added that under Forson’s leadership, the Bank will strengthen its position as West Africa’s premier development finance institution.
Established over four decades ago, EBID provides funding for infrastructure, social, and institutional projects across ECOWAS member states.
The Bank plays a key role in driving economic development, reducing poverty, and creating jobs in some of the region’s most fragile economies.
Forson’s appointment comes at a time when West African countries are seeking innovative financing to boost recovery and long-term growth.
