Aisha Buhari, NSA Monguno Named In Dokubo’s Fresh N3.2Billion Scandal

Few weeks after Pointblanknews.com blew the lid on a N13billion fraud in the Presidential Amnesty Program, the Coordinator and Special Adviser on Niger Delta to president Mohammadu Buhari, Prof. Charles Dokubo, has again awarded a N3.2billion fictitious contracts within one month to his front portfolio companies, Innotek Royal Services Limited and Glassfa Continental Limited.

The contracts which is for training and empowerment of Four Hundred Niger Delta Amnesty Rural Women in Coastal fishing at N4million per person, was awarded in November 2018 with a one-month completion date.

The project is yet to commence months after the companies were paid, pointblanknews.com investigations shows.

This is even as despite operating a full legal Department, Prof. DokuboMr. President, Prof. Dokubo paid a whopping N190.5million to an external and privately-owned law firm as retainer.

Sources told Pointblanknews.com that Dokubo has boasted how he cannot be prosecuted or sacked because the first Lady Aisha Buhari and the National Security Adviser, General Babagana Monguno are all aware of his deals.

Pointblanknews.com could independently verify Mrs. Buhari’s relationships with the Amnesty Program boss. But sources said Dokubo was the NSA’s nominee for the job.

According to sources who would not want to be named because of a possible backlash, Prof. Dokubo makes huge returns to some top members of the Buhari presidency from most of the contracts inflated and awarded to cronies.

“Yes, he makes returns and that is why he boast everywhere that no one can sack him because the first lady and the NSA get returns from him. He is like their ATM,” a source who is familiar with the workings of the Amnesty program boss told pointblanknews.com

The source continues “Prof. Dokubo has given lucrative contracts to the NSA’s Associates and Family Members to ensure he Dokubo remain as the Amnesty Coordinator. He boasts about it everywhere he goes.”

 

However, the External Auditing Committee inaugurated by Prof. Dokubo found thirty (30) companies used in perpetrating contract frauds worth billions of naira. When cronies of the Amnesty boss informed embedded in the committee informed him of the findings, he immediately dissolved.

 

March 14, 2019 after dissolving the committee that discovered his shady deals, Prof. Dokubo sets up a new committee headed by the Director of Procurement, Mr. Odiniya Moses who is linked with the N13billion supplies contracts scam in the Amnesty office to oversee and investigate his own department for fraud.

 

Sources told Pointblanknews.com that Mr. Moses orchestrated all the contract fraud and stealing perpetrated by former Amnesty Boss, General Paul Boroh whose properties of almost N1billion was recently forfeited to the EFCC.

 

Meanwhile, Dokubo, in a curious manner caused to be approved the sum of N190.5million to Kanyi Karibi-Whyte And Hastrup as annual fees as external solicitors to the Presidential Amnesty Program. The payment approval was dated 26th October 2018 and signed by Dayo Apata, the Solicitor General of the Federation on behalf of the Attorney-General and Minister of Justice
