Ex-AGF Petitions NSA, DSS Over Alleged Plot to Destabilize Kebbi

Former Attorney-General of the Federation and leader of the African Democratic Congress (ADC) in Kebbi State, Abubakar Malami, SAN, has petitioned top security agencies over what he described as a coordinated plot to destabilize Kebbi through the importation of political thugs, foreign mercenaries, and illicit arms.
In a letter dated September 10, 2025 and signed by his Special Assistant on Media, Mohammed Doka, Malami drew the attention of the National Security Adviser (NSA), Inspector-General of Police (IGP), Director-General of the Department of State Services (DSS), and the Comptroller-Generals of Immigration and Civil Defence, warning that the situation amounts to a “national security emergency.”
According to him, “political actors are working with foreign mercenaries from the Niger Republic and arming them through illegal channels. These individuals are being deployed to attack citizens, silence opposition voices, and undermine peace in Kebbi State.”
Malami stressed that his concerns were not mere speculation but “backed by credible intelligence and personal experience.”
He referenced a September 1, 2025 attack in which he and other indigenes of the state were allegedly assaulted by armed thugs “operating without fear of law enforcement.”
The petition directly accused Kebbi State Governor, Nasir Idris, and his allies of facilitating the operations, claiming covert links with the terrorist network, Lakurawa.
Malami cautioned that the development transcends partisan politics, describing it as “a direct threat to Nigeria’s sovereignty and internal stability.”
He urged security chiefs to act decisively by coordinating inter-agency operations, tightening security along border communities to block the infiltration of mercenaries and arms, and initiating a thorough investigation into alleged collusion between state officials and terrorist groups.
Copies of the petition were also sent to the DSS, Police, Immigration, and Civil Defence leadership to emphasize the urgency of his appeal.
